REPORT OF TOWN CLERK


Adjourned Session - March 28, 1949


Meeting called to order at 7.32 P. M., by Moderator Harry Marshall, Article 4 being in order, and the count on William J. Lee's amendment being before the meeting.


The meeting being held jointly in two halls-the town hall and the High School auditorium-a loud-speaker system was in operation between the two halls.


Moderator Marshall had delegated Ned C. Loud as deputy moderator to preside at the high school. Mr. Loud named the following tellers to count the votes at the high school:


Centre section: Paul Heywood and Carl M. Roberts; South section, George H. Moody and R. E. Rumrill; North section, Harold W. Merritt and Charles E. Davis.


Moderator Marshall announced the following tellers for the town hall: South section, Roy Carleton and Earl L. Bears; Centre section, William H. Jaynes and Charles C. Cox; North section, John Round, Jr., and Walter Rutter; North balcony, Frederick G. Gorman, and Philip J. Flanders; South balcony, Theodore Farwell and Peter Y. Myhre.


Mr. Frankel, for the Finance Committee, re-stated his motion under Article 4, and Mr. Lee re-stated his amendment.


A further amendment was offered by Mr. Tazewell B. Amiss, as follows:


That the motion of the Finance Committee under Article 4, be amended to include. in addition, the following items: one Friden Calculator $800., a Visual Aids-Slide Film Projector $135., Fence Montrose School $600., one floor-scrubbing machine, High School $300., one 1-ton Truck $1,500.


The following amendment was then offered by Sabatino Benedetto:


That the motion of the Finance Committee under Article 4, Water and Sewerage Department, be amended that the Town appropriate $7,450.00 to carry out the purposes of Article 4 under the heading Water and Sewer- age Department, and to exclude one 11/2 ton Dump Truck, and one auto- mobile (coupe). The amendment was seconded by Mr. Putman.


The vote on Mr. Benedetto's amendment, by a show of hands, was in the affirmative, and the moderator so declared it to be voted in the af- firmative.


The vote on Mr. Lee's amendment was in the negative, and the mod- erator so declared it to be not carried.

Voted: That the Town do not accept Chapter 657 of the Acts of the year 1948.


ARTICLE 5


To see what action the Town will take as to a general or flat rate in- crease in salaries of the Town officers and employees for the year 1949 and raise and appropriate money therefor, or what they will do about it. -Finance Committee.


On motion by Finance Committee :


Voted: That the salaries and wages of all employees, excluding em- ployees of the Welfare Department, under Civil Service, and excluding employees of the Municipal Light Department, be increased 7% over base salaries in effect January 1, 1948, which said increase shall be temporary in nature for the year 1949, and effective as of January 1, 1949.


Further, that the moderator be and hereby is instructed to appoint a committee of seven to investigate the entire question of salaries and wages for all employees of the Town, including the schools, said committee to recommend a just and equitable schedule of salaries and wages, and such action as necessary to establish such schedule, such committee to report its recommendations to the Town at the next Annual Town Meeting of 1950-Pursuant to Chapter 41, Section 108A G. L.

ARTICLE 55


To hear and act upon a report of the special committee appointed under Article 16 of the Warrant for the Town Meeting of May 17, 1948, to investigate the feasibility of having the town or the Metropolitan District Commission purchase certain real estate at the north end of Lake Quan- napowitt .- Forrest E. Carter, Chairman of Special Committee.


The report of the committee was then read by Mr. Carter. The re- port stated that the committee unanimously concluded that any real es- tate owned and controlled by private individuals in any section of Lake Quannapowitt will lead to further destruction of one of the town's beauty spots, but did not favor its purchase by the town. The committee felt that the State should purchase the land from Dr. Cornelius Thibeault, and that the committee had agreed to sponsor a bill filed in the Legisla- ture by Senator George J. Evans providing that the Metropolitan District Commission purchase the land at a price not exceeding $15,000. and that the Town approve the bill filed by Senator Evans.


Motion by Gardner E. Campbell:


That the report be accepted as a report of progress, and that the com- mittee be instructed to confer with the owner of the property for the pur- pose of ascertaining the prospect of purchase of said property by the Town of Wakefield, and report at an adjournment of this town meeting on May 2nd.

On motion by Finance Committee:


Voted: That the Town raise and appropriate $1,000. to carry out the purposes of Article 9.


ARTICLE 10


To see if the Town will vote to raise and appropriate a sum of money, and transfer the sum of $5,000. from the balance of the appropriation for the year 1948 under Chapter 90 for the improvement of Main Street; said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, or take any other action in relation thereto .- Board of Selectmen.


Motion by Finance Committee:


That the Town raise and appropriate $5,000, and appropriate $5,000 by transfer of the unexpended balance of the appropriation for Chapter 90 Main Street Construction for the year 1948, to carry out the purposes of Article 10.


An amendment by Sabatino Benedetto that the contractor doing the work on Main Street be instructed to dig up the car rails was not carried.


The original motion was then voted in the affirmative.


On motion by Raymond S. Dower:


Voted: That articles 11 to 18, inclusive, be taken up jointly.

Art. 11. To hear and act upon a report of Board of Selectmen, laying out a town way under the Betterment Act in substantially the same loca- tion of the private way known as Babson Street running southerly from Kendrick Road approximately 325 feet .- Board of Selectmen.
