REPORT OF THE BOARD OF SELECTMEN FOR 1942


To the Citizens of the Town:


During the past year your Selectmen advocated, practiced and urged strict economy in all Departments.


Reports of the several Town Departments herein recorded indicate results. No further eulogy of our stewardship is necessary.


SPEND TO WIN THE WAR. SAVE TO SAVE SCITUATE.

TOWN CLERK'S REPORT


REPORT OF THE TOWN CLERK SPECIAL TOWN MEETING January 5, 1942


At a legal meeting of the inhabitants of the Town of Scituate qualified to vote in Elections and Town Affairs held at the Scituate High School Auditorium in said Scituate on Monday, the fifth day of January, 1942, at 8 o'clock P.M .; the assembly was called to order by Moderator Dennis H. Shea.


The Warrant was read by Town Clerk William M. Wade.


Tellers appointed by the Moderator and sworn by the Town Clerk were: Ralph C. Ackerman, C. Harry Driscoll, George F. Dwyer and J. George Vollmer. Monitors sworn: Roy E. Litchfield and Robert Tilden.


It was unanimously voted to accept the following resolution :


Whereas: Upon this date we record the passing of one of Scituate's native sons, Charles M. Litchfield, who has served the Town in many capacities; and


Whereas: He will be long remembered for the faithful and consci- entious services which he so willingly rendered as member and Chief of both the Fire and Police Departments of our Town;


Be it resolved: That we in Town Meeting assembled recognize his faithful and valuable service and extend to his bereaved family our sincere sympathy in our mutual loss; and


Be it further resolved: That this resolution become a part of the record of this meeting and a copy be sent to his wife and family.


ARTICLE 1


Will the Town vote to establish as the Town's Committee on Pub- lic Safety the Committee created by the Governor as the Scituate Com- mittee on Public Safety, or act thereon.


VOTED: To indefinitely postpone.


ARTICLE 2


To see if the Town will raise and appropriate a sum of money for the Selectmen for defense purposes as set forth under Chapter 487 of the Acts of 1941, and otherwise authorized by law, to be expended

with the approval of the Scituate Committee on Public Safety, or take any other action thereon.


On the motion of John F. McJennett it was voted to divide the question in three parts :


First-Scituate Committee on Public Safety.


Second-Fire Department.


Third-Police Department.


Section One-It was voted to raise and appropriate the sum of $5,000.00 for the use of the Public Safety Committee, appointed by the Governor, for the carrying on of the work of civilian defense in the Town of Scituate. Yes, 144; No, 92.


Section Two-It was voted that a committee of three be appointed by the Moderator to act with the present Board of Fire Engineers, to make a further study of the needs of the Fire Department, and report at a meeting to be held here next Monday night at 8 P.M. Yes, 134; No, 78.


Committee appointed by Moderator Dennis H. Shea to meet with Fire Engineers : Mark W. Murrill, Daniel A. Killefer, George A. Grauer.


Section Three-It was voted that the Town raise and appropriate the sum of $4,000.00 under Section 3 of Article 2 as per budget sub- mitted by the Police Department to be spent in accordance with the provisions of said Article 2. Yes (voice vote) .


It was voted to adjourn the meeting until 8 P.M. Monday, Janu- ary 12, 1942.

TOWN CLERK'S REPORT


VOTED: That reports of Selectmen, other Town Officers and Standing Committees be accepted as printed in Town Report. -Unanimous vote.


ARTICLE 3


Will the Town vote to establish salaries and compensation of all elected Town Officials, or act thereon.


To establish salaries and compensation of all elected Town Officials, as follows:


Selectmen: Chairman $1,800.00 and legitimate expenses. Other members $540.00 each and legitimate expenses.


Board of Public Welfare: Chairman $400.00 and legitimate ex- penses. Other members $150.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them.


Assessors: Chairman $1,800.00 and legitimate expenses. Other members $450.00 each and legitimate expenses.


Highway Surveyor: $2,200.00, he to furnish his own conveyance while in the performance of his duties and receive $400.00 to cover expense of same.


Town Collector: $2,000.00 and legitimate expenses. All demand fees to accrue to the Town.


Town Treasurer: $1,800.00 and legitimate expenses.


Tree Warden: $300.00.


Town Clerk: $1,200.00 and legitimate expenses.


Board of Health: $1,200.00 divided as follows: Secretary $500.00 and legitimate expenses. Other two members $350.00 each and legitimate expenses. This sum shall include their charges for all services performed by them or either of them, other than the inspection of plumbing, meat and cattle.


Park Commissioners: Each member to be paid the same amount per hour for work actually performed as is paid laborers in the Highway Department.


Water Commissioners: $180.00 each and legitimate expenses to be taken from the Water Department Budget.


Moderator : The Moderator to receive $50.00 for the Annual Town Meeting and $20.00 for each special meeting thereafter, not to exceed $50.00; total amount not to exceed $100.00.

ARTICLE 7


To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1943, and to issue a note or notes therefor, payable within one year and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. -Selectmen.

VOTED: That all the income of the Water Department be turned over to the Town Treasurer to be used as general taxation, and the Assessors be instructed to use the estimated receipts as a basis in fixing the tax rate for the current year.


ARTICLE 10


Will the Town vote to raise and appropriate the sum of $7,000.00 to the Reserve Fund or transfer the whole or any part thereof from any available funds, or act thereon. -Selectmen.


VOTED: That the Town appropriate the sum of $7,000.00 for the Reserve Fund and that said sum be transferred from the Overlay Surplus. -Unanimous vote.


ARTICLE 11


Will the Town vote to raise and appropriate the sum of $500.00 to meet foreclosure costs on tax titles, or act thereon .- Selectmen.

ARTICLE 12


To see if the Town will raise and appropriate $5,000.00 .to be administered by the Selectmen as a general unemployment relief fund for the Town's share of materials, trucking and other necessary expenses in connection with Federal Unemployment Projects, or act thereon.

ARTICLE 14


Will the Town raise and appropriate the sum of $60.00 for pay- ment of dues for a yearly membership in the Maritime Division of the Boston Chamber of Commerce, or act thereon. -Selectmen.

To see if the Town will raise and appropriate the sum of $350.00 for the purpose of providing quarters for the Satuit Post 3169, Vet- erans of Foreign Wars, in accordance with the provisions of General Laws, Chapter 40 (Ter. Ed.), Section 9, or act thereon.
