Annual Town Meeting


FEBRUARY 10, 1945


Annual Town Meeting assembled in the Auditorium of the High School at one o'clock P. M., according to the call of the warrant, read by the Town Clerk and a quorum declared, and under-


Article 1. William H. Lester and James W. Cesan were chosen for fence viewers.


William S. Halladay and George H. Reed chosen as field drivers.


Article 2. Voted to accept the reports as printed, er- rors and omissions excepted.


Article 3. To see what method the Town will adopt for the support of Public Welfare for the ensuing year.


Voted that the care of Public Welfare be left in the hands of the Board of Public Welfare, for the ensuing year.


Article 4. To see if the Town will appropriate a sum of money for the proper observance of Memorial Day, and provide for its expenditure.


Voted to appropriate the sum of $200 for the proper observance of Memorial Day. To be expended under the direction of the American Legion.


Article 5. To see if the Town will appropriate a sum of money for the payment of a proper charge of an In- surance Company for acting as surety on the official bond of its officers.


Voted to appropriate the sum of $750.00 for the pay- ment of a charge of an Insurance Co. for acting as surety on the Official bond of its officcers.


Article 6. To see if the Town will appropriate a sum of money for Liability Insurance of its employees.

Voted to appropriate the sum of $825.00 for Liability Insurance for its employees.


Article 7. To see if the Town will appropriate a sum of money for employment of a District Nurse.


Voted to appropriate the sum of $2700.00 for the em- ployment of a District Nurse and expense of the Depart- ment.


Article 8. To see if the Town will appropriate a sum of money for enforcement of the Dog Law.


Voted to appropriate the sum of $200. for enforce- ment of the Dog Law.


Article 9. To see if the Town will appropriate the sum of $75 to be expended in the Town of Agawam by the Hampden County Trustees for aid to Agriculture in accordance with the provisions of the laws of the Com- monwealth.

Article 10. To see if the Town will vote to authorize the Town Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44 of the General Laws.


Voted to authorize the Town Treasurer with the ap- proval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1945, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.


Article 11. To see if the Town will appropriate the sum of $500, or any other sum for the use of Ra- tioning Board No. 44.


Voted to appropriate the sum of $500, for the use of Rationing Board No. 44.

Article 12. To see if the Town will appropriate any sum of money for the extension of Sewer on Elm Street.


Voted to pass over.


Article 13. To see if the Town will vote to appropri- ate the sum of $1200, for Chapter 90 Maintenance of Highways with the State and County Cooperating or take any action relating thereto.


Voted to appropriate the sum of $1200, with sums to be received from the State and County for Chapter No. 90 Maintenance on the Highways of the Town. (See Article No. 39 for additions to this vote.)


Article 14. To see if the Town will vote to appro- priate any sum of money for the Defense Fund.


Voted to appropriate the sum of $100 for the De- fense Fund.


Article 15. To see if the Town will vote to appro- priate the sum of $4000 or any sum of money for con- struction of a sidewalk on Suffield Streeet, beginning at Main Street. The same to be constructed and assessed upon the abutters as provided in Sections 25 and 26 of Chapter 83 General Statues.


Voted to appropriate the sum of $4000 for the con- struction of side walk on Suffield Street, beginning on Main St. The same to be constructed and assessed upon the abutters as provided in Sections No. 25 and No. 26 Chapter 83 General Statutes.


Article 16. To see if the Town will appropriate the sum of $300 for taking of the State Census in the Town for 1945.


Voted to appropriate the sum of $300 for expense of taking the 1945 Census of the Town.


Article 17. To see if the Town will vote to appropri- ate any sum of money for the purchase of a new Fire Truck.


Voted to appropriatee the sum of $10,000 for the purchase of a new Fire Truck.


Article 18. To hear the report of the Committee appointed by the Moderator to construct and equip the High School Athletic field at Agawam Center and to take action upon the request of the Committee for an

additional appropriation of the sum of $2,0000.00 for the purpose of completing the field.


Voted to appropriate the sum of $2,000 for the completion of the Athletic Field at the Agawam Center School.


Article 19. To see if the Town will vote to raise and appropriate or transfer from available funds in the Treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks, for a postwar rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943.


Voted to appropriate from available funds in the Treasury the sum of $50,000.00 for the purchase of War Bonds for a Postwar rehabilitation fund in accordance with the provisions of Chapter 5, Acts of 1943.


Article 20. To see if the Town will vote to appropri- ate a certain sum of money for foreclosure of tax title liens.


Voted to appropriate the sum of $600.00 for fore- closure of tax title liens.


Article 21. To see if the Town will vote to here- after elect their selectmen for a term of three years.


Voted that the Town hereafter elect their selcctmen for the term of Three years, and to elect in 1946 in such a manner as to provide the effectiveness of this vote ac- cording to statutes.


Article 22. To see if the Town will vote to raise and appropriate or transfer from unappropriated avail- able funds in the Treasury the sum of $5,000 for re- pairs on the North Agawam Bridge abutment or take action in relation thereto.


Voted to appropriate from available funds in the treasury the sum of $5000 for repairs on the North Aga- wam Bridge Abutment.


Article 23. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for a retainer in se- curing counsel regarding the Race Track.

Article 24. To see if the Town will vote to raise and appropriate the sum of $1,500 or any other sum for con- struction of a sidewalk on Main Street from Suffield
