To this Committee, when appointed, are hereby referred all articles calling for an appropriation of money in any town warrant issued during its term of office.


Said Committee shall, after due consideration of the subject matter of said articles, report thereon in print or otherwise such recommendations as it shall deem best Said Committee shall choose its own officers and have power to fill vacancies.


Article 36 taken up. (Observance of the 100th anniversary).


Voted : That the Moderator of this meeting appoint a Committee of three to nominate a Committee of fifteen, to be elected at the adjourned meeting, for the proper observance of the one hundredth anniversary of the incorpor- ation of the Town. J. A. Bailey, Jr., W. A. Muller and H. W. Spurr were appointed on this committee.


Voted : That when this meeting adjourns it adjourn to meet in this hall Monday evening, March 19th, at 7.30 o'clock.

Pursuant to adjournment the citizens of the Town of Arlington, qualified to vote in elections and Town affairs. met in the Town Hall, in said Town, on Tuesday the twenty-seventh day of March, in the year of our Lord nineteen hundred and six, at thirty minutes after seven o'clock in the evening, and were called to order by the Moderator, Walter A. Robinson.


Article 33 taken up. (Voting Precincts).


Voted : That the subject matter of Article 33 be referred (the division of the Town into voting precincts) to the Board of Selectmen, tlfey to look into the matter thoroughly, give hearings, estimate the cost and report to the Town their findings not later than the annual meeting of 1907.


Articles 30, 31 and 32 taken up. (Articles on School matters).


Mr. Severy offered motions under each article and on each motion offered the vote, as announced by the Moderator, was in the negative.


Article 25 taken up. (Collector of Taxes powers).


Voted : That the Collector of Taxes be authorized to use all means of collecting the taxes for the year 1906 which a Town Treasurer may use when appointed a Collector of Taxes.


Article 9 taken up (Selectmen as agents of the Town)


Voted : That the Selectmen be appointed agents of the Town to institute and prosecute actions in favor of the Town, and appear and defend suits and legals proceeding against or involving the interests of the Town, with power

to employ counsel therein, and when necessary, in all other legal matters and business appertaining to Town affairs during the year commencing March 5, 1906.


Article 12 taken up. (Gypsy and Brown-Tail Moths).


Voted : That the Town appropriate for the work of attempting to suppress the gypsy and brown-tail moths, their eggs, pupae, nests and caterpillars, whatever sums of money are received by the Town from the owners of lands infested with said moths for such work done on said lands.


Article 16 taken up.


Voted : That action on this article be postponed.


Articles 23 and 24 were indefinitely postponed.


Article 28 taken up. (Report of Committee on By-laws).


Voted : That the report of the Committee on by-laws as presented in printed form be accepted and the recommendations adopted as amended as follows : - That sections 5 and 6 of article 13 of the by-laws of the Town be amended to. read as follows : -


SECTION 5. The Selectmen may license suitable persons to be collectors of, dealers in or keepers of shops for the purchase, sale or barter of junk, old metal or second - hand articles No person shall be a collector of, dealer in, or keep a shop for the purchase, sale or barter of junk, old metals or second-hand articles unless licensed by the Selectmen.


SECTION 6. The Selectmen may license suitable persons to use wagons for the collection of junk, metals, rags or second-hand articles. No person shall use a wagon for the collection of junk, metals, rags or second-hand articles, unless licensed by the Selectmen and unless such wagon shall bear conspicu- ously the owner's name and the number of the license on the outside and on each side, and unless the wagon is driven by a person designated in the license; but such person designated may be changed with the permission of the Selectmen.


That Section 7 of Article 9 of the By-laws of the Town be amended to read as follows :-


SECTION 7. No person shall saunter or loiter in any street or other public place in the Town after being directed by a police officer to move on, obstruct the free passage of foot travellers, habitually congregate with others, loaf or make bon-fires therein. Whoever violates any provision of this Section shall be punished by a fine not exceeding ten dollars for each offense.


That a new by-law be adopted to be known as Section 13 of Article 9, to. read as follows :-


SECTION 13. . The Selectmen may license suitable persons to sing, play or perform on a musical instrument in any public way or place and to solicit or- receive compensation therefor from by-standers or the public. No person shall sing, play or perform on a musical instrument in any public way or place, or solicit or receive compensation therefor from by-standers or the public with- out first having obtained a license therefor from the Board of Selectmen.


Whoever violates any provision of this Section shall be punished by a fine not exceeding five dollars for each offense.


That a new by-law be adopted to be known as Section 14 of Article 9, to read as follows :-


SECTION 14. No person shall own or keep in the Town any dog, which by barking, biting, howling or in any other manner disturbs the quiet of any person.

Whoever violates any provision of this Section shall be punished by a fine not exceeding five dollars for each offense.


That a new by-law be adopted to be known as Section 15 of Article 9, to read as follows :-


SECTION 15. No person shall in any street ride upon the steps or any por- tion of a street railway car, or other vehicle, without legal right or the per- mission of the person in charge thereof. Whoever violates any provision of this Section shall be punished by a fine not exceeding five dollars for each of- fense.


That a new by-law be adopted to be known as Section 6 of Article 10, to read as follows :-


SECTION 6. No person, except an officer or employee of the Town, and for some public purpose or use, shall disturb, overhaul or interfere with the con- tents of any barrel or other receptacle containing ashes or other refuse ma- terials, which has been set out to be carried away by the agents of the Town.


Whoever violates any provision of this Section shall be punished by a fine not exceeding five dollars for each offense.


