On motion of E. H. H. Bartlett it was voted to take up Article 50.


Article 50 was taken up.


" To see if the Town will pass the following vote or act in any manner thereto : -


Voted : - At the annual meeting in 1905 the Town shall elect one (1) Selectman for the term of one year, and at the meet- in March, 1906, shall elect two (2) Selectmen for the term of one year, and at the meeting in March, 1907, shall elect three (3) Selectmen for the term of one year, and thereafter the Town shall annually elect three (3) Selectmen for the term of one year. All of said votes and said elections being in accordance with the provisions of Section 365 of Chapter 11 of the Revised Laws."


Voted : - Unanimously.


On motion of Edward H. H. Bartlett, that at the annual meeting in 1905, the Town shall elect one (1) Selectman for the term of one year, and at the meeting in March, 1906, shall elect two (2) Selectmen for the term of one year, and at the meeting in March in 1907 shall elect three (3) Selectmen for the term of one year, and thereafter the Town shall annually elect three(3) Selectmen for the term of one year. All of said votes and said elections being in accordance with the provisions of Section 365 of Chapter 11 of the Revised Laws.


On motion of Frank W. Hodgdon, Articles 41 and 42 were taken up under Article 20.

Building has secured estimates of the cost of completing the work as economically as possible, with a due regard to securing good work and so far as practicable have secured definite bids, and find that to complete and furnish the building and grade the lot in a proper manner will require the appropriation of the additional sum of three thousand ($3,000) dollars. The Com- mittee believes that the loan necessary to raise this sum should be combined with the loan for raising the fourteen thousand ($14,000) dollars appropriated last November and recommends that the manner of issuing the necessary bonds be referred to the next Town Meeting.

The report of the Parmenter School Building Committee was accepted as a report of progress.


Voted : - (By a two-thirds majority. )


On motion of Frank W. Hodgdon that three thousand ($3,000) dollars be appropriated for the completion and fur- nishing of the Parmenter School Building and the grading of the lot in addition to the sums already appropriated therefor, and that said sum be borrowed and that the style and denomi- nation of the bonds or notes and the length of time for which they are to run be determined at the next Town meeting. The above sum to be expended by and under the direction of the building committee appointed April 7, 1904.


James A. Bailey, Jr., declined to serve as a member of the Parmenter School Building Committee and the declination was accepted.


Voted : - On motion of Charles T. Scannell that John H. Hardy be appointed on the Parmenter School Building Com- mittee to fill the vacancy occasioned by the declination of James A. Bailey, Jr.

ADJOURNED TOWN MEETING APRIL 21, 1904.


Pursuant to adjournment the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs, met in the Town Hall, in said Town, on Thursday, the twenty-first day of April, in the year of our Lord nineteen hundred and four and were called to order at thirty minutes after seven o'clock in the evening by the Moderator, Walter A. Robinson.


The Committee consisting of the Moderator, Chairman, and Secretary of the present Committee of Twenty-one, to whom was referred the nomination of a new Committee of Twenty-one to serve for the ensuing year, and to extend through, and in- clude, the annual meeting in March, 1905, and its adjourn- ments, made their report and it was


Voted : - That the report of the Committee on nominating a Committee of Twenty-one for the ensuing year, to extend through, and include, the annual March meeting of 1905, and its adjournments, he accepted and that the following citizens nominated by said committee be declared elected to serve on said Committee of Twenty-one ; and it was further


Voted : - That all articles in the warrant involving an appro- priation of money be referred to said Committee of Twenty-one without debate ; said Committee shall consider all articles so referred and make report thereof in print with their recommen- dations for final action by the Town at its adjourned meeting ; said Committee of Twenty-one shall also consider all articles in any warrant during the year, involving an appropriation of money, and report to the Town in print or otherwise, its esti- mates and recommendations at the several meetings called for by the warrant; said Committee of Twenty-one shall choose

the warrant, referring to the adoption of meters as a means of measuring the amount of water delivered to the citizens and determining the amount to be paid therefor, has considered the same and reports as follows :


After studying the subject, in the opinion of the committee the cost of assessing and collecting the water rates will be in- creased from two thousand ($2,000) to three thousand ($3,000) dollars per year if meters are installed.


