REPORT
OF
SCHOOL COMMITTEE OF SCITUATE,
FOR 1863-4.
THE Annual Report of the School Committee of the town of Scituate for the year ending February, 1864, is hereby re- spectfully submitted.
The Committee to whom was assigned the duty of prepar- ing this Report will here state that, the past year, our schools have not been distinguished by any remarkable occurrence, affecting the interest of the schools. With but a few excep- tions, they have been successful.
By a vote of the town, the Committee were required to appoint a Superintendent of Schools, and to have almost the exclusive control of the same. That the Committee might have made a better selection of a Superintendent, none more readily believes than the incumbent.
His performance of that duty is now of the past, and you are to judge whether or not it has been acceptable.
There was some opposition manifested by the town to the plan adopted; we believe, however, that the system of appoint- ing a Superintendent of Schools, when well and efficiently carried out, will be advantageous.
The management under one head, with the assistance of the Committee, we think will result in a benefit to the schools.
The responsibility rests with the Superintendent; and he

will be more apt to consult the best interest of the schools than under a divided responsibility.
In a pecuniary point of view, the expense of superintend- ing will cost less than by paying the whole Committee.
We do not say that the town heretofore has suffered in consequence of the Committee having the right to visit the schools as often as they please, and to charge for each visit, but that abuses of this kind might take place ; neither would we wish to be understood to say that the present salary of Superintendent is a sufficient compensation.
We believe that the best qualified person in town for such a situation can be obtained for a salary much less than the expense of paying a Superintending Committee of three or more.
