and will authorize the Board of Selectmen to acquire by gift or purchase

or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as laid out and accepted, and see what sum of money the Town will vote to raise and appropriate for the working of each of the above-named streets, including the acquisition of the fee or any interests above referred to, and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reservation strips existing in connection with any said streets, or take any other action in relation thereto.
ARTICLE 3. (At Request of the Board of Public Works). To see what sum of money the Town will vote to raise and appropriate to reconstruct, resurface, widen straighten, relocate or work, Commercial and Pleasant Streets and/or any other streets, or any portion of said ways and for the building of any bridges, drains and conduits, or securing easements which may be necessary, in connection therewith, and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reserva- tion strips existing in connection with said street, provided the State or county, or both will appropriate a sum of money to help defray the ex- penses of such work; and transfer from surplus funds that the Town may have, the county and state share of said cost, the amount of this transfer or reimbursement to be credited to the account from which it came; and will authorize the Board of Selectmen to acquire by gift, purchase or take by right of eminent domain, in fee or otherwise, for all purposes of a public street and highway in and over said street and such property as may be necessary, or take any other action in relation thereto.
ARTICLE 9. (At Request of the Board of Public Works). To see if the Town will raise and appropriate or borrow the sum of $315,000 for the con- tinuance of the Major Highway Program for reconstruction of main streets and roads including Front, Green, Broad, East and Pleasant Streets, pro- vided that Chapter 90 funds, if any, may be used for this purpose, or take any other action in relation thereto.
ARTICLE 10. (By Request of the Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by tax- tion or otherwise for the purpose of acquiring by gift, purchase or take by right of eminent domain in fee, or as otherwise specified, lands along Broad, Green and Summer Streets, Weymouth, Massachusetts, in accord- ance with Chapter 79 of the General Laws for the purpose of Alteration, Widening, and Reconstructing of said streets, or take any other action in relation thereto.
ARTICLE 11. (By Request of the Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise for the purpose of acquiring by gift, purchase or take by right of eminent domain, in fee, or as otherwise specified, a private way known as Parker Road, in accordance with Chapter 79 of the General Laws for highway purposes, or take any other action in relation thereto.
ARTICLE 12. (On Petition and By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money to be used for the purpose of completing Mountain View Road, or take any other action in relation thereto.
ARTICLE 13. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate by taxation or otherwise the sum of $4500.00

for the construction of a retaining wall on the easterly side of Pine Cliff Road, in the area of the Carey and Alleine M. Ricard Sullivan property, or take any other action in relation thereto.
ARTICLE 14. (By Direction of Selectmen). To see if the Town will take by right of eminent domain, in fee or otherwise, the parcel of land shown as "Sunny Plain (proposed street, Avenue" on a certain plan en- titled "Plan and Profile of a Proposed Street, Sunny Plain Avenue, Wey- mouth, Massachusetts, November 29, 1955, Russell H. Whiting, Registered Professional Engineer", said plan being duly recorded with Norfolk Deeds, Plan Book 202, Plan 579 of 1956, as a public way. or take any other action in relation thereto.
ARTICLE 15. (By Request of the Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for con- struction of sidewalks and curbing and repairs of existing sidewalks and curbings, under a Sidewalk Building Program to be set up by the Board of Public Works; said money to be under the jurisdiction of the Board of Public Works, or take any other action in relation thereto.
ARTICLE 16. (At Request of the Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the con- struction of particular sewers and determine whether the money shall be provided for by taxation, by appropriation from available funds including sewer assessments funds, and by borrowing under authority of Chapter 44 of the General Laws, or take any other action in relation thereto.
ARTICLE 17. (At Request of Board of Public Works). To see if the Town will vote to raise and appropriate a sum of money for the con- struction of common sewers and determine whether the money shall be provided for by taxation, by appropriation from available funds including sewer assessment funds, and by borrowing under authority of Chapter 44 of the General Laws, or take any other action in relation thereto.
ARTICLE 18. (At Request of Drainage Committee and By Direction cf Selectmen). To see what sum of money the Town will vote to raise, by taxation or otherwise, and appropriate for 50% of the land damage costs in the Pond Meadow area of Braintree for flood control purposes of the Weymouth Landing area, including Smelt Brook area, in conjunction with the Town of Braintree and the Soil Conservation Service of the Federal Government, under Public Law 566; monies to be made available pro- vided proper legislation is enacted as voted under Article 11 of the Special Town Meeting, September 15, 1958; and, provided further, that the Town cf Braintree make available a like amount therefor, or take any other action in relation thereto.
ARTICLE 19. (By Direction of Selectmen). To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapers 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the De- partment of Public Works of Massachusetts for the improvement de- velopment, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity there- for to the Commonwealth, or take any other action in relation thereto.

