The moderator announced that the plans and reports of the Selectmen on each of the streets mentioned in the articles and the motion were in his hands and ready for inspection by any voter who so desired.

Voted: That Article 19 be laid on the table.


ARTICLE 21


To see if the Town will vote to raise and appropriate the sum of $10,- 000 to construct curbing for sidewalks on various streets in the town .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the subject matter of Article 21 be indefinitely postponed.


ARTICLE 22


To see if the Town will vote to raise and appropriate a sufficient sum of money to rebuild and resurface sidewalks on various public highways in the town .- Board of Selectmen.


Motion by Finance Committee:


That the Town raise and appropriate the sum of $5,000. to carry out the purposes of Article 22.

To see if the Town will authorize the Board of Selectmen to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to con- struct retaining walls .- Board of Selectmen.


On motion by Finance Committee:


Voted: That the Selectmen be authorized to accept on behalf of the Town, conveyances or easements from time to time, giving the Town the right to slope land back from the street lines and to construct retaining walls, such authorization to extend until the next annual town meeting.


ARTICLE 26


To see if the Town will raise and appropriate a sufficient sum of money to purchase for the use of the Highway Department any or all of the fol- lowing equipment:

To see if the Town will raise and appropriate a sufficient sum of money to construct asphalt sidewalks and curbing on both sides of Preston Street. -George A. Benedetto and Others.

Meeting called to order at 7.35 P. M. at the Town Hall by Moderator Harry Marshall. Ned C. Loud, presiding at the High School, reported the loud-speaking system in order.


On motion by Moses Frankel:


Voted: That Article 19 be taken from the table.


ARTICLE 19


To see if the Town will vote to raise and appropriate a sufficient sum of money for the original construction of public ways or the extension or widening therefor, including land damages and cost of pavement and sidewalks laid at the time of said construction or for the construction of stone, block, brick or other pavement of similar lasting character under specifications approved by the Department of Public Works or authorize the Treasurer to borrow with the approval of the Selectmen and issue notes or bonds of the town therefor .- Board of Selectmen.


The Finance Committee recommended that the Town raise and ap- propriate $6,100., and further appropriate $60,000 by Bond Issue, ten-year term, for the construction of public ways to include any or all of the fol- lowing streets: Babson Street, Juniper Avenue, D Street Extension, Houston Street Extension, Lotus Avenue, Elm Crest Road, Pierce Avenue, Pilgrim Road, Chapman Road, Clifton Avenue; said work to be done under the Betterment Act.


On motion by John I. Preston :


Voted: That for the original construction of the following public ways, including damages and cost of pavement and sidewalks laid at the time of said construction, namely:


Babson Street, approximately 325 feet Pierce Avenue, approximately 229 feet


Houston Street extension, approximately 360 feet Elm Crest Road, approximately 1,414 feet D Street extension, approximately 529 feet Chapman Road, approximately 1,317 feet Juniper Avenue, approximately 1,161 feet Pilgrim Road, approximately 292 feet Lotus Avenue, approximately 330 feet Clifton Avenue, approximately 350 feet

Art. 24. To see if the Town will raise and appropriate a sufficient sum of money for sewers for sanitary and drainage purposes on any or all of the following streets:


Elm Square Vernon Street


Foundry Street Meriam Street


Water Street


Preston Street


or authorize the Treasurer, with the approval of the Selectmen to borrow and issue bonds or notes of the town therefor .- Board of Selectmen.


Art. 75. To see if the Town will vote to instruct the Board of Select- men to install a system of main drain common sewer from the rear of the Warren School Building to Gould Street where the brook now flows, and authorize the Board of Selectmen to purchase such easements as may be necessary over any property along said brook, or over property on which said brook flows, or take the same by right of eminent domain, and raise and appropriate a sufficient sum of money therefor, or authorize the Treas- urer with the approval of the Selectmen to issue notes or bonds of the Town therefor. - Richard H. Hammond and Others.


Recommendation by Finance Committee:


That the Town raise and appropriate $1,300. and further appropriate $18,000 by Bond Issue, 20-year term, for sewers for sanitary and drainage ' purposes in any or all of the following locations:


Elm Square, Vernon Street, Water Street, Foundry Street, Meriam Street, Preston Street, rear of Warren School Building to Gould Street, and authorize the Board of Selectmen to purchase such easements as may be necessary in connection therewith.


On motion by John I. Preston:


Voted: That for the construction of sewers for sanitary and drainage purposes in Elm Square, Meriam Street, Foundry Street, Water Street, Vernon Street, Preston Street, and in and over private property from

the rear of the Warren School to Gould Street in approximately the loca- tion where the brook now flows, and to pay the cost thereof the sum of $300. be raised by taxation, and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $18,000. and issue bonds or notes of the Town therefor, payable in annual installments within thirty years or at such earlier times as the Treasurer and Select- men may determine.


