Voted: - On motion of Frank W. Hodgdon, that when this meeting adjourns it be to meet in this Hall Tuesday evening, March 14th, at seven-thirty (7.30) o'clock.
The check lists used at the entrances to the polling place and at the ballot box, together with the ballots cast and the check list used by the Tellers, were sealed up in open meeting, endorsed by the election offi- cers and delivered to the Town Clerk.
The meeting was then declared adjourned.

ADJOURNED TOWN MEETING, MARCH 14, 1905.
Pursuant to adjournment the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall, in said Town, on Tuesday, the fourteenth day of March in the year of our Lord nineteen hundred and five, and were called to order by the Moderator, Walter A. Robinson, at thirty minutes after seven o'clock in the evening.
Voted: - On motion of William G. Peck, that the reading of the ar- ticles in the warrant not read at the meeting March 6, be dispens- ed with.
The Moderator at this time read the following communication from the Selectmen in relation to the seating capacity of the Town Hall:
"To the inhabitants of the Town of Arlington:
"In accordance with the provisions of Chapter 450 of the Acts of 1904, the Chief of the District Police issued under date of March 13, 1905, to the inhabitants of the Town of Arlington, a license to use the Town Hall for public gatherings. By the terms of this license not more than four hundred persons shall be admitted to the main hall including the stage, and not more than thirty persons shall be admitted to the balcony.
"The act makes the inhabitants of the Town responsible, civily and criminally, for non-compliance with the conditions of the license; and any violation of the conditions of the license is cause for the revocation of the license.
"The serious consequences of this act and the legal questions growing out of it have been considered and discussed by the Board of Selectmen and the Town Counsel.
"Conferences have been held with the Attorney-General and the Chief of District Police.
"Until the law is construed by the Courts the interpretation put on it by the Attorney-General determines the attitude of the State authorities. It seems that the limitation in numbers to four hundred and thirty ap- plies to Town Meetings. It also seems that if all voters in excess of four hundred and thirty were excluded from the Hall the business done by the meeting would not be legal. It, therefore, appears to be proper for the Selectmen to inform the voters of the law, and to call to their attention the fact that the presence in this hall of more than four hun- dred and thirty persons seems to create a civil and criminal responsi- bility upon the inhabitants of the Town.
"Persons remaining in the Hall when more than four hundred and thirty are present would probably be held to have assumed voluntarily the risk in case of accident by fire or otherwise.
"It seems that unless the act is repealed or amended or interpreted in a different manner, the Town ought to consider at an early date the erection of a suitable hall or the modification of the existing form of town government.

Frank W. Hodgdon offered the following resolves and it was unani- mously :
Resolved, That the Selectmen be requested to forthwith petition the General Court for such modifications of the existing Statutes as will enable the Town to hold its corporate meetings without question as to its right to admit all its legal voters thereto.
Resolved, That the Selectmen be requested to consider the advisabili- ty of erecting upon the new "Town Hall Site," so called, a building con- structed principally of masonry and steel, to contain a large room or hall at or about the level of the existing ground capable of accommo- dating the legal voters of the Town in Town Meeting, together with such ante-rooms as may be required in connection therewith, also space for the necessary heating plant. Said Board to report thereon as soon as practical with estimates of the cost of such a building.
Article 20 was taken up on motion of Frank W. Hodgdon, and under that article the report of the Committee of Twenty-one was presented to the voters in printed form, and accepted. The article was then laid on the table.
Voted: - On motion of Frank W. Hodgdon that Articles 22-23-27-30- 31-32-34-35-36-38-40-41-25 be taken up in the order as presented in the report of the Committee of Twenty-one.
Article 22.
"To make an appropriation for the Robbins Library for the en- suing year."
Voted: - On motion of Frank W. Hodgdon, that there be appropriat- ed the sum of three thousand (3,000) dollars in addition to the dog tax and the receipts for fines and the sale of catalogues, for the maintenance of the Robbins Library for the year 1905, the same to be expended under the direction of the trustees.
Article 23.
"To make an appropriation for the Public Schools for the ensu- ing year, and determine in what manner the same shall be ex- pended."
Voted: - On the motion of Frank W. Hodgdon, that the sum of fifty- two thousand, three hundred (52,300) dollars be appropriated for the maintenance of the schools for the year 1905 and in addition that the sum of two thousand (2,000) dollars be appropriated for repairs on school buildings, and four hundred and fifty (450) dollars for the pay- ment of bills incurred during the year 1904, to be expended under the direction of the School Committee.
Article 27.
"To see if the Town will appropriate the sum of two hundred and fifty (250) dollars for the proper observance of Memorial Day, the same to be expended under the direction of Francis Gould Post 36, G. A. R.