ARTICLE 20. (At Request of Drainage Committee and Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise, for drainage purposes (for stream improvement) from Weymouth Back River to Whitman's Pond, consisting of flood-flow conduit and channel and work at dams, as recommended by Metcalf and Eddy, Engineers in report to Weymouth Drainage Com- mittee dated March 11, 1957.
That the sum of money named shall be made available only if the State, under General Laws Chapter 91, will pay a sum of money pro- portionate to the cost of construction under the provisions of said chapter.
Provided further that such work shall be done by private contract under the direction of the Board of Public Works and /or the State De- partment of Public Works.
Also, to see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores, and shores along a public beach outside of Boston Harbor, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Board of Public Works to execute and deliver a bond of indemnity therefor to the Com- monwealth; monies to be provided in accordance with Chapter 481, Acts of 1958, Section 1 through 4, or take any other action in relation thereto.
ARTICLE 21. (At Request of the Drainage Committee and Board of Public Works). To see what sum of money the Town will vote to raise and appropriate by taxation or otherwise, for drainage improvement purposes from Mill Street to West Street, including West Street Culvert and 1900 feet of channel south of West Street, or take any other action in relation thereto.
ARTICLE 22. (By Request of the Board of Public Works). To see if the Town will vote to raise or appropriate by taxation or otherwise the sum of $20,000 for the continuation of the shore protection from the Wessagusett Beach Improvement to River and Neck Street, or take any other action in relation thereto.
ARTICLE 23. (By Request of Board of Public Works). To see if the Town will raise and appropriate a sum of money for the enlargement of the parking area and installation of necessary drainage at Wessagusett Beach, as outlined in the "Study and Report, Wessagusett Beach De- velopment Program 1958 - 1959", or take any other action in relation thereto.
ARTICLE 24. (By Request of Board of Public Works). To see if the Town will raise and appropriate a sum of money for the necessary in- vestigation, engineering and planning of a Town Landing Marina to be constructed on land in North Weymouth purchased for that purpose, or take any other action in relation thereto.
ARTICLE 25. (At Request of the Park and Recreation Com- missioners). To see if the Town will vote to raise and appropriate by taxation or otherwise a sum of money for the following items, money to

ARTICLE 26. (At Request of Park and Recreation Commissioners). To see if the Town will vote to raise and appropriate by taxation or otherwise, the sum of $7,000.00 for the purpose of providing lighting facilities for an athletic field, or take any other action in relation thereto.
ARTICLE 27. (At Request of Wessagusset Beach Committee and Board of Public Works). To see what sum of money the Town will vote to raise by taxation or otherwise and appropriate for the purpose of acquiring by gift, purchase, or take by right of eminent domain in fee, Lot 14, Block 22; Lot 3, Block 23; Lot 1, Block 24, and part of Lot 18, Block 26, containing about 525,335 square feet (12 acres) as shown on Sheets 4, 5 and 7 of the Atlas of the Town of Weymouth dated January 1, 1958, as a site for a municipal parking area for Wessagusset Beach, or take any other action in relation thereto.
ARTICLE 28. (By Request of the Board of Public Works). To see if the Town will vote to raise and appropriate by taxation or otherwise, the sum of $20,000.00 for Dutch Elm Disease Control, or take any other action in relation thereto.
ARTICLE 29. (At Request of Board of Public Works). To see if the Town will vote to reaffirm the vote of Article 35 at the Annual Town Meeting of 1928, and vote to authorize the Board of Public Works to acquire by gift or purchase or take by right of eminent domain under the provisions of Chapter 79 and Section 1 of Chapter 40 of the General Laws, all or any portion of certain lands, including buildings and trees lying within the watershed of Great Pond and not already owned by the Town, for the purpose of protecting the Town's Water Supply, said lands shown on the Weymouth Town Atlas dated January 1, 1958 as

