"This figure includes $69,444.30, received from the State because of our appropriation from the Stabilization Fund for the Manomet School addition, and should be deducted for the purposes of comparison of figures.


At the beginning of 1962 the Town had an adequate amount of Free Cash, our uncollected taxes were normal, we were building up a substantial Stabilization Fund and reducing our outstanding debt.

In two years we have drastically reduced our Free Cash through excessive appropriations from E. & D., our tax collections are off, we have appropriated $463,952.71 from our Stabilization Fund and have floated bond issues in the amount of $895,000.


The tax rates for the past two years have not ade- quately reflected the rate of spending by the Town. In addition to this, the Town must provide in 1964 for the first full year of operation of the regional school, liberal- ization of the statutes on real estate tax abatements for the aged, financing of a sewage disposal plant, general salary increases and loss of taxes within the Urban Renewal area. Moreover, requests for additional serv- ices, capital outlay appropriations and acceptance of new streets, requiring heavy expenditures for construction and drainage after acceptance, must also be considered by the Town at the annual town meeting in 1964.


Due to the heavy snow storms in the latter part of December, 1963, and the depletion of the Reserve Account in the hands of the Advisory and Finance Committee, the following amounts must be appropriated in 1964 to meet authorized overdrafts:

Snow and Sanding 3,741.30


The only unpaid bill reported to this office was from the Police Department, in the amount of $15, payable to Neri Plumbing Company.