The vote on Mr. Preston's motion in the affirmative was unanimous and the moderator so declared it.


ARTICLE 28


To see if the Town will vote to raise and appropriate a sufficient sum of money to purchase and install a Memorial Plaque to the memory of veterans of World War II, said plaque to be erected on the corridor wall of the Town Hall .- Board of Selectmen.


Motion by Finance Committee:


That the subject matter of Article 28 be indefinitely postponed.


On motion by Patrick H. Tenney :


Voted: That Colonel Edward J. Connelly's time for speaking be ex- tended.


The motion to indefinitely postpone was then voted in the negative.


On motion by Raymond S. Dower:


Voted: That the Town raise and appropriate the sum of $900 for the purpose of erecting a plaque on the wall in the corridor of the Town Hall, as a memorial to the boys who gave their lives in the service of their country in the Second World War.


On motion by Finance Committee:


Voted: That Articles 29 and 30 be taken up jointly.


ARTICLES 29 AND 30


Art. 29. To see if the Town will authorize the Water and Sewerage Board to lay water mains of not less than 6 inches but less than 16 inches in diameter in any or all of the following streets and private ways: Butler Avenue from Bellevue Avenue southerly approximately 450 feet; Prospect Street from the existing main westerly approximately 400 feet; Parker Road from the existing main northwesterly approximately 800 feet; Jordan Avenue from Albion Street to Walter Avenue approximately 280 feet; Wal- ton Street from Salem Street southerly approximately 1,000 feet; Elm Crest Road northerly and southerly approximately 800 feet; Pilgrim Road westerly approximately 300 feet; and for any other work of like construc- tion where pipes of same dimensions as mentioned above are used; and raise and appropriate a sufficient sum of money therefor, and/or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor .- Water and Sewerage Board.


Art. 30. To see if the Town will authorize the Water and Sewerage Board to relay water mains, such mains to be not less than 6 inches but

less than 16 inches in diameter, in any or all of the following streets: West Chestnut Street approximately 2,100 feet; Emerson Street approximately 1,200 feet; Lafayette Street approximately 1,100 feet; Church Street ap- proximately 500 feet; Dell Avenue approximately 450 feet; Stedman Street approximately 550 feet; Lake Street approximately 600 feet; and for any other work of like construction where pipes of same dimensions as men- tioned above are used; and raise and appropriate a sufficient sum of money therefor, and/or authorize the Treasurer, with the approval of the Se- lectmen, to borrow and issue notes or bonds of the Town therefor .- Water and Sewerage Board.


Recommendation of Finance Committee:


That the sum of $75,000. be appropriated for laying or re-laying water mains in any or all of the streets or private ways described in Articles 29 and 30, by bond issue, fifteen-year term.


On motion by John I. Preston :


Voted: That the Town authorize the Water and Sewerage Board to lay water mains of not less than six inches but less than sixteen inches in diameter in any or all of the streets and private ways named in Article 29, and for other work of like construction where pipes of the same dimen- sions are used, and relay water mains of not less than six inches but less than sixteen inches in diameter in all of the streets named in Article 30, and for work of like construction where pipes of same dimension are used, and to pay the cost thereof the Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow the sum of $75,000., and issue bonds or notes of the Town therefor, payable in annual installments with- in fifteen years, or at such earlier times as the Treasurer and Selectmen may determine.


The vote in the affirmative on Mr. Preston's motion was unanimous and the moderator so declared it.

Voted: That Articles 32, 33, 34, and 35 be taken up with Article 31.

Art. 31. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Pine Street from an existing sewer in Pit- man Avenue northerly to Greenwood Avenue approximately 1,950 feet; and also in Francis Avenue from an existing sewer in Madison Avenue easterly to Pine Street approximately 250 feet; to pay therefor raise and appro- priate a sufficient sum of money, and/or authorize the transfer of any or all of the unexpended balances of loans obtained or appropriations made under Articles 10, 11, 12, 13 and 14 of the Warrant for the Annual Town Meeting of 1946 and Article 31 of the Warrant for the Annual Town Meet- ing of 1948, and/or authorize the Treasurer, with the approval of the Se- lectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.

Art. 33. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Greenwood Street from an existing sewer in Main Street westerly approximately 175 feet; to pay therefor raise and ap- propriate a sufficient sum of money, and/or authorize the transfer of any or all of the unexpended balances of loans obtained, or appropriations made, under Articles 10, 11, 12, 13 and 14 of the Meeting of 1946 and Article 31 of the Warrant for the Annual Town Warrant for the Annual Town Meeting of 1948, and/or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor .- Board of Health.


