In the name of the Commonwealth of Massachusetts you are directed to notify the inhabitants of the Town of Swampscott quali- fied to vote in elections and in town affairs, to assemble in their respective precincts, in said Swampscott, to wit-


In Precinct One-Polling Place-Machon School on Burpee Road. In Precinct Two-Polling Place-Phoenix Bowling Alleys, 217 Burrill Street.


In Precinct Three-Polling Place-Town Hall on Burrill Street.


In Precinct Four-Polling Place, Clarke School, adjoining Abbott Park. In Precinct Five-Polling Place-Odd Fellows Hall, 115 Elmwood Road. In Precinct Six-Polling Place-Hadley School on Redington Street. In Precinct Seven-Polling Place-Essex Oil Filling Station, 638 Humphrey Street.

To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year be- ginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws. Article 4. To see what action the town will take in relation to salaries of elected town officials for the ensuing year. Sponsored by the Board of Selectmen.


Article 5. To see what action the town will take in relation to the recommendations not calling for the appropriation of money, as con- tained in the reports of officers, boards or committees. Sponsored by the Board of Selectmen.


Article 6. To see what action the town will take in relation to . the recommendations calling for the appropriation or expenditure of money, and creation of a debt, or the disposition of town property, as set forth in the reports of officers, boards or committees. Article 7. To see what action the town will take in relation to the appropriation of money for departmental and other expenses, as listed in the budget in the Selectmen's report of the annual town report for the year 1945. Sponsored by the Board of Selectmen.


Article 8. To see if the town will authorize the Board of Assess- ors, the Board of Park Commissioners and the Planning Board each, to appoint a member of such boards to act as secretary thereof and receive pay therefor, as provided by Chapter 41, Section 4A, of the

Article 9. To see if the town will vote to appropriate a sum of money for the proper observance of the Fourth of July, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 10. To see if the town will vote to appropriate a sum of money for the proper observance of Armistice Day, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 11. To see if the town will vote to appropriate money with which to carry on a street and/or sidewalk construction program in the town, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 12. To see if the town will vote to transfer from Excess and Deficiency Fund of the town to the account of Current Revenue such sum of money as the Board of Assessors may deem advisable, said sum to be used and applied by the Board of Assessors in reduc- tion of the tax levy, or take any action relative thereto. Article 13. To see what action the town will take on the matter of transferring certain unexpended balances, as shown on the books of the Town Accountant as of December 31, 1945, to the Excess and Deficiency Fund, and take any action relating thereto. Sponsored by the Board of Selectmen.


Article 14. To see if the town will authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such an appointee at $440.00 and appro- priate money therefor as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed). Sponsored by the Board of Public Welfare.


Article 15. To see if the town will authorize the Old Age Assist- ance Bureau to appoint one of its own members as agent and investi- gating officer and fix the salary of such an appointee at $1,645.00 and appropriate money therefor, or take any action relative thereto. Spon- sored by the Board of Public Welfare.


Article 16. To see if the town will vote to appropriate a sum of money to the account of unpaid bills for the purpose of settling all bills contracted prior to January 1, 1946, and remaining unpaid at the time of the closing of the town's books for the year 1945 according to the records of the Town Accountant. Article 17. To see what action the town will take on the purchase of an automobile to be used as a patrol car for the Police Department and appropriate a sum of money therefor. Sponsored by the Chief of Police and the Board of Selectmen.


Article 18. To see if the town will vote to appropriate a sum of money for the purpose of adding four permanent patrolmen to the Police Department or otherwise act thereon. Sponsored by the Chief of Police and the Board of Selectmen.


Article 19. To see if the town will vote to purchase a half-ton truck for Cemetery use and appropriate money for same. Sponsored by Superintendent of Cemetery and Board of Selectmen.


Article 20. To see if the town will vote to appropriate a sum of money for maintenance of Essex Street or such other streets that come under Chapter 90 maintenance, to be used in conjunction with any money which may be allotted by the State or County, or all of

Article 21. To see if the town will vote to appropriate a sum of money to celebrate in such manner as they deem advisable the return of men and women who served in or were affiliated or associated with any branch of the armed forces of the United States in World War II, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 22. To see if the town will vote to abate the Real Estate taxes assessed as of January 1, 1944 to Clarissa Thomson et als, Trustees, and all unpaid betterment assessments, on land and build- ings known as the Thomson Estate and purchased by the town in May 1944 for a Town Administration Building as recommended by the State Auditors. Sponsored by the Board of Selectmen.


Article 23. To see if the town will vote to appropriate a sum of money to repair the defects in the new Town Administration Building. Sponsored by the Board of Selectmen.


