SELECTMEN'S REPORT


REPORT OF THE BOARD OF SELECTMEN FOR 1941


To the Citizens of the Town:


The Selectmens' report for 1940 presented a summary of the major accom- plishments for the decade ending with that year. Our report for 1941 may record the constructing and placing in operation of the new combination Fire and Police and First Aid Station at Humarock. This new unit is an attractive bungalow type station and serves a most useful purpose in this rapidly growing community.


Another section of Country Way has been reconstructed over a layout made by the County Commissioners and completes the improved way from the Ehn St. intersection Southerly to Union Street. This work was carried on under so called Chapter 90 proceeding under which the Commonwealth of Massachu- setts furnishes 50% of the construction costs, the County of Plymouth 25% and the Town of Scituate 25%. This new piece of highway presents a striking con- trast to the rough and dangerous conditions that have prevailed in the past. A contract for the reconstruction of 2,275 feet of First Parish Road Easterly from its junction with Chief Justice Cushing Road over a modified layout has been let and is now under operation. This too is a co-operative project with the Town bearing 25% of the cost. Although it is now apparent that there is to be a drastic curtailment in Chapter 90 allotments for 1942 it is hoped that we may be able to secure a small allotment of State, County and Town funds sufficient to complete the rebuilding of First Parish Road through to Country Way.


Reference to the report of the W. P. A. Coordinator on another page will give in detail all of the operations carried on under this Federal Organization. Owing to the requisitioning by the Government of most of those certified for W. P. A. for employment at Ft. Revere and elsewhere, it is apparent that it will not be necessary to make a large appropriation for the continuance of the W. P. A. program for 1942. In as much as war activities are absorbing most of our employable workers and war taxes and prices will require the heaviest toll upon all our incomes ever experienced it would seem that new or unnecessary enterprises might well be postponed and your Selectmen would recommend that for the ensuing year appropriations for the most part be confined to providing for the normal functioning of our regular Town Departments.

REPORT OF THE TOWN CLERK ANNUAL TOWN MEETING ELECTION OF OFFICERS


March 3, 1941


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the High School Auditorium in said Scituate on Monday the third day of March, 1941 at seven o'clock P. M .; order was called by Moderator Dennis H. Shea.


The warrant was read by Town Clerk William M. Wade.


Tellers appointed by the Moderator and sworn to duties by the Town Clerk were C. Harry Driscoll, Ralph C. Ackerman, Thomas W. Macy, J. George Vollmer, Raymond S. Slack, George F. Dwyer.


ARTICLE 1


To choose all the necessary Town Officers other than those elected by ballot, viz: Surveyor of Lumber, Measurer of Wood and Bark, two or more Field Drivers, one Pound Keeper.


VOTED: Measurer of Wood and Bark and Surveyor of Lumber, Russell L. Fish.

ARTICLE 2


To hear the report of the Selectmen or other Town Officers and standing Committees, and act thereon.

ARTICLE 3


Will the Town vote to establish salaries and compensation of all elected Town Officers, or act thereon.


The following salaries are recommended:


Selectmen: Chairman $1800.00 and legitimate expenses. Other members each $540.00 and legitimate expenses.


Board of Public Welfare: Chairman, $400.00 and legitimate expenses. Other members $100.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them.


Assessors: Chairman, $1800.00 and legitimate expenses. Other members each $450.00 and legitimate expenses.

- Highway Surveyor: $2200.00. He to furnish his own conveyance while in the performance of his duties and to receive $100.00 to cover expenses of same.


Town Collector: $2000.00 and legitimate expenses. All fees to accrue to the Town.


Town Treasurer: $1800.00 and legitimate expenses.


Tree Warden: $300.00.


Town Clerk: $1200.00 and legitimate expenses.


Board of Health: $1200.00 divided as follows: Secrtary, $500.00 and legiti- mate expenses. Other members $350.00 and legitimate expenses. This cum shall include their charges for all services performed by them or either of them, other than the inspecting of plumbing, meat and cattle.


Park Commissioners: Recommended that each member be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.


