By unanimous consent the ballot box was opened at eight (8) o'clock, and at various times during the day, for the purpose of removing ballots to be counted.


At the close of the polls the ballot box registered 1,186. The names checked by the Ballot Clerks and the names checked by the checkers at the ballot box were counted and found to agree with the number registered by the ballot box, eleven hundred and eighty-six (1,186).


The unused ballots were inclosed in a package, sealed, and delivered to the Town Clerk. The election officers canvassed the votes given in and the whole number was found to be eleven hundred and eighty-six (1,186), of which number nine were women, which agreed with the total number registered by the ballot box. The ballots were then canvassed and counted by the Moderator, Town Clerk and Tellers and declaration made thereof at six (6) o'clock in the afternoon as follows :-


Selectman for three years - James A. Bailey, Jr., had nine hundred fifty-nine (959) and was declared elected. (Sworn March 9, 1904.) Blanks, two hundred eighteen (218).


Town Clerk for one year -Thomas J. Robinson had ten hundred and three (1,003) and was declared elected. (Sworn by the Moderator in open meeting March 7, 1904.)


Assessor for three years - Omar W. Whittemore had nine hundred eighty-six (986) and was declared elected. (Sworn March 8, 1904.) Blanks, one hundred ninety-one (191).

On the question, " Shall licenses be granted for the sale of intoxicating liquors in this Town?"- " Yes," three hundred and forty-four (344) ; " No," six hundred and ninety-six (696) . Blanks, one hundred and thirty-seven (137).


And declaration was made that the Town had voted not to grant licenses for the sale of intoxicating liquors.


In counting the ballots the blank forms approved by the Secretary of the Commonwealth were used by the Tellers.

Voted : - On motion of George W. Perkins it was voted that when the meeting adjourned, it adjourn to meet in Town Hall on Monday evening, March 28, 1904, at eight o'clock.

The check lists used at the entrances to the polling place and at the ballot box, together with the ballots cast and the tally sheets used by the Tellers, were sealed up in open meeting and the package indorsed by the election officers. The ballots un- used were also sealed up in a separate package and indorsed in the same manner and both packages were delivered into the custody of the Town Clerk.


The meeting was then declared adjourned.

ADJOURNED TOWN MEETING MARCH 28, 1904.


Pursuant to adjournment the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs met in the Town Hall in said Town, on Monday, the twenth-eighth day of March in the year of our Lord one thousand nine hundred and four, and were called to order at eight o'clock in the even- ing by the Moderator, Walter A. Robinson.


Article 54 taken up.


To appropriate and raise, by borrowing or otherwise, such sums as may be necessary for all or any of the purposes men- tioned in the foregoing articles, and especially to act upon all or any of the appropriations asked for or proposed by the Selectmen or by any Town officers or committees.


The Committee of Twenty-one appointed at the meeting March 3, 1903, and whose term of office was extended to include this meeting by vote of the Town November 16, 1903, made their report in print, which report had been distributed as the warrants for Town meetings are usually distributed and also at this meeting.


On motion of Charles T. Scannell the report of said Commit- tee relating to appropriations was taken up and acted upon and the following appropriations made.


Notes due in 1904. Thirteen thousand eight hundred and fifty dollars ($13,850.00.)


Voted : - That there be appropriated and paid into the Sinking Fund the sum of ten thousand ($10,000) dollars out of the receipts of the Water Department, and five thousand ($5,000) dollars out of the corporation and bank tax for the current year, making in all fifteen thousand ($15,000) dollars, to be paid into the Sinking Fund.

On motion of Charles T. Scannell it was voted that the follow- ing appropriations were made from the income of the Water Department : interest on the water debt, twelve thousand seven hundred and sixty ($12,760) dollars ; Metropolitan water as- sessment, thirteen thousand two hundred ($13,200) dollars, or such amount as may be necessary for that purpose ; maintenance and renewal of main pipes, eleven thousand ($11,000) dollars ; Sinking Fund, ten thousand ($10,000) dollars.


Voted : - On motion of Charles T. Scannell that ringing the bell on the Unitarian Church at noon and at nine o'clock P. M. be discontinued, and that the care of the clock be added to the duties of the Superintendent of the Fire Alarm.


Voted : - On motion of Charles T. Scannell that the Town Counsel be appointed by the Selectmen and Board of Public Works, sitting as a joint board.


Voted : - That the matter of repairing and improving the Russell School Building be referred to a committee of three con- sisting of Warren W. Rawson, John T. White and E. Nelson Blake, said committee to report at a future Town meeting.


Voted :- On motion of Charles T. Scannell that the matter of repairs and fire escapes for the Town Hall building be referred to the Selectmen, they to obtain definite estimates of the cost

of making such alterations and repairs and report at a future Town meeting.


Voted : - On motion of Charles T. Scannell that in addition to the bills which the Auditor and Treasurer are now authorized respectively to approve and pay, that the Auditor be authorized to approve and the Treasurer be authorized to pay bills, approved by the trustees of the Robbins Library in anticipation of the annual income from funds held in trust for the benefit of said Library, to such an amount as shall be approved by the trustees of said Library.


