Report of Planning Board


To the Citizens of the Town of Mattapoisett:


At the first meeting of the Board held May 8, 1956, officers were elected as follows:


Richard Chase - Chairman


Alan Perkins - Clerk


A plan of land belonging to Alfred Fleurent was submitted and approved.


On June 12, Mr. Besse of Wareham submitted a Plan of Brandt Island which was not approved be- cause it did not meet the required specifications.


July 10, Ralph Dunn submitted a subdivision of land for Ernest Dexter. The Plan was to be resub- mitted for further study. .


August 8, it was voted by the Board to join the South Eastern Mass. Regional Planning District, fol- lowing a report from Mr. Chase, Mr. Perkins, and Mr. Couet who recently attended the monthly meet- ing held at Taunton. The Board felt that this move would benefit the Town in future development and planning.


The Planning Board after working in conjunction with the Improvement Association and other interested parties on a Zoning By-Law felt that no action should be taken at this time, due to the varied opinions as indicated by petitions from various sections of town.

The Board felt that more time was needed to study this matter. Therefore, the Board recommends the adoption of certain articles that will appear in the warrant.

Unfortunately Mattapoisett's very good non-fatal accident record of nearly ten Calendar years, was ended on April 5, 1956 by an accident that happened on Rt. 6, Marion Rd., Mattapoisett.


Citizens of Mattapoisett may still be proud of their record and we of the police department, will not cease our efforts to again receive recognition in the safety field.

Of interest to some might be the large ships anchor which was brought in this fall by Norman Dexter and George Church. It was caught in their drag and hauled up south of Barstow's Wharf. I believe it to have been an old Whale Ship Anchor. The shank is over 9 feet long, there is no stock on it and one fluke has rusted off, but it still weighs 710 lbs. It is now placed at Short Wharf in front of the Sea Chest.


Our launching ramp has proven to be very popu- lar in its first year. The new parking lines helped a great deal in keeping the parking problem down. I would like to express my appreciation to the High- way Department and the Police Department for their cooperation in keeping the property in good con- dition and orderly.

As per vote of the Town I was appointed Harbor Master on March 14, 1956 and sworn in on March 22, 1956.


Guest moorings were maintained as usual, but we had rather a quiet summer for visiting yachtsmen.

Report of Herring Inspector


To the Honorable Board of Selectmen :


Following is the report of your Herring Inspector for 1956.


Continued cold and wet weather the entire month of April held back the run of herrings three weeks later than usual. Small schools would come up to the weir on what few good days there were only to drop back to the salt water with the drop in temperature.


As it was useless to fish under these conditions only on three days was it attempted and as it was late in the season demand was very poor.


The run was slightly larger than the fairest run of 1953 and it looks as though it will take quite a few more years to get it back where it should be. Perhaps however the next cycle will show greater improvement than the second one did.


In closing I wish to thank the Police Department for their cooperation in keeping the vandalism at a minimum during the herring season.

Shellfish Constable


Report on Propagation of Shellfish


To the Honorable Board of Selectmen :


I hereby submit my annual report of the shell- fish conditions of our Town.


General Shellfish Conditions


At this time our quahaug supply is very good and will be even greater when the Pine Island Pond is opened this coming spring. Seed scallops are very plentiful in the Pine Island Pond area; and after the sea gulls and other predatory enemies get their share, the remainder will be available next Fall ; the seed then being adults.


Our Oyster supply is very good ; small in some loca- tions and large in others. No doubt some have found it more difficult to get their quota in the area they have been accustomed to working in due to reasons I will explain later.


There is a good seed set of clams in our waters where the conditions are suitable for clam growth; also some large or adults. Many large clams were taken out by violators of Town regulations. This I positively know by making surveys from time to time. The head of the harbor was opened 10 days for taking clams this Fall. Many were successful in obtaining their allowance.


Shellfish Transplanted In 1956


541 Bu. of quahaugs were obtained by the Divis- ion of Marine Fisheries from the Town of Swansea and delivered to our Town. These were transplanted in our closed areas. 394 bu. were small and 147

bu. were large. In the amount previously mentioned 32 bu. of small and 20 bu. of large quahaugs were paid for by the Town of Rochester. These were planted at Pine Island Pond. I do not deem it wise to put in print where the bulk of these quahaugs were planted, however, I assure you the work was done with care and the inhabitants will benefit from it.


Areas Closed


At the present time the Selectmen have one area closed for taking shellfish. This area is Pine Island Pond. It will be opened May 1, 1957.


The North Shores or flats of Mattapoisett River are closed each year from June 1st to October 1st. by order of the Selectmen.


No shellfishing will be allowed in the contaminat- ed area; said area being from Eel Pond Creek, east to the foot of Ship Street, unless a special permit is obtained from the State to take shellfish for fish bait.


According to the State Law the selectmen may close an area for a period of 3 years and open there- after. My opinion is that 3 years is the proper length of time to get results from being closed. We not only get the shellfish that is transplanted in the area, but get a 3 year growth on all seed shellfish from the size of a pinhead to 2 inches; the latter being the legal size to take.