Water Commissioners: $180.00 each and legitimate expenses. Same to be taken from the Water Department budget.


Moderator: $100.00 per annum.

Will the Town appropriate Nine Thousand Six Hundred Sixty-eight Dollars and twenty-eight cents ($9668.28) from the Water Department available surplus and Four Hundred Eighty-three Dollars and sixty-four cents ($483.64) from the Excess Deficiency Account to meet the overdraft in the Water Department Account. -Water Commissioners.

Will the Town raise and appropriate or transfer the sum of $9000.00 to provide for the construction, grading and equipment, other than fire apparatus, of a building on land owned by the Town of Scituate at Humarock to provide quarters for firemen and police, and a public comfort station; and appoint a committee to have full charge of expenditure of said money, or act thereon. -Fire Engineers.


VOTED: That the Town raise and appropriate the sum of $9,000.00 to provide for the construction, grading and equipment, other than fire apparatus, of a building on land owned by the Town of Scituate at Humarock to provide quarters for firemen, police and a public comfort station. Said sum to be expended under the direction of a committee consisting of the three Fire Engineers and two citizens appointed by the Moderator, who shall have full charge of the expenditure of the money, and when the building is completed, it shall be placed under the jurisdiction of the Selectmen: (Frank L. Westerhoff and Michael E. Stewart appointed by Moderator to serve on this committee.)


ARTICLE 19


Will the Town raise and appropriate the sum of fifteen thousand dollars for dredging the channel in the South River, Marshfield and Scituate, from Humarock Bridge to the North River, to be expended by the Department of Public Works in conjunction with an appropriation of Fifteen thousand dollars by the Town of Marshfield and Thirty thousand dollars by the State in accordance with plans on file with the Department of Public Works for said project, and determine the manner of raising any sum voted hereunder, or take any action thereon. -Selectmen.


VOTED: To indefinitely postpone.


ARTICLE 20


Will the Town raise and appropriate the sum of $75.00 for channel markings and regulations of the usage of North River from Humarock Beach to the sea, same to be in conjunction with like control by the Town of Marshfield, or act thereon. -Selectmen.


VOTED: Yes $75.00.

TOWN CLERK'S REPORT


ARTICLE 21


Will the Town raise and appropriate the sum of $60.00 for payment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Commerce, or act thereon. -- Selectmen.


VOTED: Yes $60.00.


ARTICLE 22


Will the Town authorize the Selectmen to contract for the part time services of two registered Public Health Nurses to be employed under the direction of the Board of Health. Board of Public Welfare and School Committee, and raise and appropriate the sum of $3200.00 for payment of said employment, and the sum of $750.00 for payment of transportation necessary in connection with said service, or act thereon. -- Selectmen.


VOTED: That the Town authorize the Selectmen to contract for the part- time services of two registered Public Health Nurses, to be under the employ of and selected by the Board of Health. Board of Public Welfare and School Committee, and that the Town raise and appropriate the sum of $3,200.00 for payment of nurses' services and $750.00 for transportation costs in connection therewith and that it is the sense of this meeting that the above agencies seek the collaboration of the Scituate Public Health Nursing Service in the administra- tion of this program.


ARTICLE 23


To see if the Town will appropriate a sum of money equal to, but not exceeding the amount of the water revenue, to meet the payments for bonds. interest. operation and maintenance of the Water Department for the ensuing year. or take action relative thereto. -James W. Turner.


VOTED: To indefinitely postpone.


ARTICLE 24


To see if the Town will raise and appropriate the sum of $350.00 for the purpose of providing quarters for the Satuit Post 3169 Veterans of Foreign Wars in accordance with the provisions of General Laws, Chapter 40. (Ter. Ed.) Section 9, or act thereon. -Elmer F. Ramsdell. Adjutant.


VOTED: Yes $350.00.


ARTICLE 25


To see if the Town will raise and appropriate the sum of $650.00 for the care of soldiers' neglected graves in accordance with the provisions of the General Laws. Chapter 115, (Ter. Ed.) Section 22. -- Selectmen. VOTED: Yes $650.00.
