ARTICLE 47. (On Petition and Bv Direction of Selectmen). To see if the Town will vote to amend its Zoning Laws and Zoning Map, Article X of the Town By-Laws, by making the following changes:


Change of District:


From Residential to Limited Business land shown on the Weymouth Town Atlas as revised to January 1, 1957, or take any other action in relation thereto, more particularly the triangular area bounded by Neck Street. Shaw Street, and Green Street from the present business area on Bridge Street.


ARTICLE 48. (At Request of the Industrial Development Com- mission). To see if the land described below will be rezoned from residential to industrial.


"Lot 6, Block 408, Pages 31 and 35, of the Weymouth Town Atlas. Location - it abuts Hingham Line on the Northerly side of Washington Street, with approximately 300 foot frontage thereon. Area - 459,900 square feet. Owner - Pilgrim Granite Corporation."


ARTICLE 49. (On Petition and By Direction of Selectmen). To see if the Town will vete to change the Zoning Act and Zoning Maps by mak- ing a limited business zone out of the tract of land situated on both sides of Washington Street and extending westerly from the present limited business districts just west of Lane Avenue and Stillman Street to the present Industrial Zone approximately at the intersection of Middle and Washington Streets, said new limited business district to extend back a

distance of four hundred fifty feet from the southerly side of Washington Street and two hundred forty feet from Northerly side of Washington Street; or take any other action with relation thereto.


ARTICLE 50. (On Petition and By Direction of Selectmen). To see if the Town will vote to adopt General Laws Chapter 180, Section 17-B, or take any action relating thereto. (Pay-roll deductions on account of contributions to Community Chest, etc.).


ARTICLE 51. (On Petition and By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of money necessary to fully fence the Ralph Talbot Walkway, or take any other action in relation thereto.


ARTICLE 52. (On Petition and By Directon of Selectmen). To see if the Town will vote to raise and appropriate the sum of money necessary to macadamize the surface of the Ralph Talbot School Walkway, or take any other action in relation thereto.


ARTICLE 53. (On Petition and By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of money necessary to provide (in lieu of full fencing) responsible adult supervision of the children going to and from the Ralph Talbot School across the Walkway, or take any other action in relation thereto.


ARTICLE 54. (By Direction of Selectmen). To see if the Town will vote and appropriate by taxation or otherwise the sum of $8.000.00 for the Town's share in the South Shore Mosquito Control District, or take any other acton in relation thereto.


ARTICLE 55. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $500.00 for the purpose of main- taining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or take any other action with relation thereto.


ARTICLE 56. (On Petition and By Direction of Selectmen). To see if the Town will vote to accent the gift of the Cowing House, so-called, on Commercial Street, from the Roman Catholic Archbishop of Boston, or take any other action in relation thereto.


ARTICLE 57. (On Petition and By Direction of Selectmen). To see if the Town will vote to move and relocate the Cowing House in a suitable location, or take any other action in relation thereto.


ARTICLE 58. (On Petition and By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the moving. relocation, and restoration of the Cowing House, or take any other action in relation thereto.


ARTICLE 59. (On Petition and By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for addi- tional and proper lighting facilities on Middle Street from Central Square to the juncton of Commercial and Middle, and to instruct the Electric Lighting Committee to increase lighting in this municipal area during 1959, or take any other action in relation thereto.

ARTICLE 60. (On Petition and by Direction of Selectmen.) To see if the Town will vote to instruct the Board of Assessors to submit to any tax- payer owning homes, lands or other properties a notice of increased assess- ments on such properties prior to the sending of the annual tax bill, or take any other action in relation thereto.


ARTICLE 61. (On Petition and By Direction of Selectmen). To see what action the Town will take to direct the assessors to print pamphlets containing the latest list of owners of real estate, its valuation and loca- tion, said pamphlet to be given free to any Weymouth resident, and, fur- ther, to appropriate sufficient funds for this purpose; or take any action in relation thereto.


ARTICLE 62. (On Petition and By Direction of Selectmen). To see what action the Town will take to direct the Selectmen to call a special town meeting before the closing of schools for the purpose of reducing the number of assessors to three as prescribed by statute, or take any other action in relation thereto.


ARTICLE 63. (On Petition and By Direction of Selectmen). To see if the Town will instruct the Laban Pratt Hospital Trustees to seek legal ac- tion and authority from the court to permit the use of the present Laban Pratt Hospital Fund in the vicinity of $800,000.00 for the construction of an addition to the South Shore Hospital on land owned or adjacent to that in- stitution, and to be named the "Laban Pratt Wing"; to instruct the Laban Pratt Hospital Trustees to initiate and produce legal and proper agreement for the construction of such a Laban Pratt Hospital Wing and the operation and maintenance of such an addition after completion; to instruct the Laban Pratt Hospital Trustees, separately or jointly with the Trustees of the South Shore Hospital, to determine such funds as may be made avail- able by the Federal Government as a matching contribution to such amounts of the Laban Pratt Fund, as may be used for construction purposes for the Laban Pratt Hospital Wing; or take any other action in relation thereto that may serve to expedite further hospital facilities sorely needed by the citizens of Weymouth.


