FIFTY-FIRST ANNUAL REPORT OF THE TOWN ACCOUNTANT For the Year Ending December 31, 1962
To the Board of Selectmen Town of Plymouth
Gentlemen:
I submit herewith report of the financial transactions of the Town of Plymouth for the year ending December 31, 1962.
1962 marked the first year that the Town has deviated from its former policy of appropriating less than 50% of its Free Cash at the annual town meeting. Including the special town meetings, over 64% of the Free Cash was used, with the result that the Free Cash for 1963 is $102,- 449.96 less than for 1962. While an exceptionally heavy drain on Free Cash for one year will not ruin the financial standing of the Town, it will have an adverse effect on the tax rate for 1963, since the cost of operating the Town will be substantially higher, while the amount that can be taken safely from Free Cash will be substantially lower.
The Town also drew heavily on its Stabilization Fund in 1962, reducing it from $418,362.67 on January 1, 1962 to $211,882.92 at the end of the year. If the money received from the State in 1963 as an offset to these appropriations is voted back into the Stabilization Fund, the Town will have made good use of this fund. However, if, when the money comes in from the State, it is used to alleviate the tax problem of 1964, our tax structure will be thrown further out of line.