ARTICLE 30. (At Request of Board of Public Works). To see what action the Town will take to acquire by gift, purchase or take by eminent domain approximately 13 acres of land located near the southerly end of Whitman's Pond near the entrance to Swamp River, for the purpose of developing an emergency water supply, and to acquire the necessary 50 foot roadway to Pleasant and/or Middle Streets, all as shown on a plan by the Town Engineer entitled "Plan of Land for Well Location for Water Supply" and filed with the Town Clerk, or take any other action in relation thereto.
ARTICLE 31 (At Request of Board of Public Works). To see what sum of money the Town will raise and appropriate for the development and construction of additional well fields, including wells, pumping station, pipes and original pumping station equipment for the purpose of an emergency water supply; and, further, that said sum shall include the installation of a pipe line from the well to Pleasant and /or Middle Streets, all to be located on lands and roadways acquired under Article 10 of this Town Meeting, as located on Plan by Town Engineer entitled "Plan of Land for Well Location for Water Supply", or take any other action in relation thereto.
ARTICLE 32. (By Request of Board of Public Works and Civil De- fense). To see what sum of money the Town will raise and appropriate for the purchase of radio equipment to be installed in Public Works equipment, said sum of money to be matched by Federal Civil Defense funds, or take any other action in relation thereto.
ARTICLE 33. (By Direction of Selectmen). To see if the Town will vote to take a portion of Lot 38, Block 276, Sheet 20, known as Weston Park, Broad Street, Weymouth Landing, for parking facilities for Lincoln Square, or take any other action in relation thereto.
ARTICLE 34. (At Request of Public Works Garage Building Com- mittee). To see what sum of money the Town will raise and appropriate and/or borrow for the contstruction of a Public Works Building on land purchased on Winter Street for this purpose, or take any other action in relation thereto.
ARTICLE 35. (At Request of School Committee and By Direction of Selectmen). To see what sum of money the Town will vote to raise by taxation or otherwise, and appropriate, for the purpose of acquiring by gift, purchase, or to take by right of eminent domain, in fee, Lot 3, Block 495, containing about 1,026,270 square feet (Fleming property so- called), and part of Lot 6, Block 469, containing about 336,719 square feet (total acres 31.29), as shown on Sheet 42 of the Atlas of the Town of Weymouth, dated January 1, 1959, (Rubolino or Sprague property so-called) for school purposes; or take any other action in relation thereto.
ARTICLE 36. (At Request of Nash-Center School Building Com- mittee). To see if the Town will vote to transfer the sum of $10,000.00 from the balance of over $15,000.00 existing in the Nash School building fund to the Center School replacement building fund, such sum to be

used for additional grading, loaming, and seeding work on the new Center School site, or take any other action in relation thereto.
ARTICLE 37. (At Request of Center School Parents and Teachers Association). To see what action the Town will take to name the new school replacing the Center Elementary School now under construction on property off Hanover Street in Weymouth, Massachusetts, the Center Elementary School, or take any other action in relation thereto.
ARTICLE 38. (By Direction of Selectmen). To see if the Town will vote to instruct the Moderator to appoint a committee of five members to prepare plans an specifications and secure bids for the altera- tions, repairs and additions to the Police Station, including the con- struction of a parking area and the necessary grading; including furniture and equipment; and that the sum of $7,500.00 be raised and appropriated for said purposes, or take any other action in relation thereto.
ARTICLE 39. (By Request of Chief of Police and By Direction of Selectmen). To see if the Town will vote to amend its By-Laws by adding the following; "Section 514. The responsibility for the installation and maintenance of traffic signs and the painting of curbings, cross-walks, center-lines, warning signs, traffic markings, etc. on the streets of the Town will be in the Department of Public Works.
ARTICLE 40. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate by taxation or other- wise, for the purposes outlined in Article 39 above, or take any other action in relation thereto.
ARTICLE 41. (At Request of the Personnel Board). To see what sum of money the Town will vote to raise and appropriate for percentage or flat rate increases to all employees under the salary plan, or take any other action in relation thereto.
ARTICLE 42. (At Request of the Personnel Board). To see if the Town will vote to amend Article 4, Section 409 of the Town By-Laws, by accepting changes in the administration and classfication and pay plan, or take any other action in relation thereto.

