ARTICLE 76. (By Direction of the Board of Selectmen.) Fern, and a suitable location for same in the Selectmen's Chambers be provided, or take any other action in relation thereto.

ANNUAL AND ADJOURNED TOWN MEETING March 2, 4 and 6, 1953
Pursuant to a Warrant duly issued, the Annual Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the hall of the Wey- mouth High School on Monday, March 2, 1953.
The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the call of the Meeting.
There were 219 Town Meeting Members present.
Upon motion duly made, it was unanimously
VOTED: That the reading of the Articles in the Warrant be sus- pended.
A prayer asking for Divine Guidance at this Town Meeting was offered by the Rev. Arthur W. Dycer, Pastor of the Pilgrim Congregational Church, North Weymouth.
Town Meeting Members not sworn in were administered the oath by the Moderator.
Upon unanimous consent, requested by the Moderator, Mr. Joseph Tobin, President of Radio Station WJDA, briefly addressed the members of the Town Meeting.
The Moderator declared a quorum present.
We now continue with consideration of the Articles in the Warrant.
ARTICLE 1. To see what sums of money the Town will vote to raise or borrow and appropriate for the salaries, operation and expenses during the current fiscal year of each of the following Town Departments and activities, necessary charges, and for unpaid bills of prior years.
Mr. Cain requested information regarding the procedure of receiving committee reports under the various Articles, which was explained by the Moderator.
After explaining his reasons, Mr. Lowe MOVED
That the sum of $57,564.00 be raised and appropriated to provide a $208.00 increase for all full-time officials and employees of the Town, pro- vided that this sum shall be over and above salaries as recommended by the Appropriation Committee and Personnel Board. $57,564.00

And that there be further raised and appropriated for the School De- partment the sum of $81,805.00 to provide salary increases for the teachers and other school personnel in accordance with the salary schedule plan unanimously adopted and approved by the School Committee on December 7, 1952, effective January 1, 1953.

And that there be further appropriated from the current revenue of the Water Department the sum of $7,280.00 to provide a $208.00 increase in the salaries and wages of the employees of said Department in accordance with the methods set forth herein; provided that, for the purpose of this Article, full-time officials shall mean such officials as shall maintain work- ing hours aggregating at least 35 hours weekly.
The increase included in the various budgets shall be effective as of January 1, 1953 for all full time officials and employees of the Town of Weymouth and any employees hired during the year as a full time em- ployee.
The increase is based as follows:
Salary Employees (Except School) - $4.00 per week
Hourly Employees (Except School) - .10 per hour School Employees - Per Salary Schedule Plan adopted by School Committee.
Considerable debate ensued on the above motion, the principal speak- ers being Mr. Roulston of the Appropriation Committee, Dr. Drake of the School Committee, Mr. Dwyer of the Teachers Association, Mr. Roulston of the Personnel Board, Mr. Sullivan, Mr. Downs, Mr. Almquist and Mr. Lane.
Comes now the question on the motion of Mr. Lowe.
A vote was taken and, the Chair being in doubt, tellers were appointed and sworn in as follows:

Of this sum, not exceeding $3,824.00 shall be for the salary and ex- penses of a Shellfish Warden; provided that the Warden shall be appointed by the Board of Selectmen and work under the direction of the Chief of Police; the Selectmen are hereby instructed to continue the fee of $15.00 per person for clam digging permits.

ITEM 23. For the Board of Health. $44,182.00
The salaries of the Board of Health are hereby fixed at $300.00 for each of three members of the Board.
Of the total sum, not exceeding $1,940.00 shall be for miscellaneous ex- penses and $2,184.00 for clerical services;
For dairy and food inspections, posting contagious disease cases, and investigations of nuisances and menaces harmful to health, a sum not ex- ceeding $4,660.00 shall be for the personal services and transportation of the Health Agent, who shall not be a member of the Board;
For payments as required for Tuberculosis cases, a sum of $6,000.00;
For quarantine and contagious disease cases, a sum not exceeding $5,000.00*
