A review of the financial transactions of the town for the past year suggests the very natural reflection, that responsibility for heavy expenditures and increasing debt rests rather upon the voters them- selves than upon the officers chosen by them as their disbursing agents.
The custom of sanctioning expenditures at meetings of the town held subsequent to the annual meeting, for purposes too often subserving private rather than public interests, especially when the sums so voted must by law be included in the next annual assessment, is a policy of such doubtful expediency as to suggest the inquiry, whether it would not be wise to so amend the By-Laws of the town as to check this ready method of increasing taxation.

To either of the constables of the town of Southbridge, in the County of Worcester, Greeting:
In the name of the Commonwealth of Massachusetts, you are required to notify and warn the inhabitants of the town of Southbridge qualified to vote in elections and town affairs, to meet at the town hall in South- bridge, on Monday, the third day of April next, at nine o'clock in the forenoon, then and there to act on the following articles:
ARTICLE 1. To choose a moderator to preside in said meeting.
ARTICLE 2. To choose all necessary officers for the ensuing year.
ARTICLE 3. To hear the reports of the Auditors of Accounts, Clerk, Treasurer, Selectmen, Overseers of the Poor, Fire Engineers, School and Library Committees, and act thereon.
ARTICLE 4. To determine the manner of repairing the highways and bridges the ensuing year and act thereon.
ARTICLE 5. To raise and appropriate such sums of money as may be necessary to pay town debts and charges the ensuing year, or act thereon.
ARTICLE 6. To see if the town will authorize the collector to use the means for collecting the taxes which the town treasurer when appointed a collector may use, or act thereon.
ARTICLE 7. To see if the town will allow a discount on taxes paid within a certain period.
ARTICLE S. To see if the town will authorize their treasurer to borrow money in anticipation of taxes, or act thereon.
ARTICLE 9. To see if the town will accept the list of jurors as posted and presented by the selectmen, or act thereon.
