The exhibit itself is of minor consideration. The good comes in preparing for it.
THE HATHERLY BUILDING.
The benefits which we may expect as a result of the generous vote of last March are many.
The teachers are enabled on account of having fewer grades, to give more time per pupil than was possible in the districts.
We have closer grading than was possible before, and there is also the added stimulus which comes from the association of a large number of pupils in one building which is scarcely felt in a small school.
In the Hatherly school we have a well heated, well lighted and well ventilated building. Out of it we may expect to come, better men and women, mentally and physically than was possible from the old district schools.
RECOMMENDATIONS.
In order that there may be more uniformity throughout the town in school matters, and to increase the efficiency of our schools I would offer the following recommendations :
First-That you close the Highland street school.

Second-That you transport such pupils to the Hatherly school

who are under eight years of age, and live more than one mile from school, and all others in the above named schools who live more than one and one half miles from the school.
Third-That you ask at the next town meeting for an appropri- ation to defray the expenses of transportation.
Fourth-That you buy an outfit of maps for each school.
Fifth-That you appoint the superintendent as one of the truant officers.
I do not need to discuss the reasons for the first four recom- mendations. They are evident.
As to the fifth I will say that much delay in getting truants in- to school could be avoided if I could be given the authority vested in a truant officer.
The monthly reports sent me by the teachers enable me to keep close watch of pupils suspected of truancy.
This very fact makes it possible for me to act quicker and easier than one could who was less familiar with the schools.
In closing this report I wish to thank you for your generous sup. port during the past year; the teachers, for the willingness they have shown to co-operate with me in efforts to improve the work of the schools, and the community for their hearty sympathy and help.
