RECOMMENDATIONS.


The auditors make the following recommendations ;


1 .- That all bills should be approved by a majority of the Board contractiug the same, before they are sent to the Auditors for their examination and approval.


2 .- That the town regulate by vote, the amount to be paid for any and all labor performed for the town, whether on the highway, sidewalks, cemetery, or any other department, speci- fying the amount for superintendent, laborers, two horse team, one horse team, or oxen.

To the Selectmen of Southbridge:


GENTLEMEN,-The Board of Fire Engineers have the honor to submit to you, for your consideration, this our annual Report of the Fire Department.


The apparatus belonging to this department is the same as has been reported years heretofore, with the exception of Hook and Ladder Trucks Nos. 1 and 2, which have been entirely remodeled during the past year, so that we can now report having two serviceable Hook and Ladder Trucks, which we never could do before. The Engine Houses and Reservoirs are all in good repair. The gross amount of property belong- ing to this department is $33,396 21. We have 113 enrolled men, 13 horses and 7 drivers, all of whom are subject to act on call. We report as having the best organized, best discip- lined and most efficient Fire Department that the town has ever had ; composed of the best young men our town affords, nearly all being old firemen who have been in the Department for years. There has been very little changing of men on the roll the past year.


It is with the deepest regret that we report the death by sickness of two valuable members, George Laflin of Tiger Engine Company No. 7, and Elmer Bates, Engineer ón Steamer No. 2. They were highly esteemed by their brother firemen, and the Board of Engineers consider the death of these members a sad loss to the Department.

WARRANT FOR ANNUAL MEETING, 1878.


WORCESTER SS.


To either of the constables of the town of Southbridge. Greeting:


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the town of Southbridge qualified to vote in elections and in town affairs to ineet at the Town Hall in Southbridge, on Monday, the first day of April next, at nine o'clock in the forenoon, then and there to act on the following articles :


ARTICLE 1. To choose a moderator to preside at said meeting.


ARTICLE 2. To choose all necessary officers for the ensuing year. The following officers to be voted for on one ballot: Town Clerk, Treasurer, Selectmen and Overseers of the Poor, Assessors, School Committee, Library Committee, Auditors, Constables. Polls to be kept open until 3 o'clock p. m.


ARTICLE 3. To hear the reports of the Auditors of Accounts, Clerk, Treasurer, Selectmen, Overseers of the Poor, Fire Engineers, School, Library and Cemetery Committees, or act thereon.


ARTICLE 4. To see if the to.vn will allow the usual discount on taxes excepting the taxes assessed on polls, or act thereon.


ARTICLE 5. To see if the town will authorize their treasurer to borrow money in anticipation of taxes, or act thereon.


ARTICLE 6. To see if the town will authorize the collector to use the means for collecting the taxes which the town treasurer, when appointed a collector, may use, or act thereon.


ARTICLE 7. To determine the manner of repairing the highways and bridges the ensuing year, or act thereon.


ARTICLE 8. To raise and appropriate such sums of money as may be necessary to pay town bills and charges the ensuing year, or act thereon


ARTICLE 9. To see if the town will accept the list of jurors as posted and presented by the selectmen, or act thereon.


ARTICLE 10. To see if the town will vote to pay the engine men for the ensuing year, or act thereon.

ARTICLE 11. To see if the town will contract for a reservoir on Hamilton street, between Hook and Crane streets, raise and appropriate money therefor, or act thereon.


ARTICLE 12. To see if the town will raise and appropriate the sum of one hundred dollars ($100) for the purpose of defraying the expense of decorating.our soldiers' graves and the proper observance of Decoration Day.


ARTICLE 13. To see if the town will authorize their treasurer to trans- ferfthe sum of one hundred dollars ($100) from Marcy street sidewalk to sidewalk account, or act thereon.


