Voted,-That all bills contracted against the Town of West Bridgewater shall be specified in the annual Town Report and all reports and accounts of Town Officers must be itemized, giving an accurate account of work performed, before being approved by the Board of Se- lectmen. Such itemized accounts shall be embodied in the annual report.

Voted,-To authorize the Bureau of Statistics to audit the Town's books for a period not to exceed five years, and the cost of the same not to exceed $300.
Voted,-To raise and appropriate $1,000.00 for hy- drants.
Voted,-That it is the sense of the meeting that the Town take the "Blanket Insurance," so-called, for Town property.
Voted,-That a committee of five be appointed from the floor to investigate the water situation and report at an adjourned meeting to be held three months from to- night, September 26, 1918.

Chose as that committee: Farnham Gillespie, William F. Curtis, Louis P. Hayden, Ronald Atwood and Edward E. Browne. The committee was instructed to send a written report of their findings to each voter in town, one week at least before the adjourned meeting.

Voted,-That the Moderator appoint a committee of three (3) to confer with the Trustees of the Howard Funds in West Bridgewater as to the future of the How- ard High school, the committee to report at the adjourned meeting in September. The committee as appointed in- cluded : Hon. Albert F. Barker, Rev. Lewis B. Codding and William G. Mitchell.

ADJOURNED MEETING, SEPTEMBER 26, 1918
The committee appointed to confer with the Trustees of the Howard Funds in relation to the Howard High school, asked for an extension of time (two months) in which to make their report, and it was voted to grant their request.
Voted,-That when the meeting adjourn it adjourn to Tuesday night, November 26, 1918, at 7:30.
Voted,-To further instruct the committee appointed to investigate water situation to submit their report in writing to each voter at least a week before the adjourned meeting, in November.

The committee appointed to investigate the water situ- ation made the following report through its chairman, Farnham Gillespie :
"The committee appointed to investigate the water question with regard to a possible reduction in cost, beg's to report that after careful examination of the subject the committee believes it inadvisable at this time to lower the rate. In the opinion of the committee a reduction of approximately $5 on present rates can be made in about two years without impaired efficiency to the service."
Voted,-To accept the report and discharge the com- mittee.
The special committe appointed to consult with the Trustees of the Howard Funds relative to the future of the High school made their report which was accepted.

Report of Special Committee on Howard High School Situation.
To the Voters of the Town of West Bridgewater :
Gentlemen :- Your committee appointed'under vote of the Town June 26, 1918, for the purpose of consulting with the trustees of the Howard Funds in regard to the future of the "Howard High School," have attended to their duties and respectfully submit the following report :
Your committee has consulted with the officers and ex-' ecutive committee of the trustees of the Howard Funds and made other investigations, which disclose the follow- situation : ,
There has been in some form for very many years a high school, or a school for children of high school grade to attend, maintained by said trustees in their building known as the "Howard Seminary Building." It was orig- inally conducted by individuals to whom their property was rented for the purpose of conducting said school, and also conducted a seminary, tuition being charged for at- tending the seminary, while the high school, or school held in lieu of a high school, was free to students resident in the Town of West Bridgewater. .
In the year 1901, as an outgrowth of the assessment of the trustee's property by the assessors of the Town, there was enacted a statute (namely, Chapter 325 of the Acts

of the Legislature of that year), Section 2 of which is as follows :
"The real and personal estate held by the Trustees of the Howard Funds in West Bridge- water for school purposes or lecture purposes, or the income of which is to be expended for either of said purposes, shall be exempt from taxation, to the same extent as the property of other literary institutions incorporated under general laws in this Commonwealth is exempt; PROVIDED, HOWEVER, that said trustees shall maintain a high school satisfactory to the Superintendent of schools of said town in their buildings at West Bridgewater, which all pupils qualified for a High school and living in said town may attend ; and if said Superintendent, on or before the fifteenth day of May of any year, shall certify to the assessors of said town that said trustees have not during such year main- tained a high school satisfactory to him, the real and personal property held by such trustees shall be liable to taxation in such year as if held by an individual."
