Article 53. To see of the Town will vote to appro- priate the sum of $60,000.00 to be used for the construc- tion of a sewer on Main Street from South Street to the Connecticut line, and to defray the cost of land dam- ages incurred thereby, said sum to be spent under the direction and supervision of the Board of Selectmen, and that to meet said appropriation there be transferred from the Excess and Deficiency Fund the sum of $10,- 000.00 for said land damages and that for the con- struction of the sewer, the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $50,000.00 and to issue bonds and/or notes therefor, said bonds and/or notes to be payable in accordance with the provisions of General Laws so that the whole loan will be payable in not more than thirty (30) years from the date of issuance of the first bond and/or note. Said bonds and/or notes shall be de- nominted "Sewer Extension Bonds of 1952" and shall bear interest payable semi-annually at a rate not exceed- ing 3% per annum, the said interest rate to be fixed by the Town Treasurer, said bonds and/or notes to be pay- able at such place as shall be designated by the Town Treasurer. Article 54. To see if the Town will vote to raise and appropriate the sum of $4,000.00 for an Addresso- graph and graphotype and operating materials for use in the Town Administration Building, pass any vote or take any action relative thereto.

Zerra over a strip of land twenty feet wide for the purpose of ex- tending a sewer from Cooper Street along the westerly side of Main Street for a distance of approximately nine hundred (900) feet, pass any vote or take any action relative thereto.
Article 65. To see if the Town will vote to ratify the action of the Board of Selectmen in accepting an easement from Zefferino J. Zamperini and Corinne Zam- perini over a strip of land fifty (50) feet wide for the purpose of constructing an extension of a sewer from Mill Street to the Moreno Development, so-called, pass any vote or take any action relative thereto.
Article 66. To see if the Town will vote to ratify the action of the Board of Selectmen in accepting an easement from the Holyoke Savings Bank over a strip of land fifty (50) feet wide for the purpose of constructing an extension of a sewer, as shown on a plan on file in the Town Clerk's office, pass any vote or take any action relative thereto.
Article 67. To see if the Town will vote to raise and appropriate the sum of $2,500.00 to cover the cost of the water main in Valentine, Samuel and Anthony Streets. Said funds to be reimbursed to the Holyoke Savings Bank which installed this main in 1947 prior to the repeal of the by-law covering such installation which said By-law was adopted March 6, 1918 and repealed March 4, 1950, pass any vote or take any action relative thereto.

Article 83. To see if the Town will vote to amend the Zoning By-law by inserting therein the following new section "Section 22-A. Any person, firm or corpora- tion violating any of the provisions of this By-law shall upon conviction thereof pay a penalty of not more than $20.00. Each day that willful violation is permitted to exist shall constitute a separate and distinct violation." Pass any vote or take any action relative thereto.
Article 84. To see if the Town will vote to amend the Zoning By-law by striking out the words "Residence, agricultural or business" and the words "or incidental to the grading or development of contiguous property" in Section 16, Paragraph G. so that said section will read as follows :
"In any district the removal for sale of sod, loam, clay sand, gravel or quaried stone except when incidental to or in connection with the construction of a structure on the premises for which a permit has been issued shall be permitted only after written permission of the Board of Appeals after a public hearing be obtained. The Board

of Appeals shall in each instance impose such restrictions as will protect the neighborhood and town against perm- anent and/or temporary hazards because of conditions which may be left after operations are completed or be- cause of the methods of handling such materials at the site or of transporting such materials through the town." Beginning at a point approximately 2352 feet from the intersection of Shoemaker Lane and South Westfield Street, to an iron rod marking the southeasterly bound- ary of the petitioner; thence north 81 deg. 30 min. west 80.5 feet; thence north 9 deg. 48 min. east to an iron rod for a distance of 73.5 feet; thence north 60 deg. 45 min. west for a distance of 224.7 feet to an iron rod in line with the center line of a one rod right of way; thence north 82 deg. 9 min. east along said center of a one rod right of way for a distance of 74.3 feet to an iron rod; thence north 53 deg. 44 min. east along said center line of a one rod right of way 58.45 feet to an iron rod; thence

Report of the School Committee
December 31, 1951 To the Citizens of Agawam :
Eight members of our teaching staff resigned during the year 1951. One member was granted a leave of ab- sence for one year, and two teachers were added to our staff to take care of increased enrollment. Five of the eight teachers who resigned accepted positions in other school systems. Two teachers were retired after long periods of service to our boys and girls. Our head janitor, Mr. Jasper DeForge, was granted an indefinite leave of absence on account of ill health. Mr. DeForge has served the Agawam schools for over thirty years.
The School Committee elects all teachers. The Superintendent of Schools investigates the qualifications of candidates and makes recommendations to the Com- mittee. New State Certification laws require candidates to possess certain qualifications in order to be appointed by a local school committee. It has been and will con- tinue to be the policy of the Committee to obtain for our schools, services of the best qualified professional personnel.
The provision of adequate classroom space for an ever-increasing enrollment continues to be a large problem confronting the Committee. As this report is written, the addition to the Benjamin J. Phelps School is under construction. It is estimated that the new space provided here will be in use in not more than two years. The con- struction of the new cafeteria at the Katherine G. Danahy School will fill a need that has been present for many years.
Recognition is given the splendid cooperation be- tween other departments of the Town Government and

the schools. The Streets and Engineering Department has rendered valuable services and use of equipment to the schools. The Town Accountant and Treasurer have assisted us in carrying out our duties. The support and help of the Police Department is commendable.
