Report of the Board of Selectmen


Our Town, during 1952, has seen again continued increas- ing growth.


We have witnessed expansion in home and business build- ing. This progress has meant new problems which we have met and will continue to meet in the future.


Our road and sewer programs, reported in greater detail by the Superintendent of Streets and by our Town Engineer have gone ahead.


Several new streets were built with a gravel base and asphalt surface, such as Mill and Perry Streets, a portion of South Park Terrace, extensions of Moore and High Streets and others. Chapter 90 Construction work was continued on Springfield and Southwick Streets. We are hopeful that Route 57 will be completed this year and that we may also obtain additional funds to continue construction on other Chapter 90 roads.


We were able to accomplish a good deal on Chapter 90 Maintenance, as the State and County made greater funds available for us this year.


In our sewer construction work we were able to make good progress in continuing the extension of our mains on Suffield and South Westfield Streets. Laterals were laid on Norman Terrace, Annable and Northwood Streets. On these three side streets, the Water Department cooperated by laying their mains also, so that it was possible for us to gravel and oil these three streets all in the same year. This program we plan to continue to keep down costs and yet provide our citizens with the maxi- mum of service with the least possible inconvenience.


Surface drainage was extended on Edward Street to ease a bad water condition there. Albert Street has a similar condi- tion which we hope to eliminate this coming year.


Our sewer needs in the immediate future are urgent. It is the opinion of the Board of Selectmen that we have got to maintain our present and improve our future services to our community, just as we have been doing in the past. These needs extend beyond sewers to include also, roads and sidewalks.


In the next year or two your board feels that we should build a new surface drainage line on Coper Street from Main

Street westerly. This project will mean that we can serve the Federal Hill area with surface and sanitary sewers.


We feel that Leonard Street construction and drainage should be continued until this through street has been com- pleted. The stretch of North Street, between North Westfield and North West Streets should be graveled and surfaced.


Our sewer mains should be continued to fill in the gap on Suffield Street between Cooper and Center Streets. A main should be started on North Westfield Street, and another in the near future on Silver Street. We are also considering several side streets in this program. These are a few of the projects that we are planning our long-range program.


This year we constructed a bituminous sidewalk on Spring- field Street, between Harding and Colemore Streets, and a con- crete sidewalk on the northerly side of Springfield Street in Feeding Hills Center. We are planning further sidewalk con- struction on Suffield Street from the end of the present walk to the top of Cooper Street hill. It is also felt that the sidewalk on the easterly side of Springfield Street, from Rowley to Hard- ing Streets should be rebuilt. Other sidewalk projects are under consideration.


Further progress has been made in our Master Town Plan program with the inclusion of a map showing present sidewalk installations and an outline of a sewer and a sidewalk capital improvements program. We feel a need for a heavy roller, to be used in road construction by our Highway Department. This request, we hope, will receive favorable consideration.


During the year we have met with numerous town depart- ments. There has been a continued attitude of friendliness and an excellent spirit of cooperation.


In 1952 we saw the beginning of the actual construction of the new South End Bridge. While this project will cause in- conveniences to those affected in Agawam, we feel that the end result will be very advantageous to Agawam.


This past year saw the opening of Agawam's first bank. This is indeed progress, as is the other work presently under construction at this same site. Other business expansion in town has been modrate but healthy.


Your board sponsored and supported legislation filed with the General Court. We are continuing this practice during the coming year.


We have been active in the establishment of the Connecti- cut River Study Committee and the Connecticut River Anti-

Pollution Committee. It is our feeling that these groups serve very vital functions. We have the greatest confidence in the outcome of their efforts as it affects Agawam and this area.


Several survey committees have been authorized by vote of the town and have been carrying on their work. At the annual town meeting their progress reports will be heard and acted upon.


The needs of the Fire, Police and Civilian Defense Depart- ments are close to us. We shall continue to support their pro- grams that are to the interests and safety of our citizens.


The Board wishes to thank all of the representatives of our various town departments, their employees and the citizens of Agawam for their cooperation. We have enjoyed serving you. Our problems are your problems-and your problems are ours.