Article 24. To see if the town will vote to prepare and send to the voters of the town complete information concerning the cost of the Administration Building and improvements, and continuing the care of the grounds and comparative cost of maintenance, and appropriate money therefor. Sponsored by the Board of Selectmen.


Article 25. To see if the town will vote to establish the following rates of salaries for the full-time female clerical employees in the following departments: Selectmen, Accounting, Collector of Taxes, Town Clerk, Assessors, Police, Health, Water & Sewer, Public Wel- fare, Old Age Assistance, and the Retirement System.

Article 26. To see if the town will vote to repave Blaney Street and appropriate a sum of money therefor, or take any action relative thereto, as petitioned for by Fred E. Gould, et als.


Article 27. To see if the Town will vote to raise and appropriate a sum of money for the purpose of making such repairs as may be necessary to the Phillips Beach Engine House, the work to be done under the direction of the Board of Selectmen, or otherwise act thereon and take any action relative thereto, as petitioned for by John H. Blodgett, et als.


Article 28. To see if the town will vote to increase the salaries of all permanent members of the Police Department 15%, and the same to be retroactive as of January 1, 1946, as petitioned for by Grover C. Hambrecht, et als.


Article 29. To see if the town will vote to appropriate a fifteen percent (15%) increase in salary for the permanent members of the Fire Department, retroactive to January 1, 1946, and appropriate a sum of money therefor, as petitioned for by Laura E. Healy, et als.


Article 30. To see if the town will vote to authorize the Board of Park Commissioners to purchase topsoil, seed and fertilizer to provide playing space at Phillips Park equal to the area finished in 1945 and

appropriate money for same or otherwise act thereon. Sponsored by the Board of Park Commissioners.


Article 31. To see if the town will vote to authorize the Board of Park Commissioners to purchase a 11/2 ton platform body truck with a power winch to replace the 1936 Ford truck now in use and appro- priate money for same or otherwise act thereon. Sponsored by the Board of Park Commissioners.


Article 32. To see if the town will vote to authorize the Board of Park Commissioners to contract for the laying of black top surface on the drive and parking area at the Town Administration Building and appropriate money for same or take any action thereon. Spon- sored by the Board of Park Commissioners.


Article 33. To see if the town will vote to authorize the Board of Park Commissioners to purchase stone dust sufficient to keep the dumping area at Phillips Park covered and appropriate money there- for or take any action thereon. Sponsored by the Board of Park Com- missioners and Board of Health.


Article 34. To see if the town will vote to authorize the Board of Park Commissioners to have erected a storage garage building at Jackson Park from plans now on file and appropriate money therefor or take any action thereon. Sponsored by the Board of Park Com- missioners.


Article 35. To see if the town will vote to authorize the Board of Park Commissioners to purchase and install identification plaques at each of the memorial trees at the Thomson grounds, which were donated by Townspeople and appropriate money therefor or take any action thereon. Sponsored by the Board of Park Commissioners.


Article 36. To see if the town will vote to authorize the Board of Park Commissioners to replace the concrete driveways at the Fish House which were washed out by the November Northeaster and ap- propriate money therefor or take any action thereon. Sponsored by the Board of Park Commissioners.


Article 37. To see if the town will vote to authorize the Board of Selectmen to execute a new lease for the Joseph L. Stevens Post 1240, Veterans of Foreign Wars Building Association, Inc., for a term of years from May 6, 1946, for the purpose of providing headquarters for the Joseph L. Stevens Post 1240, Veterans of For- eign Wars, and appropriate money therefor or take any action rela- tive thereto. Sponsored by the Board of Selectmen.


Article 38. To see if the town will vote to collect brush and gar- den waste from residences within the town, provide a truck and work- men for such work and appropriate money therefor or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 39. To see if the town will vote to amend Chapter III of the By-Laws by adding Section 6 to read as follows:


"Section 6. The Planning Board shall from time to time make careful studies and when necessary prepare plans of the resources, possibilities and needs of the Town, and, upon the completion of any such study, shall submit to the Select- men a report thereon, with its recommendations. It shall report annually to the annual town meeting, giving informa- tion regarding the condition of the Town and any plans or proposals for its development and estimates of the cost thereof. It shall be responsible for the preparation of a long- range program of public improvements, and, after consulta- tion with the Selectmen, the Finance Committee, and the

heads of the Town departments, shall present annually to the annual town meeting a report thereon, with its recom- mendations for a tentative program of capital outlays cover- ing a six-year period and a specific program of capital outlays for the current year." Sponsored by the Planning Board.


Article 40. To see if the town will vote to amend the Zoning By- Laws of the Town of Swampscott by striking out all provisions of the Zoning By-Laws and amendments thereto, now in force and effect in the Town of Swampscott, together with any map or maps which form a part thereof, and inserting in its place a new Zoning By-Law and Zoning Map, as prepared by the Planning Board. Sponsored by the Planning Board.


