ARTICLE 10. (By Direction of Selectmen). To see if the Town will accept the bequest of the late Florence T. Hunt, also known as Florence Thomas Hunt, late of Scituate, Plymouth Probate No. 52921, in which under the Third clause of the will of the said Florence T. Hunt, alias, $200.00 has been left to the Town of Weymouth, the income to be used for the care of the N. F. T. Hunt lot in the Ashwood Cemetery, or take any other action in relation thereto.
You are directed to serve this Warrant by posting a true copy thereof, attested by you in writing, in each of two public places in each voting precinct in said town, seven days at least before the date of holding said meeting.
Hereof fail not, and make due return of the Warrant with your do- ings thereon to the Town Clerk of said town on or before the twenty- second day of October in the year of our Lord nineteen hundred and fifty- nine.

TOWN OF WEYMOUTH SPECIAL TOWN MEETING MONDAY, NOVEMBER 2, 1959
Pursuant to a Warrant duly issued, the Special Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, November 2, 1959.
The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.
The Town Clerk, Mr. Harry Christensen, read the Call of the Meet- ing.
There were 169 Town Meeting Members present.
Upon motion duly made, it was
UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.
Prayer for Divine Guidance at this Special Town Meeting was offered by the Rev. Donald C. Ward, Pastor of the Pilgrim Congregational Church, North Weymouth.
There were no Town Meeting Members to be sworn in.
The Moderator declared a quorum present.
We now continue with consideration of the Articles in the Warrant.
ARTICLE 1. (By request of the Public Works Building Committee). To see what sum of money the Town will raise and appropriate by taxation or otherwise and/or borrow for the construction of a Public Works Building, or take any other action in relation thereto.
MOVED by the Appropriation Committee:
That the Public Works Building Committee be instructed to reject all bids; that the Committee be continued and further instructed to have the plans and specifications revised for the purpose of obtaining new bids for the construction of the Public Works Building, and that $3,500.00 be raised and appropriated from the Excess and Deficiency (E.&D.) account, for this purpose. $3,500.00
Discussion ensued involving Mr. Newton, Secretary of the Appropria- tion Committee, and Mr. Callahan of the Board of Selectmen.
MOVED the following substitute motion by Mr. Callahan of the Board of Selectmen:
That the sum of One Hundred and Twenty Five Thousand Dollars ($125.000) be appropriated from the Excess and Deficiency for the con- struction of a garage on town property on either Winter Street or Com- mercial Street. The above sum shall be spent by the present Committee appointed to study a Public Works Building. None of this appropriation shall be spent for architect's fees or supervision.

The Garage shall conform to the following specifications:
1. 100 feet by 150 feet.
2. Metal roof.
3. Cement block walls.
4. Cement floor.
5. Wooden doors.
6. Steel frames.
7. Forced hot air heat.
8. Proper toilet facilities.
9. One small office.
10. In the event that the above sum is not sufficient the committee is hereby permitted to reduce the width to 90 feet.

ARTICLE 2. (At request of Committee for alterations of Police Sta- tion). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate for the purpose of preparing complete draw- ings and detailed specifications in order that bids may be secured for the alterations, repairs,, and additions to the Police Station, including the construction of a parking area and the necessary grading; also including furniture and equipment; or take any other action in relation thereto.
Upon motion duly made by the Appropriation Committee, it was
UNANIMOUSLY VOTED: That the sum of $5,000.00 be appropriated from the Excess and Deficiency Account, for the purpose of preparing complete drawings and detailed specifications in order that bids may be secured for the alterations, repairs and additions to the Police Station. including the construction of the parking area, and the necessary grading. $5,000.00
ARTICLE 3. (At request of Board of Health). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise, for acquiring by gift, purchase, or take by right of eminent domain in fee, for Public Health purposes (Town Dump) a portion of Lot 2, Block 172, Sheet 19, off Wharf Street, of the Town of Weymouth Atlas, dated Jan- uary 1, 1959, containing 16.6 acres, together with an easement for a right of way all as shown on a plan drawn by Frank S. Lagrotteria, Town Engin- eer, dated March 25, 1959, Plan No. 602-B on file with the Town Clerk, or take any action thereto.
MOVED by the Appropriation Committee:
That the Town vote to acquire by gift, purchase, or take by right of eminent domain in fee, for Public Health purposes (Town Dump) a por- tion of Lot 2, Block 172, Sheet 19, off Wharf Street, of the Town of Wey- mouth Atlas, dated Janaury 1, 1959, containing 16.6 acres, together with