ARTICLE 44. (At Request of the Weymouth Permanent Fire Associa- tion and Others). To see what action the Town Meeting will vote to accept Section 108D of Chapter 41 of the General Laws of the Commonwealth

"Chapter 621 Acts of 1958" requiring a minimum annual compensation for each permanent Fire Fighter in the Fire Department of the Town, or to take any other action in relation thereto. Section 108D which was enacted by the Legislature and approved on October 3, 1958, reads as follows: "Notwithstanding the provisions of any general or special law to the contrary, the minimum annual compensation of each permanent fire fighter in the fire department of any city or town, except one who by virtue of section twenty D of chapter thirty-one is not regarded as hold- ing employment, shall be not less than five thousand dollars. This section shall become effective when accepted in a city having a plan E. charter by the affirmative vote of a majority of all the members of the city council, subject to the provisions of the charter, and in a town by a majority vote at a town meeting."
ARTICLE 45. (At Request of By-Law Committee). To see if the Town will vote to revise, amend and/or add to the By-Laws of the Town of Weymouth, or take any other action in relation, and more particularly to the following:
A. Amend section 629 of Article VI, Town of Weymouth By-Laws, by adding "All property owners of occupied and unoccupied land along street, road or highway proposed for construction or reconstruction, shall be notified that said highway cannot be opened for a period of five years, except in case of extreme emergency. Said notice to be issued prior to construction or reconstruction."
B. Add Section 633 of Article VI, Town of Weymouth By-Laws - Street Openings
1. All street openings on fully reconstructed streets, the following construction methods shall be mandatory: (Streets consisting of gravel sub-base, penetrated stone and bituminous concrete surface.)
a) Surface will be cut carefully with a suitable cutting tool- pavement blade with jack-hammer, or pavement saw.
b) All backfill will be gravel, tamped and consolidated in six inch layers.
C) Puddling will be final operation of backfill.
d) After puddling, pavement will again be cut a minimum of twelve (12) inches beyond excavation and removed through to grave sub-base.
e) Six (6) inch slab of concrete will be placed in such a man- ner as to bridge trench.
f) Existing blacktop edges will be painted with tack-coat emulsion.
g) Blacktop finish will be applied in two courses giving a smooth joint.
h) Contractor or Utility will notify Public Works prior to back- fill operation, so that an inspector may be present. No back- filling will be accomplished without an inspector present.
2. All street openings on Class A-1 and Class A streets, the following construction methods shall be mandatory (Class A and A-1 streets consisting of gravel base and bituminous concrete surface.)

c) Puddling will be final operation on backfill.
d) After puddling, pavement will again be cut a minimum of twelve (12) inches beyond excavation and removed through to gravel sub-base.
e) Six (6) inch slab of concrete will be placed in such a manner as to bridge the trench and will be finished off flush with . stone surface.
f) Contractor or Utility will notify Public Works prior to back- fill operations so that an inspector may be present. No back- filling will be accomplished without an inspector present.
C. Add Section 634 of Article VI, Town of Weymouth By-Laws - Curbing and/or Sidewalk Removal.
1. An abutor, private owner, speculative builder or developer, wish- ing to remove Town curbing and sidewalks for driveways or any other purpose shall apply to the Public Works Department for a standard permit to open the street. Curbing and sidewalk re- moval in Business and Industrial areas will be at the discretion of the Board of Public Works.
2. Construction shall be accomplished by private contract at the applicant's expense.
3. Work will be done to the satisfaction of the Public Works De- partment complying with the following standards:
a) Concrete and granite curbing will be cut with suitable tools to insure a straight joint.
b) Driveway returns in case of concrete will be properly formed and poured with a 1-2-4 concrete mix with two (2) foot radius. Precast returns as manufactured by Nelson Brothers, Braintree, Massachusetts, or equal, may be set. In case of granite curbing, granite returns must be placed. Two (2)

foot radius returns as produced by Fletcher Brothers, Chelmsford, Massachusetts. or equal, shall be set.
c) The existing sidewalks shall be cut at opening so as to in- sure a neat joint. Owner will rebuild with material similar to existing sidewalk and install suitable apron to road surface.
4. Applicant shall inform Public Works Department who the con- tractor is and notify Public Works when work is progressing, so an inspector my be present.
D. Add Section 635 of Article VI, Town of Weymouth By-Laws - Rebuilding and/or regrading driveway aprons and portions of sidewalks at existing driveways throughout the Town of Weymouth.
1. Applicant must obtain a standard Street Opening permit to re- grade sidewalk and apron.
2. Applicant must bear all costs of work, and construction methods and materials be satisfactory to Public Works.
3. Applicant to notify Public Works when work is in progress, so an inspector may be present.
ARTICLE 46. (On Petition and By Direction of Selectmen). To see if the Town will vote to amend an act authorizing the Town of Wevmouth to Establish a Department of Public Works as voted under Article 2 of the special Town Meeting December 10, 1956 so as to change Section 1, last sentence to read "No employee and no person who holds another elective or appointee office in the town other than a town meetng member, shall serve on the Board", or take other action in relation thereto.
