Article 8. To take such action as the Town shall see fit in aid of the Plymouth Public Library, including the Loring Branch Library.


The Committee recommends an appropriation of $60,666 including the Dog Tax of $2,306.19 of which appropriation $45,340 shall be for Salaries and $15,326 for Other Expenses.

Article 14. To see what amount the Town will vote to raise and appropriate for Christmas Lighting; said appropri- ation to be spent under the direction of the Board of Se- lectmen.


The Committee recommends an appropriation of $2,000 to be expended under the direction of the Board of Selectmen.

Article 18. To see if the Town will vote to raise and appropriate or transer from available funds in the Treasury, a sum of money for the permanent construction of the fol- lowing streets: Nook Road, Nook Road sidewalk, Water Street, Forest Avenue Extension, Westerly Road, Arlington Road, Thrush Avenue and such other street or streets as may be approved by the Selectmen and/or the State De- partment of Public Works in accordance with Chapter 782 of the Acts of 1962.

Article 28. To see if the Town will vote to raise and appropriate the sum of $3,500 for the purchase of a new 112 ton dump truck for the Park Department and dispose of the 1954 Ford dump truck now in possession of the Park Depart- ment; said appropriation to be spent under the direction of the Park Department.


The Committee recommends an appropriation of $2,988.

Article 29. To see if the Town will appropriate a sum of money to provide for the use of the town-owned floodlights at Stephens Field; said appropriation to be spent under the supervision of the Park Department.

Article 31. To see if the Town will vote to raise and appropriate or by use of available funds or borrowing under Chapter 44 of the General Laws, the necessary money and authorize the Water Commissioners to extend the existing 10" water main from its present terminus at Cape Cod Avenue on Route 3A, Manomet, connecting with 12" main southerly for a distance of approximately 7,300 feet and to acquire land and thereon construct a storage tank of one million gallons capacity together with necessary changes to the piping and pumping equipment and make an appropriation of $200,000 therefor.


The Committee recommends favorable action and costs of $200,000, to be paid for by bond issue.


Voted: Mr. Benjamin B. Brewster moved that the Town authorize the Water Commissioners to lay mains of not less than six (6) inches in diameter, in Route 3A and other streets or parts of streets in Manomet, commencing at the present terminus of the existing ten (10) inch main in Route 3A, near Cape Cod Avenue and extending southerly for a distance of seven thousand three hundred (7300) feet, more or less, and to construct a steel storage tank of one million (1,000,000) gallons capacity, more or less, and to enter into all necessary contracts for the above purposes and to appropriate therefor the sum of two hundred thousand (200,000) dollars. To meet this appropriation the Town Treasurer, with the approval of the Selectmen, be author- ized to borrow the sum of two hundred thousand (200,000) dollars, and to issue therefor bonds or notes of the Town, pursuant to Chapter 44 of the General Laws, such bonds or notes to be payable within fifteen (15) years from their dates.


Voting by a show of hands, 121 in the affirmative, 14 in the negative, the Moderator declared the motion carried.


Article 32. To see if the Town will authorize the Water Commissioners to purchase a 1-ton pickup truck and dispose of the 1957 pickup truck and make an appropriation of $2,400 therefor.


The Committee recommends an appropriation of $2,400.


Voted: That the Town raise and appropriate $2,400 for the purchase of a one ton pick-up truck and dispose of the 1957 pick-up truck now in use; said appropriation to be expended under the supervision of the Water Commissioners.

Article 33. To see if the Town will authorize the Water Commissioners to purchase meter testing equipment, includ- ing test bench, calibrated tank and necessary piping and fittings, to install same, for testing and repairing water me- ters and make an appropriation of $1,200 therefor.


The Committee recommends an appropriation of $1,200.

Article 34. To see if the Town will authorize the Water Commissioners to dredge and repair the Little South Pond Canal and make an appropriation of $3,000 therefor.

Article 35. To see if the Town will vote to raise and appropriate or by use of available funds or borrowing under Chapter 44 of the General Laws, the necessary money, and to authorize the Water Commissioners to extend the water system using piping of ten and twelve-inch diameter, west- erly on Samoset Street, southerly on Seven Hills Road and easterly on Summer Street to the present terminus and to acquire land for a storage tank together with the necessary changes to the piping and pumping equipment and make an appropriation of $296,000 therefor.


