FIFTY-FIRST ANNUAL REPORT OF THE TOWN ACCOUNTANT For the Year Ending December 31, 1962

To the Board of Selectmen Town of Plymouth

Gentlemen:

I submit herewith report of the financial transactions of the Town of Plymouth for the year ending December 31, 1962.

1962 marked the first year that the Town has deviated from its former policy of appropriating less than 50% of its Free Cash at the annual town meeting. Including the special town meetings, over 64% of the Free Cash was used, with the result that the Free Cash for 1963 is $102,- 449.96 less than for 1962. While an exceptionally heavy drain on Free Cash for one year will not ruin the financial standing of the Town, it will have an adverse effect on the tax rate for 1963, since the cost of operating the Town will be substantially higher, while the amount that can be taken safely from Free Cash will be substantially lower.

The Town also drew heavily on its Stabilization Fund in 1962, reducing it from $418,362.67 on January 1, 1962 to $211,882.92 at the end of the year. If the money received from the State in 1963 as an offset to these appropriations is voted back into the Stabilization Fund, the Town will have made good use of this fund. However, if, when the money comes in from the State, it is used to alleviate the tax problem of 1964, our tax structure will be thrown further out of line.

There were no authorized overdrafts in 1962. The fol- lowing unpaid bills were reported to this office: Plymouth Marine Railways, Inc .- Park Dept. $9.30

-179-

Amerigo Vespucci Club, Inc .- Elec. & Reg. 6.00 Boston Social Service Exchange-Public Assistance 27.75 People's Super Market - Public Assistance 7.10 Mariner Boat Shop - Harbor Master 150.37

Manomet Village Club - Manomet Library

50.00

The several schedules are in the following order:

Schedule A. Cash receipts and Cash Payments as re- ported to the Bureau of Accounts of the Common- wealth.

Schedule B. Departmental and all special appropriations and such receipts, including federal grants, as may be legally expended without specific town meeting ap- propriation, with all payments from same classified as to purpose.

Schedule C. Estimated Receipts, other than from local taxes, as used by the Assessors in setting the 1962 tax rate. The schedule also shows the actual cash receipts from the same sources.

Schedule D. Revenue Account for 1962.

Schedule E. Excess and Deficiency Account.

Schedule F. Balance Sheet, December 31, 1962.

Schedules G. and H. Bonded Indebtedness, January 1, 1963.

Schedule I. List of Trust Funds and Town Investments as of December 31, 1962.

Schedule J. Calculation of the Town's borrowing capac- ity as of January 1, 1963.

Respectfully submitted,

CORA B. GRADY

Town Accountant