ARTICLE 14. To see if the town will authorize the treasurer to trans- fer] from the unappropriated funds the sum of $141.50 to credit of Pleasant street special repair of highway; $S13.10 account of abatement of taxes, or act thereon.


ARTICLE 15. To see if the town will direct their treasurer to transfer the unexpended balances of the following accounts to the credit of un- appropriated funds, viz .: Elm street school house, Plimpton street school house, Walcott and Plimpton street, Saundersãale road, or act thereon.


# ARTICLE 16. To see if the town will vote to fix the compensation of town officers, or act thereon ..


ARTICLE 17. To hear the report of the committee appointed to revise the by-laws of the town, or act thereon.


ARTICLE 18. To see if the town will vote to discontinue that portion of a town way between the east end of the bridge near the shop formerly owned by A. H. Dean to the house of Theodore Frost, or act thereon.


[ ARTICLE 19. To see if the town will vote to refund to Wm. J. Keith a portion of the taxes paid by him on the Brown estate, claimed by him to be overvalued by the assessors of 1877, or act thereon.


ARTICLE 20. To see if the town will put in a culvert and raise the grade of the highway at a point about ten rods west of the residence of E. B. Weld, raise and appropriate money therefor, or act thereon.


ARTICLE 21. To see what action the town will take in regard to com- pleting the grading of Sayles street, raise and appropriate money there- for, or act thereon.


F ARTICLE 22. To see if the town will vote to instruct the Selectmen in relation to the issuing of licenses for the sale of intoxicating liquors, also to prosecute all violations of the law regulating the same, or act thexeon.


ARTICLE 23. To see if the town will vote to build sidewalks, as fol- lows: From the iron bridge on Main street to Pleasant street, thence on

Pleasan tstreet to Canal, thence on Canal to Mill street, thence on Main street to the bridge, also on Main street, on west side, from the residence of Otis N. Upham to Pleasant street, also on Marcey street, from the northerly corner of Liberty Litchfield's lot to Main street, and raise and appropriate money therefor, or act thereon.


ARTICLE 24. To see if the town will raise and appropriate money for purchasing street lamp posts and lanterns, to be placed as follows: One on South street, opposite Winter street, two on Winter street, three on Water street, four on Pleasant street, three on Dresser street, two on Chapin street, one on Hook street, two on Elm street, cne on Wood- stock road, near the house of L. Morton, or act thereon.


ARTICLE 25. To see if the town will build sidewalks as follows: Com- mencing on Mill street, on River and Crane streets, continuing past the depot to Hamilton street; also on the east side of Pine street, com- mencing at Hamilton street and terminating at the point opposite the south line of estate occupied by Joseph Goodue; also from the house of Wm. Freeman on Main street to Mechanics; thence on Mechanics street to the fac . ry of the American Optical Co, raise and appropriate money therefor, ur act thereon.


ARTICLE 26. To see if the town will accept the report of the select- men laying out and widening the following town ways, viz .: The new road in Sandersdale village, the road from Main street to the cemetery, and the roads from Everett street to the cemetery, the extension of Chapin street, the widening of Pleasant street on the east, between Main and Canal str(+.1>, and the widening of Walcot street on the north side, to raise and appropriate money therefor, or act thereon.


ARTICLE 27. To see if the town will discontinue about 270 feet of the road in Sandersdale village leading past the Print Works buildings, or act thereon.


ARTICLE 28. To raise and appropriate the sum of five hundred dollars for the purpose of widening the highway on Pleasant street, between the houses of Robert McGrath and John Buchan, or act thereon.


ARTICLE 29. To see if the town will vote to raise and appropriate money to carry out the recommendations of the cemetery committee, or act thereon.


And you are directed to serve this warrant by publishing an attested copy of the same in the SOUTHBRIDGE JOURNAL the two weeks next preceding the time of holding the meeting, as aforesaid. Hereof fail not and make due return of this warrant with your doings thereon to the town clerk at the time and place aforesaid.