In view of the present condition of the finances of the Town, a considerable sum which will have to be raised by increased water rates or taxes to pay for installing and care of meters, and in view of the fact that any saving in the amount of water used will not in any way decrease the amount of the Metropoli- tan water assessment which is paid to the State, it is not advis- able to introduce meters on domestic services at the present time.


In other words while it is admitted by all that the water rates are most equitably assessed by the use of meters, it is not advisable to tax ourselves at the present time a large sum annually simply to make a more accurate division of the water rates, however much it is desirable to do so in the abstract.

Voted : - On motion of Peter Schwamb by a two-thirds majority, that the sum of three thousand ($3,000) dollars be appropriated for the purpose of extending the main pipes of the Water Works during the year 1904, in accordance with the provisions of the vote of the Town passed March 24, 1902, and that for the purpose of raising said sum or so much thereof as the Board of Public Works shall from time to time certify to the Treasurer to be needed for the purpose of paying for water pipe extensions, bonds of the Town be issued as authorized by Chapter 412 of the Acts of 1892, for the aggregate principal sum of not more than three thousand (3,000) dollars, and pay- able to the bearer thereof thirty years from this date and bear- ing interest at the rate of four per cent. per annum, payable semi-annually upon the presentation of coupons attached to said bonds. Said bonds to be denominated on the face thereof, Arlington Water Loan Act of 1892, and to bear the seal of the Town and to be signed by the Treasurer and countersigned by the majority of the Board of Selectmen and that the Treasurer cause the said bonds to be prepared and executed accordingly and sell the same at such price, not less than par, and at such time or times as he and the Selectmen shall deem proper.


Also, that the sum of five hundred ($500) dollars, now in the Water Works Treasury, be appropriated for the extension of the water mains to be used at such time as the Board of Public Works shall certify to the Treasurer that the said sum is needed.

To Alonzo S. Harriman, a Constable of the Town of Arlington, in said County. Greeting : -


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Arlington, who are qualified to vote in elections and Town affairs, to assemble in the Town Hall on Thursday, the twenty- sixth day of May, current, at 7.30 o'clock, P.M., then and there to act on the following articles, viz. : -


ART. 1. To choose a Moderator to preside at said meeting.


ART. 2. To see if the Town will appropriate sixty-six ($66) dollars, being the amount of a bill against the Town and due Francis R. Henderson, for use of Mill property for unloading stone for Broadway retaining wall in 1900.

ART. 8. To see if the Town will vote to ratify the lease of the Pumping Station Building and land adjoining, given by the Board of Public Works in behalf of the Town, to Charles H. Hoffman, dated April 30, 1904; also the lease of the pasture land about the Great Meadows, given by the Board of Public Works in behalf of the Town to Alvin S. Butterfield, dated April 1, 1904 ; and to see what action the Town will take or what authority the Town will give its Board of Public Works with reference to the leasing of any part or parts of its lands and buildings in or adjoining the Great Meadows.

ART. 9. To see if the Town will vote to pay to Peter Schwamb out of the rent received from the Pumping Station Building, the sum of twelve and 50-100 dollars ($12.50) to re- imburse him for a cash payment made by him in behalf of the Town.

ART. 10. To see if the Town will vote to make an appro- priation for the construction of a sewer in a portion of Kensing- ton Road.

ART. 11. To see if the Town will rescind so much of the vote passed at the Town Meeting held Nov. 16, 1903, by which the sum of fourteen thousand dollars ($14,000) was ap- propriated " for the erection of a primary school building at the corner of Irving and Academy streets," as relates to the manner of raising said sum.

ART. 12. To see if the Town will vote to borrow the sum of seventeen thousand dollars ($17,000) which it has appropri- ated for the construction and furnishing of the Primary School Building at the corner of Irving and Academy streets, and authorize the Treasurer, with the approval of the Selectmen, to issue the Town's notes or bonds therefor.