Article 41. To see if the Town Meeting will vote to accept Chapter 156, of the Acts passed by the General Court of Massachu- setts, in 1945, providing sick leaves for laborers, workmen and me- chanics regularly employed by certain towns and cities; i.e., "Any laborer, workmen or mechanic regularly employed by any city or town which accepts this section shall, when entitled thereto, be granted sick leaves aggregating not more than fifteen days in any year, exclusive of Sundays and holidays, without loss of pay; pro- vided, that sick leave allowances not used in any particular year may be accumulated, for such number of years as may be determined by the ........ selectmen of any such town, for use in any subsequent year." Article 42. To see if the town will vote to authorize the Water & Sewerage Board to have the owner or developer of property where water mains are laid file a bond guaranteeing the Town of Swamp- scott four percent (4%) interest on the investment of installing water mains through their property; said four percent (4%) interest to in- clude all revenue for water used until such time as the revenue equals said interest. Sponsored by the Water & Sewerage Board.


Article 43. To see if the town will take by eminent domain a strip of land through the Lillian A, Little and Alexander E. Little property approximately 25 feet wide and 1300 feet long from the State Road to Essex Street as shown on plan drawn by Town Engineer Howard L. Hamill for the purpose of installing a water and sewer main. Spon- sored by the Water & Sewerage Board.


Article 44. To see if the town will appropriate a sum of money for an easement through the Lillian A. Little and Alexander E. Little property approximately 25 feet wide and 1300 feet long running from the State Road to Essex Street as shown on plan drawn by Town Engineer Howard L. Hamill for the purpose of installing a water and sewer main. Sponsored by the Wateer & Sewerage Board.


Article 45. To see if the town will vote to appropriate a sum of money for the purpose of providing street signs, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 46. To see if the town will vote to appropriate a sum of money to pay the judgment of the Court in the case of Rose E. Hemeon vs. Inhabitants of the Town of Swampscott, or take any ac- tion relative thereto. Sponsored by the Board of Water & Sewerage Commissioners.


Article 47. To see if the town will vote to discharge any existing By-Law Committee, so-called, and appoint a new By-Law Committee, so-called, to study the existing by-laws and regulations of the Town of Swampscott and such other laws as may be in force and effect therein and to submit to the next Annual Town Meeting, or any Special Town

Article 48. To see if the town will vote to accept Rockyledge Road as a public way, as laid out by the Selectmen in accordance with plans drawn by Howard L. Hamill, Town Engineer, subject to all waivers being signed by abutting owners, as petitioned for by J. Edson Andrews, et als.


Article 49. To see if the town will vote to accept Gale Road as a public way, as laid out by the Selectmen in accordance with plans drawn by Howard L. Hamill, Town Engineer, subject to all waivers being signed by abutting owners as petitioned for by J. Edson Andrews, et als.


Article 50. To see if the town will vote to construct sidewalks on Nason Road and appropriate money therefor, as petitioned for by Alice E. Tangway, et als.

To see if the town will vote to build and construct a building at or near the existing buildings in the yard of the Highway Department, bordering Paradise Road, for the use of the employees of the Highway Department, and equip and furnish the same, and ap- appropriate money therefor. Article 56. To see if the town will vote that Essex Street Bridge be deeded and transferred over to the State of Massachusetts with the approval of the Town Meeting and County Commissioners in accord- ance with Chapter 690, Acts of 1945, of the General Laws of Massa- chusetts. Article 57. To see if the town will vote to construct a drain, with the necessary catch basins, from Elm Place to Burpee Road, a dis- tance of about one hundred fifty lineal feet; and appropriate money for the same. Sponsored by the Surveyor of Highways.

To see what action the town will take relative to placing under the care and jurisdiction of the Board of Park Com- missioners, two lots of land namely: a lot of land containing shrubs, located at the junction of Beach Bluff Avenue and Eulow Street and a triangular lot of land located at the junction of Beach Bluff Avenue and Mostyn Street, as petitioned for by George W. Howe, et als.


Article 59. To see if the town will vote to construct a Sea Wall at the end of Ocean Avenue on Preston Beach that was damaged by

Article 60. To see if the town will vote to purchase a flexible sewer rod equipment to cut roots out of our drains and sewers, appro- priate money therefor, or take any action relative thereto. Sponsored by Surveyor of Highways.


Article 61. To see if the town will vote to lease the building num- bered 26/28 New Ocean Street for (5) five years to the best interests of the town. Sponsored by the Water & Sewerage Board.


Article 62. To see if the town will vote to lay a 6" water main in Ocean Avenue for a distance of 400 feet and appropriate money for the same, if, in the opinion of the Water & Sewerage Board, building conditions warrant. Sponsored by the Water and Sewerage Board.
