Report of Selectmen
For the Year Ending Dec. 31, 1918.
In accordance with the vote of the Town, the Bureau of Statistics have audited the Town's accounts and their report is herein printed in full. To comply with the sys- tem of the Bureau, which the Town voted to adopt, the Selectmen appointed Arthur C. Peckham as Town Ac- countant for three years and he is doing the work in a most satisfactory and efficient manner.
It is the duty of the Town Accountant to render a report of all the financial transactions of the Town which he has done under the direction of the Bureau of Statistics.
The Town property under the care of the Selectmen is in good condition with the exception of the heating sys- tem at the Town Hall. It will be necessary to install a new heating system as the hot-air furnaces, which have been in since the Hall was built are worn out and un- safe to use. We should recommend that a steam-heating system be installed in place of the old hot-air furnaces. While the first cost will be greater, the final cost of heat- ing and maintenance will be much less.

I submit herewith my report of an audit and the instal- lation of an accounting system in the town of West Bridgewater, made in accordance with the provisions of Chapter 598, Acts of 1910, and amendments thereto, and a vote of the town. This report is in the form of a report to me by Mr. Edward H. Fenton, Chief Examiner of this Bureau, who was placed in charge of the work.
The system of accounts installed is designed to meet the needs of the municipality by furnishing data relative to the exact condition of the several appropriation ac- counts, and to the true financial condition of the town.
The several books and forms are so designed as to cor- relate the accounts of all departments. If the work of the system is kept up to date, I feel certain that it will be

of invaluable assistance to the several officials, and will produce results that will prove to be highly satisfactory.

Sir :
In accordance with your instructions, I have made an audit of the accounts of the town of West Bridgewater and have installed an accounting system, as petitioned for by vote of the town and in accordance with the pro- visions of Chapter 598 of the Acts of 1910, as amended.
The first vote of the town called for an audit of the accounts only ; while this work was being done, attention was directed to certain features of the system of accounts in use that could be perfected, and to the fact that the work of the officers would be greatly facilitated if an ac- counting system such as has been installed in many of the cities and towns by the Bureau of Statistics, were adapt- ed. Acting upon the advice given, a special town meet- ing was called and a vote passed which provided for the installation of the standard accounting system; also at the same meeting action was taken authorizing the appoint- ment of a town accountant, so that now ample provision has been made for the keeping of the accounts of the town upon a practical and business basis that will, I feel sure,

produce satisfactory results to the citizens of the town.
In this connection I wish to state that much credit is due to the town officials for the many improvements made in their accounts prior to the work done by us. For a number of years, classification sheets such as are recom- mended by us had been in use, and the town had also adopted the practice of paying upon a treasurer's war- rant instead of individual orders, so that it was unnecss- sary to make any change in these forms.
The old system was lacking in that no controlling ac -. counts had been kept, and there was no adequate check on accounts receivable. I found in making the audit that errors had been made in reporting, although the cash had been fully accounted for. The old sysem lacked the guides necessary for directing attention to clerical errors made, or the failure to raise sums appropriated. Under the system installed, attention will be focused on the rev- enue and appropriation accounts, and I feel sure that the difficulties experienced in the past will not recur.
Appended to this report is a balance sheet as of Octo- ber 31, 1918, in which will be seen that overdrafts for both 1917 and 1918 are shown. These are accounted for by the fact that no regular appropriation account had been kept, so that the true condition of the accounts was not realized, and the fact that it was the custom to drop both balances and overdrafts at the end of the year. I believe the town should by vote authorize the charging off of these items against the excess and deficiency fund, which appears to be ample to cover the same; if this au- thority is not given, the amount should be raised by taxa- tion, and in the future, if expenditures are confined strictly to the appropriations, no difficulty need be expe- rienced in the conduct of town affairs, since the town will receive service to the extent of the appropriations only, which is all they are entitled to receive.
