REPORT OF THE SCHOOL COMMITTEE.


The School Committee hereby present their annual report.


The immediate supervision of the schools is under the direct charge of a Superintendent, who, working under the direction of the Committee, and in perfect harmony with the teachers, has brought our schools up to a high standard of excellence.


SCHOOLHOUSES.


The Committee this year, acting upon the plan outlined several years ago, have thoroughly repaired and reseated with modern desks two schoolhouses, namely, Willow Street and Hyland Street. This leaves only two primary buildings which have not been reseated, and in these districts the schools have been con- solidated with other districts.


Owing to the small number of pupils in the Grove Street School, and the dilapidated condition of the building, the Com- mittee at the beginning of the fall term closed that school, and the pupils are now conveyed to the Central Street School.


The matter of consolidation is one to which our townspeople should give their careful attention.


Our primary schools are mostly small, and in schools of this class both teachers and pupils find great difficulty in maintaining an interest in the exercises. The cost of transportation of the pupils is considerably less than that of maintaining separate schools, and a greater degree of efficiency is thereby obtained.


HIGH SCHOOL.


At the beginning of the year this school was under the charge . of Mr. Henry A. Macgowan, a faithful, earnest teacher, who did

much to raise the standard of the school. Both he and the pres- ent incumbent have been ably seconded in their work by the assistant, Mrs. J. A. Neely, who, from her long experience in the schools of the town and her excellent work, has rendered her services wellnigh invaluable.


The graduation exercises were held in the Baptist Church, and were more than usually interesting. The essays were well writ- ten, and showed careful study on the part of the pupils, and were listened to with marked attention by the large audience present. The introduction of a scene from "The Merchant of Venice" made a very pleasing change from the usual order of exercises.


The graduates were May E. Towne, Florence McDonald, Nellie W. Torrey, Annie E. Sullivan, Edmund S. Manson, Jr., Harry M. Litchfield, Harry T. Stenbeck.


At the close of the school year, Mr. Macgowan resigned, to ac- cept a more remunerative positiou at Marblehead, and Mr. J. N. Mallory, a teacher of long experience, was selected to fill the vacancy. He has shown that he perfectly understands this branch of school work, and the Committee feel that they made no mistake in placing him in this position.


The present High School building has been pronounced by the State Inspector of Public Buildings to be wholly unfit for its pres- ent use, and recommends that the town erect a new building, as the cost of ventilation and other repairs which would be necessary upon the present structure would nearly equal the cost of a modern school building.


GRAMMAR SCHOOLS.


The East Grammar School still remains under the charge of Mrs. Clara L. Bedell, who, by her methods of teaching, has raised the school to a high grade, both in scholarship and deport- ment. Owing to the large number of pupils in this school at the beginning of the winter term, it was necessary to employ an as- sistant for a part of each day, and Miss Grace A. Mallory was engaged.


Miss Ella A. Coye was obliged to retire from the West Gram- mar School during the spring term, and her place was filled ten- porarily by the assistant, Miss Castella E. Vinal, with Miss Nellie

Cottle as assistant. At the beginning of the fall term, Miss Coye was still unable to resume her situation, and Miss Vinal was placed in charge of the school, and has proved herself a compe- tent teacher. Miss Amy Gardner, an experienced and successful teacher in the primary schools, was promoted to the position of assistant.


PRIMARY SCHOOLS.


But few changes have been made in the primary schools during the past year, and the teachers are nearly the same as last year.


The principal change has been the closing of the Grove Street School, and the reopening of the High Street School, which was placed under the charge of Miss Effie Litchfield, a graduate of the High School. .


At the close of the spring term, Miss Hooper resigned her situa- tion in the Willow Street School, and Miss Carrie W. Litchfield, the former teacher, was reinstated.


The schools all show a decided improvement in their work, and great progress has been made in nearly all of the studies.


There are many other points upon which we will not touch, as they are treated fully in the Superintendent's report, to which we wish to call your careful attention.


In conclusion, we wish to thank parents, teachers, and pupils for the respect and courtesy shown us in all our connections with them.

SUPERINTENDENT'S REPORT.


To the Committees of Scituate, Marshfield, and Duxbury :


The fourth annual report of the Superintendent of Schools is herewith submitted for your consideration.


The school year just past has, in most respects, been one in which a record of good progress has been made. It has been the aim of the teachers and Superintendent to produce more thorough work in each grade. With this end in view, stated examinations at the close of each term have been discontinued. This has made it possible to give examinations at any time during the term, thereby relieving pupils of great nervous and mental strain at one time.


This plan has also resulted in placing the examinations on a higher plane of usefulness, by showing both teachers and pupils wherein the instruction has been deficient before the end of the term, and while there is time to review the classes and make up such deficiencies. It has, also, served to direct the instruction along right lines, has given more force to proper methods, and does not confine pupils to the study of one text-book, but leads them into a broader and higher plane of personal investigation. It also produces more independence of thought and a greater degree of individual responsibility.