The Committee recommends favorable action and costs to be paid for by bond issue of $296,000.


Voted: Mr. Arthur Addyman moved that the Town authorize the Water Commissioners to extend the water system by laying mains of not less than six (6) inches in diameter in Samoset Street, Seven Hills Road, Summer Street and other streets or parts of streets and to construct a steel storage tank of five hundred thousand (500,000) gallons capacity, more or less, and including necessary changes to existing piping and pumping equipment and to enter into all necessary contracts for the above purposes and to appro- priate therefor the sum of two hundred ninety-six thousand (296,000) dollars. To meet this appropriation the Town

Treasurer, with the approval of the Selectmen, be author- ized to borrow the sum of two hundred ninety-six thousand (296,000) dollars and to issue therefor bonds or notes of the Town, pursuant to Chapter 44 of the General Laws, such bonds or notes to be payable within fifteen (15) years from their dates.


Voting by a show of hands, 120 in the affirmative, 18 in the negative, the Moderator declared the motion carried.


Article 36. To see if the Town will authorize the Water Commissioners to lay a 12" main on Samoset Street and Westerly Road for a distance of 700 feet, approximately, so as to discontinue the old jacketed pipe now on land sold by the Town to Gertrude Testoni and make an appropriation of $7,300 therefor. Article 39. To see what action the Town will take to appoint a committee to study the erection of a building to properly house the fire apparatus in the Cedarville area of Plymouth. The Committee to include in their study the feas- ibility of using town-owned Lot #22 of Plat 55 of the As- sessors' Plans located on Route 3A and make a recommenda- tion at the next special or annual town meeting.


The Committee recommends favorable action.


Voted: That the Town have the Moderator appoint a Committee to study the erection of a building to properly house the fire apparatus in the Cedarville area of Plymouth, the Committee to make a recommendation at the next special or annual town meeting.


Article 40. To see if the Town will vote to raise and appropriate a sum of money to purchase and equip 4 cars for the Police Department and trade in three 1962 Ford cruiser ambulances and one 1954 Pontiac Sedan.


The Committee recommends an appropriation of $7,694.

Adjourned Town Meeting, March 25, 1963


The Meeting was called to order by the Moderator at 7:35 o'clock P.M.


The number of Town Meeting Members present was 177, the Moderator declared a quorum present.


Article 42. To see if the Town will vote to raise and appropriate a sum of money for the purpose of remodelling and making extraordinary repairs to the Plymouth Junior- Senior High school, and to determine whether the money shall be provided for by taxation, by borrowing, or by trans- fer from available funds and take any action relative thereto.


The Committee recommends favorable action and an ap- propriation of $111,108 to be provided for by Bond Issue of $100,000 and $11,108 from the Tax Levy.


Voted: (Unanimously) That the Town raise and ap- propriate from the Stablization Fund, the sum of $111,108, for the purpose of remodeling and making extraordinary repairs to the Plymouth Junior-Senior High School and to authorize the Renovating Committee for the Junior-Senior High School to expend funds appropriated under this vote.


Article 43. To see if the Town will vote to raise and appropriate the sum of $370,829.67 as the Town's share of the annual maintenance and operating budget for the Plym- outh-Carver Regional School District consisting of the capital costs assessment of $136,348.00 and the operating costs assess- ment of $234,481.67 which is in accordance with the provi- sions of Section 16B of Chapter 71 of the General Laws. Said appropriation is to be used in conjunction with an ap- propriation made available for the same purpose by the Town of Carver.


The Committee recommends favorable action and an appro- priation of $370,829.67.

Said appro- priation is to be used in conjunction with an appropriation made available for the same purpose by the Town of Carver.


Dr. Samuel Stewart moved, and it was so voted, that Articles #44 and #45 be taken up as one article for discus- sion.


Article 44. To see whether the Town will vote to ap- prove or disapprove the amount of debt (to wit: $120,000.00) authorized by the Plymouth-Carver Regional District School Committee at a meeting held on January 24, 1963 for the purpose of completing the construction, original equipment and furnishing of the regional high school building.


The Committee recommends an appropriation of $120,000 to be raised by Bond Issue.


Voted: That the Town approve the amount of debt (to wit: $120,000) authorized by the Plymouth-Carver Re- gional District School Committee at a meeting held on Janu- ary 24, 1963, for the purpose of completing the construction, original equipment and furnishing of the Regional High School building.