ARTICLE 64. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $300.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters located within the Town limits, with fish and/or liberat- ing game, all in accordance with General Laws (Ter. Ed.) Chapter 10, Section 5, Clause 41, or take any other action in relation thereto.


ARTICLE 65. (On Petition and By Direction of Selectmen). To see what action the Town will take relative to fishing and /or gunning from the shores of the Weymouth Great Pond.


ARTICLE 66. (At Request of the Committee for Housing of Elderly Persons of Low Income and By Direction of Selectmen). To see whether the Town will approve the construction of a new housing project by the Weymouth Housing Authority, namely, a housing project for elderly per- sons, pursuant to the provisions of Chapter 667 of Massachusetts Acts of 1954 and Acts in amendment thereof, or take any other action in relation thereto.


ARTICLE 67. (By Direction of Selectmen). To see if the Town will vote to accept the provisions of Chapter 90 of the Acts of 1958 - an act in- creasing the number of voting precincts into which the Town of Weymouth may be divided, or take any other action in relation thereto.

ARTICLE 68. (By Direction of Selectmen). To see if the Town will vote to accept as a gift from W. Stuart McIsaac, of Weymouth, an Ameri- can Flag given to his grandfather, the late Waldo Turner in the latter's position as State Commander of the Grand Army of the Republic for the State of Massachusetts; or take any other action in relation thereto.


ARTICLE 69. (On Petition and By Direction of Selectmen). To see if the Town will vote to appoint a committee of eleven to plan and direct a Fourth of July celebration and to raise and appropriate funds for such purpose, or take any other action in relation thereto.


ARTICLE 70. (On Petition and By Direction of Selectmen). To see if the Town will vote to amend Article 4, Section 409, of the Town By-Laws by accepting changes in the classifications of Pay Grades in Schedule 1 - Salary Scale, as follows:


Change the present classification of Grade S-6, Executive Secre- tary, Board of Assessors:


1. By limiting position to a non-member of the Board of Assessors.


2. By establishing new and more precise specifications of the duties of the position.


3. By establishing a new scale of compensation for the position; or take any other action pertaining to this petition.


You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town affairs in case all the Articles in the fore- going warrant shall not have been acted upon at the meeting called for the second day of March, to meet in adjourned session at the hall of the Weymouth High School on

ANNUAL TOWN MEETING MARCH 2, 1959


Pursuant to a Warrent duly issued, the Annual Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, March 2, 1959.


The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the Call of the Meeting. There were 226 Town Meeting Members present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.


Prayer for Divine Guidance at this Annual Town Meeting was offered by the Rev. Charles T. Duggan, Assistant Pastor of St. Francis Xavier, R. C. Church, South Weymouth.


Town Meeting Members, not previously sworn, were administered the oath by the Moderator.


The Moderator declared a quorum present.


The Moderator recognized the presence of a group of students from Boston Latin School who were present as part of the Student Government Exchange Program. The Moderator also recognized the presence of a group of Boy Scouts from Troop 3, North Weymouth.


We now continue with consideration of the Articles in the Warrant.


Upon request by the Appropriation Committee for unanimous consent to consider Article 42 at this time, and there being no objection, the Moderator ruled that Article 42 would be considered at this time.

VACATIONS


Paid vacation time shall be granted to all regular full-time em- ployees in accordance with the following table.

Vacation time shall be taken within each calendar year and shall not be cumulative from one year to another.

SICK LEAVE


Paid sick leave shall be granted to all regular full-time employees in accordance with the following table.

Paid sick leave may be accumulated from year to year, but shall not by accumulation exceed 90 days, and no employee shall have more than 90 days of paid sick leave in any one year.


Paid sick leave shall never be available except to cover actual absence from work because of illness. Sick leave shall be reported weekly to the Personnel Board on blanks provided for that purpose. A physician's cer- tificate of illness, if deemed necessary by the Personnel Board, may be required.


If any employee is absent by reason of injury sustained while on duty for which he is entitled to receive Workmen's Compensation, such ab- sence shall not be considered sick leave under this section.


That the By-Law be further amended to include the employees of the Tufts Library by including their present Salary and Wage Classification Scale.


Discussion ensued involving Mr, Newton, Secretary of the Appropria- tion Committee, and Mr. Gunn.


MOVED the following amendment by Mr. Wood:


That that section of Article 42 covering Pay Schedule PF-1 through PF-5 and FA-2 through FA-3 be amended by the acceptance of this Pay Schedule and that the sum of $13,367.00 be added to Item 16 of Article 1 for the personal services of the permanent members of the department in accordance with attached schedule.

MOVED the following amendment to the next to the last paragraph in the motion by the Appropriation Committee, by Mr. Roulston, Town Accountant.


If an employee is absent by reason of injury arising out of the course of his employment for the Town, for which he is entitled to receive Work- men's Compensation. that portion of his weekly wage in excess of com- pensation payments may be considered sick leave under this section.