Art. 34. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Atwood Avenue, so called, for a distance of approximately 500 feet and connect the same across private land to a main sewer in Main Street; to pay therefor raise and appropriate a sufficient sum of money, and/or authorize the transfer of any or all of the unex- pended balances of loans obtained, or appropriations made, under Articles 10, 11, 12, 13 and 14 of the Warrant for the Annual Town Meeting of 1946 and Article 31 of the Warrant for the Annual Town Meeting of 1948, and/ or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds of the Town therefor; and authorize the Water and Sewerage Board to purchase, or take by right of eminent domain, easements in and over any private land necessary in the construction of said sewer .- Board of Health.


Art. 35. To see if the Town will authorize the Water and Sewerage Board to construct a sewer in Highland Street from an existing sewer in Vernon Street westerly approximately 520 feet; to pay therefor raise and appropriate a sufficient sum of money, and/or authorize the transfer of any or all of the unexpended balances of loans obtained, or appropriations made, under Articles 10, 11, 12, 13 and 14 of the Warrant for the Annual Town Meeting of 1946 and Article 31 of the Warrant for the Annual Town Meeting of 1948 and/or authorize the Treasurer with the approval of the Selectmen to borrow and issue notes or bonds of the Town therefor. Board of Health.


The finance committee recommended that the Water and Sewerage Board be authorized to construct sewers in the various streets described in Articles 31 to 35 inclusive, and raise and appropriate the sum of $6,100.

therefor, and appropriate the sum of $12,000 by transfer of unexpended balances of appropriations in the Annual Town Meeting of the year 1946 for Sewer Construction, and further appropriate $37,000 by bond issue, thirty-year term.


On motion by John I. Preston:


Voted: That the Town authorize the Water and Sewerage Board to construct sewers in the streets described and named in Articles 31, 32, 33, 34, and 35 of the warrant for the 1949 Annual Town Meeting and to pay the cost of said construction the sum of $6,100. be raised by taxation, and a further sum of $12,000. be transferred from the unexpended balances of the appropriations made in the Annual Town Meeting for the year 1946 for sewer constructions under the following articles:


Article 10-Greenwood Street $ 161.69


Article 11-Main Street 4,451.77


Article 12-Stark Avenue 2,029.99


Article 13-Morel Circle 1,692.08


Article 14-Eastern Avenue 3,664.47


and, further, that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $37,000. and issue bonds or notes of the Town therefor, payable in annual installments within thirty years or at such earlier times as the Treasurer and Selectmen may de- termine.


The vote in the affirmative on Mr. Preston's motion was unanimous and the moderator so declared it.


ARTICLE 36


To see if the Town will authorize the Water and Sewerage Board to construct a sewer across private land and in or across the highways here- inafter named:


Section 1-Beginning at manhole near present Sewage Pumping Sta- tion; thence running northerly across private land and Water Street to New Salem Street approximately 2,900 feet, thence northeasterly in New Salem Street to junction of Salem Street and New Salem Street about 1,720 feet, thence northeasterly, easterly and southeasterly in Salem Street about 2,400 feet.


Section 2-Beginning at a point where Section 1, above described, en- ters New Salem Street, thence running northwesterly across New Salem Street and private land approximately 1,460 feet to Salem Street, thence northwesterly, northerly and northeasterly across Salem Street and over private land approximately 1,950 feet to Lowell Street, thence northeasterly and northerly across Lowell Street and private land 1,480 feet to Foster's Lane at a point at intersection of Foster's Lane and Paon Boulevard.


Section 3-Beginning at a point where Section 2 crosses Lowell Street, thence running easterly on Lowell Street approximately 1,000 feet, thence across private land and in private ways in a general northerly, north- easterly and southeasterly direction by various course approximately 2,000

The Finance Committee recommended that the Water and Sewerage Board be authorized to construct a sewer as described in Article 36, and appropriate the sum of $200,000. by bond issue, thirty-year term.

Voted: That the Town authorize the Water and Sewerage Board to construct sewers in and across private land and in and across certain highways as follows:


Section 1: Beginning at manhole near present Sewage Pumping Sta- tion, thence running northerly across private land and Water Street to New Salem Street approximately 2,900 feet, thence northeasterly in New Salem Street to junction of Salem Street and New Salem Street about 1,720 feet, thence northeasterly, easterly, and southeasterly in Salem Street about 2,400 feet.


Section 2: Beginning at a point where Section 1, above described, en- ters New Salem Street, thence running northwesterly across New Salem Street and private land approximately 1,460 feet to Salem Street, thence northwesterly, northerly, and northeasterly across Salem Street, and over private land approximately 1,950 feet to Lowell Street, thence northeast- erly and northerly across Lowell Street and private land 1,480 feet to Foster's Lane at a point at intersection of Foster's Lane and Paon Boule- vard.

To see if the Town of Wakefield will install water mains along Butler Avenue from Water Street to a dead end line at a point opposite the estate of Aaron Butler .- Oscar W. Butler and Others.