That a new by-law be adopted to be known as Section 9 of Article 13 to read as follows :-


SECTION 9. No hawker or pedler shall expose for sale or sell any articles enumerated in Section 15 of the sixty-fifth chapter of the Revised Laws and amendments thereto, without a permit from the Chief of Police, which may be revoked at any time. Said hawker or pedler shall exhibit such license whenever requested by a police officer, the Sealer of Weights and Measures or any agent or member of the Board of Health.


Every such hawker or pedler shall have his name and the number of his license printed on any vehicle or receptacle in which he shall carry or expose his wares for sale. Such number and name shall be printed in letters and figures at least two inches in size.


The Selectmen may license suitable persons to ring bells. cry their wares or call in any street for the purpose of giving notice of the exercise of a busi- ness or calling, or for the sale of any article.


No person, unless duly licensed by the Board of Selectmen so to do, shall ring a bell, or cry his wares, or call in any street for the purpose of giving notice of the exercise of a business or calling, or for the sale of any article, and no person shall use in a public street for such purpose a horn or other noise making instrument, except a bell as aforesaid.


Article 7 taken up. (Repairs of highways, etc.).


Voted : That the town ways, highways and bridges be repaired during the ensuing year under the direction of the Board of Public Works


Article 35 taken up. (Auditor's action ratified).


Voted : That the Town ratify the act of the Auditor in transferring from the William E. Parmenter School Foundation Account to the William E. Parmenter School Account an unexpended balance of two hundred thirty-five dollars and eighty-six cents ($235.86).


Article 13 taken up. (Committee on By-laws).


Voted : That action on this article be indefinitely postponed.


Article 3 taken from table. (Reports of Town Officers).


Voted : That the reports of the various town officers as presented in their annual reports, with the addition of the table of statistics of the Assessors, be accepted.

TOWN WARRANT.


COMMONWEALTH OF MASSACHUSETTS. MIDDLESEX, SS.


To Garritt Barry, a Constable of the Town of Arlington, in said County. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington who are qualified to vote in elections and Town affairs, to assemble in the Town Hall, on Tuesday, the fifteenth day of May, current, at 7.30 o'clock P. M., then and there to act on the fol- lowing articles, viz :


ARTICLE 1. To choose a Moderator to preside over said meeting.


ART. 2. To see if the Town will authorize its Board of Public Works, in the name and behalf of the Town, to enter into a contract for a term of ten years with the National Peat and Fuel Company for the sale of peat at the rate of seventy-five dollars ($75) per acre, from that portion of its water supply area known as the Great Meadows, on such terms and under such restrictions as the said Board of Public Works may in its discretion impose.

ART. 3. To see if the Town will authorize its Board of Public Works, in the name and behalf of the Town, to execute a proper lease of the "Pumping Station " land, so-called, situated in East Lexington, to the National Peat and Fuel Company for a term of ten years, at a rental of four hundred dollars ($400) per year.

ART. 4. To see if the Town will authorize the Trustees of the Pratt Fund to take all legal proceedings, necessary to secure a decree authorizing a distribution of the High School Fund, so-called, for further educational purposes required in the instruction of pupils in the High School.

ART. 5. To see if the Town will vote to appoint a Committee of not less than three competent and unprejudiced men, to thoroughly investigate the question of municipal lighting and to make a written report thereupon, and will appropriate the sum of three hundred dollars, or such part thereof as may be required, to be expended by said Committee in the preparation of its report.

ART. 6. To determine in what manner the Town will borrow the sum of three thousand dollars for a police signal system, of the Gamewell pattern, to be installed in accordance with the terms of a contract dated April 28, 1906.


ART. 7. To see if the Town will vote to define the course of Sucker Brook, so-called, from Mystic Street to and through its course through Meadow Brook Park, and to clear the same of all obstructions and make an appropriation for the same.

By virtue of this warrant, I have notified and warned the inhabitants of the Town of Arlington qualified to vote in elections to meet at the time and place, and for the purpose herein named by causing a printed attested copy of the same to be left at every dwelling house in town, and also by posting an attested copy of said warrant on the door of the Town Hall in said Arlington seven days at least before said day of meeting

In pursuance of the foregoing warrant the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall in said Town on Tuesday, the fifteenth day of May, in the year of our Lord one thousand nine hundred and six and were called to order at thirty minutes after seven o'clock in the evening, by the Town Clerk, who read the warrant calling the meeting and the return thereon of the constable who served the same upon the inhabitants.

TOWN RECORDS.


Article 1 taken up. (Election of Moderator).


William G. Peck was elected Moderator and was sworn to the faithful per- formance of his duties.


Article 4 taken up. (Larger distribution of Pratt Fund).


Voted : That the Trustees of the Pratt Fund be and hereby are duly authorized to take all legal proceedings, through town counsel, necessary to secure a decree, authorizing a larger distribution of the High School Income · Fund, so-called, for High School educational purposes, to the end that said income may be used in accordance with the demands of the present time.


Articles 2 and 3 taken up.


Under article 2 the Town refused to authorize its Board of Public Works to enter into a contract for ten years with the National Peat and Fuel Company for the sale of Peat in the Great Meadows.


Action on article 3 was indefinitely postponed.


Article 5 taken up. (Municipal Lighting).


Voted : On motion of F. A. Bisbee for the Committee of 21, that the sum of $250 be appropriated for the purpose of thoroughly investigating the question of municipal lighting for the Town of Arlington, the said amount to be expended under the direction of a committee appointed by the Town for that purpose, said sum to be raised by general tax for the year 1906.


The Moderator appointed Messrs. Frederick A. Bisbee, Henry Hornblower, and Franklin Wyman to serve on this committee.


Article 7 taken up. (Course of Sucker Brook).


Voted : That the subject matter of this article be referred to the Joint Board of Selectmen and Board of Public Works with instructions to report on same at the November Town Meeting.


Article 6 taken up. (Borrow for Police Signal System).
