That the Board of Selectmen contract for the collection of garbage for two years for a sum not to exceed $69,000.00 and that the sum of $33,000.00 be appropriated for the first year, provided, that the contract may be extended for a third year if satisfactory service is maintained, the total three year contract not to exceed $108,000.00.
Mr. Roulston explained the policy of the Appropriation Committee in regards to this appropriation.

Of this sum $12,000.00 shall be for garbage collection from January 1. 1953 through June 30, 1953 by private collector and the Board of Select- men is hereby authorized to extend the present contract until July 1, 1953.
$30,000 shall be appropriated from available funds (Excess and De- ficiency Account) for the purchase of four motorized garbage collectors by the Committee of three members appointed to purchase materials, sup- plies and equipment for the Highway Department.
Not more than $18,550.00 shall be for personal services of 12 addi- tional employees in accordance with rates established under salary and wage scale.
$2,000.00 is provided for equipment, supplies and insurance for auto- motive collectors.
On and after July 1, 1953 garbage collections shall be under the di- rection of the Board of Selectmen and Highway Department.

ADJOURNED ANNUAL TOWN MEETING Wednesday, March 4, 1953
The Adjourned Annual Town Meeting was called to order at 7:45 in the evening of Wednesday, March 4, 1953, by the Annual Moderator, Mr. Daniel L. O'Donnell.
There were 192 Town Meeting Members present.
Prayer for Divine Guidance was offered by Rev. Fr. Harold J. Johnson, Assistant Pastor, Sacred Heart Roman Catholic Church of Weymouth.
There were no Town Meeting Members to be sworn in.
The Moderator declared a quorum present.
The Chair requested unanimous consent to reconsider Item 39 of Article 1. This action is contained with the previous action on this item under the minutes of Monday, March 2, 1953.
The Chair stated that if there were no objections we would proceed with the consideration of the Articles in the Warrent.
ARTICLE 2. (By Direction of Selectmen.) To take any action the Town may desire upon the reports of the several Town Boards and Com- mittees and to appoint or change any Committee that the Town may think proper.
Mr. Lane of the School Committee spoke at length on the prevention of juvenile delinquency, and

That in consideration of all the youth of Weymouth, particularly the 6,500 boys and girls in our Weymouth School System in 1953, the Town of Weymouth does recognize a serious future problem in the protection of our sons and daughters.

That the Town Meeting of March 2, 1953, in behalf of the children of Weymouth, desires to take proper precautions to prevent Juvenile Delin- quency in Weymouth by taking the following steps:
That the Annual Moderator be instructed to appoint prior to April 1, 1953, a Committee of fifteen (15) citizens, to be known as the Committee to Prevent Juvenile Delinquency in Weymouth; that this Committee shall take immediate steps to complete plans and programs for the prevention of Juvenile Delinquency.
That the sum of $6,500.00 be appropriated from available funds (Excess and Deficiency Account) for the use of this Committee for such purposes as may be deemed necessary to accomplish this purpose.
That all Town Departments are hereby instructed to co-operate with the Committee to Prevent Juvenile Delinquency in Weymouth in such programs as may be developed toward this goal.
Mr. Lowe spoke in favor of the motion and requested that, if the motion was passed, he be appointed on the Committee.
Comes now the question on the motion by Mr. Lane. UNANIMOUSLY ADOPTED
At the Adjourned Town Meeting on March 6, 1953, the Chair ruled that that part of the above motion which referred to the appointment of a committee was proper, but that that portion which called for an appropria- tion was not in order and therefore is to be deleted. However, the com- mittee, after organization, may come before the next Special Town Meet- ing with an Article requesting such an appropriation.
Mr. Hollis presented the report of the committee appointed under Article 8 of the Special Town Meeting held on October 27, 1952.
By vote of the Special Town Meeting of October 27, 1952, a Committee was appointed under Article 8 of that Meeting to study the question of reducing the number of School Committee Members to five, to take effect in 1954, with the Committee to report at the next Annual Town Meeting.
The Committee appointed by the Moderator has met on several occa- sions and has given this subject very careful study and thought. We considered the membership set-up of other cities and towns of comparable size, as well as the historical background and experience in our own Town. We took recognition of the past rapid growth of our Town and school population and the prospect for its continued expansion in the next few years.
The Committee unanimously reached the following conclusions:
1. It would not be desirable to reduce the School Committee mem- bership from six to five.
2. It would be desirable to increase the membership from its present number of six to the uneven number of seven.
In order to accomplish this, your Committee recommends the adoption of the following motion:
That under authority granted by Chapter 41, Section 1, Lines 28 and

29 of the General Laws, the number of School Committee members be increased from six to seven at the Annual Town Meeting in March, 1954.

Mr. Kelly presented the report of the committee appointed under Article 40 of the 1952 Annual Town Meeting, as follows:
I am reporting for a committee of five appointed by the Moderator through a vote passed under Article 40 of the 1952 Annual Town Meeting, dealing with the acquiring for Park purposes the land now of the Bradley Park Development, Inc., the same being land of which the Water Board of Weymouth served notice of their inability to provide adequate water to, because of insufficient pressure being available.
The committee held several meetings with Alfred D. Cole, vice-presi- dent of the Bradley Park Development, Inc., present, and finally arrived at a mutual agreement of $15,000.00 for the purchase of land adjacent to Great Hill Park as described under the above-mentioned Article 49, ex- cepting that Lots 119 to 122 inclusive, also Lot 127 as shown on a duly recorded plan are excluded, because of the Water Board's final decision that water can be supplied to said lots for buildings of one story construc- tion.
It is claimed by the Bradley Park Development, Inc., that the Town of Weymouth lacks legal title to that portion of Bradley Road leading to Great Hill Park which passes through their Land Court property, because of the Transfer Papers having been filed with the Registry of Deeds in Dedham instead of with the Land Court Registry.
The Bradley Park Development, Inc., agrees to furnish the Town of Weymouth with a Quick Claim deed covering said section of Bradley Road for filing with the Land Court Registry.
Your committee is prompted to recommend the purchase of the land in question, not alone because of the desirability of adding to the Park area, but also to eliminate a controversial subject as to the legal obligation of Weymouth to supply water to houses of whatever elevation they may be, and further, because of an opportunity to nullify by purchase an agree- ment entered into with Peter B. and Robert S. Bradley, dated July, 1927, to construct and maintain for public travel Baylee Road for a prescribed distance.
An estimated cost necessary to comply with the agreement is $3,500.00 to resurface and make safe for travel the existing way and $3,500.00 for added construction to a prescribed point.
The committee presents the following motion:

purpose of acquiring by gift, purchase, or take by right of eminent domain, in fee, for park or playground purposes, the land now or formerly of Bradley Park Development, Inc., and described as follows:
Lots Nos. 106 to 118 inclusive and Lots Nos. 128 to 138 inclusive, to- gether with all right, title and interest of the Grantor to the fee and/or easement in and to the Streets called Bradley Road, Bradley Place and Baylee Road, all as shown on a map entitled "Plan of the Great Hill Subdivision, (North) Weymouth, Mass," dated Nov. 12, 1947, made by R. N. Linke, C.E., approved by the Wevmouth Planning Board, April 24th, 1950, filed Norfolk Registry May 9th, 1950 as Plan No. 479 of 1950 in Plan Book No. 157, excepting a small triangle to the West of Lots 119 and 120 formed by an extension Westerly of the Northerly line of Lct 119, the Easterly sideline of Bradley Road and the Northwesterly boundary line of Lots 119 and 120 as shown on said map.
