FIRST ANNUAL REPORT OF THE PLANNING BOARD OF THE TOWN OF WEYMOUTH,
FOR THE YEAR 1914.
At the annual meeting in March, 1914, the town elected a Planning Board of twenty-five members.
The Board met in April and organized, as appears at the end of this report, and thereafter held meetings at the town offices in each month. It was a new official department, and no precedents were found to guide its action. Just where it fitted in the politi- cal.economy of the town, and what was to be done to adjust itself to the other departments of the town government was not entirely clear. Therefore, its first report must be an account of its ex- periences in feeling its way, rather than a long record of ac- complishment.
The name signifies the nature of its work. The dictionary de- fines "to plan" to mean to lay plans for ; to devise ways and means for; to think out the various steps for the carrying out of some project or operation. Chapter 494 of the Acts of 1913 re- quires every city of the Commonwealth, and every town having a population of more than ten thousand, to create a planning board, whose duty it shall be to make careful studies of the re- sources, possibilities and needs of the city or town, particularly with respect to conditions which may be injurious to the public health or otherwise injurious in and about rented dwellings, and to make plans for the development of the municipality, with special reference to the proper housing of its people. The Home- stead Commission, which by said Act is directed to furnish in- formation and suggestions to the local planning boards, says that the specific aim of city and town planning is to promote health, safety, convenience and beauty in the community, thereby con- serving human energy and human life; that such planning con- cerus itself with all the physical aspects of the city and town, its streets, railroads, waterways, public services ; its administrative,

educational and recreative property, and the development of pri- vate property, treating them as component parts of an organic whole, so that each may dovetail into the next.
Having these directions in mind the Planning Board has given its attention to the consideration of such of the local features as seem to be fairly included in them.
If the recommendations of the Planning Board are to meet with favor, and be of the value to the town the theory of its existence promises, then such recommendations should not be hasty, ill ad- vised or made without due deliberation. Impressed with this be- lief, the eight months of its career has been too short a period in which to revolutionize existing conditions and methods, which are the result, it is to be presumed, of years, perhaps generations of the best thought, endeavor and action on the part of the officials and public spirited citizens of the town, present and past.
