Pursuant to the provisions of said Statute, the Town authorities waived the matter of taxation, and the trus- tees continued to conduct what has since been known as the "Howard High School," bearing the entire expense until the year 1917, when the Town contributed the sum of Two Thousand ($2,000.00) Dollars for its maintenance, increasing the figures to Three Thousand ($3,000.00) Dollars in the year 1918.


The school was conducted in the manner heretofore mentioned by the parties conducting the Seminary school until the year 1913, when the trustees took over its man-

agement and employed the teachers.


It has since that date been conducted by them, subject, however, according to the provisions of said Act, to the approval of the school superintendent. The average at- tendance at the time of the passage of said Act did not exceed twenty-five (25) scholars; since that time there has been a rapid increase in the number of scholars at- tending, until it has reached something more than a hundred.


The present standard of educational requirements has demanded an elevation of the standard of the school and teachers, and the trustees have endeavored to keep pace with progress in that line. This, with increased attend- dance, has greatly increased the expenses of maintaining the school at a proper point of efficiency, and the trustees found it necessary to call upon the Town for assistance, it responding in accordance with the figures mentioned above.


The trustees represented to your committee that in their efforts to maintain the school in the past, notwithstanding the assistance of the Town, they have run in debt to the extent of Ten Thousand ($10,000.00) Dollars, in order to make necessary repairs and improvements, that their buildings, in some respects, at least, require further re- pairs.


That it was necessary last year to employ an additional teacher and another this year, that a drawing teacher should be employed, and that in many ways the expenses will increase in the future.


That it will be impossible for them to maintain an effi- cient high school without very materially increased assist- ance from the Town; giving as an estimate, five or six thousand dollars next year, and suggested that there are only two courses open to them: (1) a larger contribution from the Town; (2) that the Town take over the High school and maintain it with the assistance of the trustees.

In considering the first method, namely, a larger con- tribution to its maintenance by the Town, it becomes necessary to consider the amendment to the Constitution of Massachusetts, which was adopted at the November election, 1917, which is as follows:


ARTICLES OF AMENDMENT No. 2, SEC. 2


(All monies raised in the towns and cities for the support of public schools shall be applied to, and expended in, no other schools than those which are conducted according to law, under the order and superintendence of the authorities of the city or town in which the money is ex- pended;) and no grant, appropriation or use of public money or property or loan of public cred- it shall be made or authorized by the Common- wealth or any political division thereof for the purpose of founding, maintaining or aiding any school or institution of learning, whether under public control or otherwise, wherein any de- nominational doctrine is inculcated, or any col- lege, infirmary, hospital (institution or educa- tional, charitable or religious undertaking which is not publicly owned and under exclusive con- trol, order and superintendance of public of- ficers, or public agents authorized by the Com- monwealth or Federal authority or both), ex- cept that appropriations may be made for main- tenance and support of the Soldiers' Home in Massachusetts and for public libraries in any city or town and to carry out legal obligations, if any already entered into; and no such grant, appropriation or use of public money or prop- erty or loan of public credit shall be made or authorized for the purpose of founding, main- taining or aiding any church, religious denom-

ination or society.


SECTION 5. This amendment shall not take effect until October first next succeeding its rat- ification and adoption by the people.


The wording of this amendment would seem to ex- clude the town's right to assist in the maintenance of a school, a large part of which is supported from funds held by private individuals or trustees, who employ the teachers, and who, in short, conduct the school, subject to the approval of the school superintendent.


Concerning the second method, the executive commit- tee of the trustees expressed a willingness to enter into some arrangement with the town, for the latter to take over the control of the High school, they contributing to its maintenance by the use of their building, which seems to be fairly adapted, and which is now being used for that purpose; the trustees further contributing to such extent and in such ways as should be agreed upon in carrying out the details.


Your committee believes that it was the intentión of the original founders of the Trust Funds that the town's people should receive the benefits therefrom by way of education for their children, and it would be unfortun- ate for the town to lose the co-operation and assistance of the trustees in the maintenance of its educational institutions.


The serious doubt of the town's having the right to assess its citizens for the support of the school, while under private control, would seem, in the minds of your committee, to make the continuation of that method of more than doubtful wisdom.


While your committee do not feel called upon to make specific recommendations, they do deem it within their province to suggest to the town the serious consideration of the question of taking over the High school, and con-

ducting it as a strictly public school, with the co-opera- tion and assistance of the trustees.


If the town should consider taking any action in the matter, the employment of teachers and the successful conduct of the school next year would seem to call for reasonably early consideration and action.


It is the feeling of your committee that the first thing to be considered is the maintenance of the school upon a high standard. It has been in the last few years and is unquestionably now being elevated, and materially im- proved through the efforts of the trustees; and your com- mittee wish to commend the conduct of the trustees in their efforts to establish and maintain a good school for the benefit of the town, and the committee agree with the trustees that they are unable, in view of the increased expenses, to conduct the school as it should be conducted without very material and increased assistance.