Voted : - On motion of Charles T. Scannell that in addition to the bills which the Auditor and Treasurer are now authorized to respectively approve and pay, that the Auditor be authorized to approve, and the Treasurer be authorized to pay, bills ap- proved by the Selectmen for State Aid for the year 1904 to an amount not exceeding fourteen hundred seventy-four ($1,474) dollars, which amount will be received by the Town from the Commonwealth to reimburse it for amounts paid for State Aid during the year 1903.


Voted : - On motion of Charles T. Scannell that in addition to the bills which the Auditor and Treasurer are now authorized to respectively approve and pay, that the Auditor be authorized to approve and the Treasurer be authorized to pay bills incurred and approved by the School Committee in anticipation of the income for the year 1904 of funds held in trust for the benefit of the public schools to the amount of such income as certified by the School Committee.


Voted : - That Article 47 be taken up.

"To see if the Town will vote to appropriate the sum of twelve thousand ($12,000) dollars for the purpose of wiping out the balance of the defalcation represented in the Suspense Account."

Voted : - Unanimously, on motion of Charles T. Scannell, that the sum of twelve thousand ($12,000) dollars, now stand- ing on the books of the Town as Suspense Account, be disposed of by the issue of four (4) notes of three thousand ($3,000) dollars each, payable one each in 1906, 1907, 1908 and 1909, said notes to be made in accordance with the law governing the issue of such notes.


Voted : - On motion of Charles T. Scannell that all depart- ments furnish the Auditor with a list of all unpaid bills up to and including December 31st of each year, showing to whom due, for what due, and the amounts, and that the Auditor be authorized to incorporate the same in his annual report.


Voted :- On motion of Charles T. Scannell that the sum of one hundred and forty-one dollars and seventy-three cents ($141.73), be appropriated for liability insurance on sewers.


Voted : - On motion of Charles T. Scannell that the Select- men, Town Clerk and Collector confer together with a view to arranging the business of the Town, so that it will enable the Town Clerk, Collector and the Clerk of the Selectmen to take their annual vacations.


Articles 41 and 42 taken up.


ART. 41. '"To see if the Town will appropriate a sum of money sufficient to furnish the William E. Parmenter School, now being erected at the corner of Academy and Irving Streets."


ART. 42. " To see if the Town will appropriate a further sum of money for architects fees, heating and ventilating and grading the lot, in connection with the William E. Parmenter School."


The Committee of Twenty-one to whom Articles 41 and 42 were referred made the following report : -

your Committee believe that a suitable building should have been completed and furnished within that amount had proper business methods obtained. The Building Committee now say that $2,700.00 additional will be necessary to properly equip and furnish the building.


We are reluctantly forced to the conclusion that the Town cannot afford to make any further appropriation for this purpose, until at least it satisfies itself that it is absolutely necessary to do so and that a more business-like administration of affairs is to be expected in the future.


The report of the Committee of Twenty-one on the matter of Parmenter School was accepted.


Voted :- On motion of William H. Nolan, that the Building Committee of the Parmenter School building be discharged and relieved of all further duties in connection with said building.


Voted : - On motion of Charles T. Scannell that a committee of three consisting of James A. Bailey, Jr., Frank W. Hodgdon and Henry Hornblower be appointed to complete the work on the Parmenter School building and place the same in readiness for occupancy and said Committee are hereby authorized to expend for said purpose a sum not exceeding twenty-seven hundred ($2,700) dollars.


Charles T. Scannell presented the list of the Committee of Twenty-one as nominated by the Moderator, Chairman and Sec- retary of the present Committee of Twenty-one, to serve during the ensuing year.

Pursuant to adjournment the inhabitants of the Town of Arlington, qualified to vote in elections and Town affairs met in the Town Hall, in said Town, on Thursday, the fourteenth day of April in the year of our Lord nineteen hundred and four, and were called to order at thirty minutes after seven o'clock in the evening by the Moderator, Walter A. Robinson.


On motion it was voted that the matter of nominating a Com- mittee of Twenty-one for the ensuing year be referred to the Moderator, Chairman and Secretary of the present Committee of Twenty-one, to report a new list with a view to a more equal distribution of the members in the various sections of the Town.


On the recommendations of the Committee of Twenty-one relating to sale and care of lots in the Cemetery the Moderator ruled that said recommendations could not be acted upon with- out an article in the warrant.


Voted : - On motion of Timothy O'Leary to take up Article 51.

" To see if the Town will vote to authorize the Water Com- missioners to extend the water pipe through Pine Street, and make appropriation for the same."


Voted : - On motion of Timothy O'Leary that the Board of Public Works be authorized to extend the water pipes through Pine Street, and that the sum of one hundred and fifty ($150) dollars be appropriated for that purpose.


Voted : - On motion of William H. H. Tuttle that Article 52 be taken up.

" To see if the Town will vote to authorize the Collector of Taxes to use all means of collecting the taxes for the years 1902, 1903 and 1904, which a town treasurer may use when appointed a collector of taxes."


Voted : - On motion of William H. H. Tuttle that the Col- lector of Taxes be and hereby is authorized to use all means of collecting the taxes for the years 1902, 1903 and 1904 which a town treasurer may use when appointed a collector of taxes.

Voted : - That the following names be added to the list of Jurors as submitted by the Selectmen :- James Crammond and Malcolm A. Ross.