an easement for a right of way, all as shown on a plan drawn by Frank S. Lagrotteria, Town Engineer, dated March 25, 1959, Plan No. 602-B on file with the Town Clerk; and that the sum of $22,000.00 be raised and appro- priated from the Excess and Deficiency Account to purchase the particular property so described but that in the event that the property can not be purchased for that sum of money that no more than $19,800.00 be raised and appropriated from the Excess and Deficiency Account to take the $22,000,00 or $19,800.00 same by eminent domain.

ARTICLE 5. (At Request of Town History Committee.) To see if the Town will vote to raise and appropriate by taxation or otherwise, the sum of $2,500.00 to be expended under the direction of the Town History Committee, for the purpose of hiring a qualified person to compile a manuscript of our Town history, or take any other action in relation thereto.
MOVED by the Appropriation Committee:

MOVED the following substitute motion by Mr. Fryer of the Board of Selectmen and the Town History Committee.

A portion of the Industrial Area on the west side of Forest Street, as shown on the Town of Weymouth Zoning Map Revised to June 1, 1958; beginning at a point 150 feet southerly from Columbian Street and continuing along the westerly sideline of Forest Street south- erly to the end of the Industrial Area for a depth of 150 feet westerly off Forest Street, or take any other action in relation thereto.
Mr. Heffernan, Chairman of the Planning Board, reported that the Planning Board had no objection to the passage of this Article.

That the Town vote to have the land described below re-zoned from Industrial to Residential. To see if the Town will vote to amend Article X, Section 11, Item 7 (b) of the Zoning By-Laws by adding after the word "automobile" the following: "of one ton capacity or less"; so as to read as follows: "Section II, Item 7 (b) -- Storage of more than one commercial automobile, of one ton capacity cr less, except on a farm where vehicles used in the operation of same may be stored.

ARTICLE 8. (By Direction of Selectmen.) To see if the Town will vote to add Section 634 to the By-Laws of the Town to create a council for the aging in accordance with Chapter 495 of the General Laws of the Commonwealth 1956 as amended by later legislation, or take any action in relation thereto. Said Section to read as follows:
There is hereby established a council for the aging for the purpose of studying and promoting programs designed to meet the needs and problems of the aging in co-ordination with programs of the Massa- chusetts Council for the Aging established under Section 73 of Chap- ter 6 of the Massachusetts General Laws. This Council shall consist of the chairman of the board of public welfare, the chairman of the park commissioners, the chairman of the board of health, the chairman of the housing authority, the superintendent of schools, or their re- spective representatives, and not less than three nor more than seven additional members appointed by the board of selectmen from the voters of the town. The chairman of the Council shall be designated by the Council members. Appointees to the Council shall hold office until successors are designated. The Council may appoint such clerks and other employees as it may require.

Gentlemen:
Submitted herewith is the Annual Report of the Town Clerk for the year ending December 31, 1959.
The refund from the Norfolk County Treasurer for dog licenses amounted to $4,124.33 and will again be used for schools.
Due to the continual changes and amendments to the General Laws relating to vital statistics, elections, etc., the duties and responsibilities of this office are constantly changing, necessitating an ever increasing amount of detail and work to be carried out by this office.
I should like to extend my thanks to your Board and all departments for the courtesies and co-operation given to me during the year.