Article 30.
"To see if the Town will pass the following vote or act in any manner thereto: -
"Voted: - That the sum of one hundred (100) dollars be ap- propriated for the purchase and erection of a flag-staff, flag and fix- tures for the Town Hall Building, the same to be expended under the direction of the Board of Selectmen."
Voted: - On motion of Edward H. H. Bartlett, that the sum of one hundred (100) dollars be appropriated for the purchase and erection of a flag-staff, flag and fixtures for the Town Hall Building, the same to be expended under the direction of the Board of Selectmen.
Voted: - On motion of Edward H. H. Bartlett, that the Board of Selectmen be empowered to instruct the janitor to have the flag dis- played from the Town Hall Building from the hour of eight A. M. until the hour of five P. M. on every day when the various Town offices are open for business, and on all National and State holidays. On all election days the flag shall be raised at the opening of the polls and displayed until the hour of closing.
Article 31.
"To see if the Town will vote to authorize the Town Clerk to compile and publish the Town Meeting Records for the years 1899- 1900-1901-1902 and 1903 and make an appropriation for that pur- pose."
Voted: - On motion of Frank W. Hodgdon, that the sum of one hun- dred (100) dollars be appropriated to be expended by the Town Clerk, under the direction of the Selectmen, for compiling and printing in book form such portion of the Town records previous to the year 1904 as they may deem best.
Article 32.
"To see if the Town will cause the curfew bell to be rung each evening at nine o'clock, Sundays excepted, and make an appropria- tion for the same."
Voted: - On motion of Warren A. Peirce, that the Selectmen be in- structed to cause one of the church bells to be rung each evening at nine o'clock, Sundays excepted, and that the sum of forty-five (45) dol- lars be appropriated to be raised by taxation.
Article 34.
"To see if the Town will vote to remove or repair the cupola on Town Hall Building and make an appropriation for the same."
Voted: - On motion of Frank W. Hodgdon, that the sum of five hun- dred (500) dollars be appropriated to be expended under the direction of the Selectmen in making repairs to the cupola on the Town Hall Building.
Article 35.
"To see if the Town will appropriate five hundred (500) dollars for incidentals for the Board of Assessors."
Voted: - On motion of Frank W. Hodgdon, that the sum of four hun- dred and fifty (450) dollars be appropriated for the incidental expenses

of the Board of Assessors during the year 1905, and in addition fifty (50) dollars to reimburse the Assessors for the expenses incurred in con- nection with the Benson Tax Case.
Article 36.
"To see if the Town will appropriate six hundred and fifty (650) dollars for street watering."
Voted: - That in addition to such subscription as may be obtained for the purpose, an appropriation of two thousand six hundred (2,600) dollars be made for street watering, six hundred and fifty (650) dollars of said sum to be raised by general tax and such balance as may be necessary, not exceeding one thousand, nine hundred. (1,900) dollars, to be raised by note of the Town for a term not exceeding one year, signed by the Treasurer and approved by the Selectmen; and receipts from the street watering assessments for 1905 are hereby appropriated for the payment of said note.
Article 38.
"To see if the Town will appropriate one thousand, five hundred (1,500) dollars for the maintenance and extension of the Sewerage System for the ensuing year."
Voted: -- On motion of Frank W. Hodgdon, that the sum of fifteen hundred (1500) dollars be appropriated for the maintenance and short incidental extensions to the Sewerage System for the ensuing year.
Article 40.
"To see if the Town will make an appropriation of six thousand (6,000) dollars and the street railway taxes for the use of the High- way Division."
Voted: - On motion of Frank W. Hodgdon, that the sum of six thousand (6,000) dollars, together with the street railway tax now in the treasury, which amounts to seventeen thousand, one hundred and eighty dollars and eighty cents (17,180.80), be appropriated for the maintenance and construction of highways during the ensuing year.
Article 41.
"To see if the Town will appropriate seven thousand (7,000) dol- lars, in accordance with the vote passed December 6, 1904, for water used for fire hydrants, street watering and public buildings for the ensuing year."
Voted: - On motion of Frank W. Hodgdon, that the sum of seven thousand (7,000) dollars be appropriated and paid to the Water Works for water used for fire hydrants, street watering and public buildings during the year 1905.
Article 25.
"To determine what sum of money the Town will raise by gen- eral tax to defray town expenses, interest, debt and state aid, and make an appropriation for the same."
Voted: - On motion of Frank W. Hodgdon, that the sum of fifteen thousand (15,000) dollars be appropriated for the sinking fund, twelve thousand (12,000) dollars to be taken from the income of the Water Works and three thousand (3,000) dollars to be raised by general tax.

Voted: - On motion of Frank W. Hodgdon, that a committee consist- ing of twenty-one (21) citizens, other than Town officers elected by ballot, be appointed to serve throughout the ensuing year and until the end of the annual meeting of 1906. The members to be selected as follows: - Nine (9) from the residents of the Russell School district, four (4) from the Locke district, four (4) from the Cutter district, and four (4) from the Crosby district. That the Moderator of this meeting, with the chairman and the secretary of the present Committee of Twenty-one, are hereby appointed a committee to nominate said new Committee of Twenty-one and to report same at the adjournment of this meeting. To this committee, when appointed, are hereby re- ferred all articles calling for an appropriation of money in any Town warrant issued during its term of office. Said committee shall, after due consideration of the subject matter of said articles, report thereon in print or otherwise such recommendation as it shall deem best. Said committee shall choose its own officers and have power to fill vacancies.
Voted: - On motion of Frank W. Hodgdon, that there be appropri- ated from the income of the Water Department the sum of twelve thousand, eight hundred and eighty (12,880) dollars for interest on the water debt; fourteen thousand (14,000) dollars for Metropolitan water assessment; ten thousand, seven hundred (10,700) dollars for maintenance and renewal of main pipes and twelve thousand (12,000) dollars for Sinking Fund.
