ARLINGTON TOWN REPORT


River Reservation, substantially in the location of the private way known as Webster Street, as made and re- ported by the Joint Board of Selectmen and Board of Pub- lic Works, under the provisions of law authorizing the assessment of betterments; establish said way ; make an appropriation for said laying out and the construction of said way; determine in what manner the money shall be raised ; or take any action relating thereto.


Said way as so laid out is bounded and described as follows :


Beginning at the point of intersection of the north- erly side line of Warren St. and the westerly side line of Webster St., thence easterly and northeasterly on said westerly side line of Wbester St. on a curve to the left with a radius of 32.63 feet, a distance of 40.74 feet to a, point of compound curve in said westerly side line of Webster St., thence continuing northeasterly on said westerly side line of Webster St., on a curve to the left with a radius of 301.97 feet a distance of 152.66 feet to a point of tangency in said westerly side line of Webster St., thence continuing northeasterly on said westerly side line of Webster St., a distance of 621.89 feet to an angle point in said westerly side line of Webster St., thence continuing northeasterly on said westerly side line of Webster St. a distance of 893.73 feet to a point of curve in said westerly side line of Webster St., thence northerly on said westerly side line of Webster St. on a curve to the left with a radius of 25.0 feet, a distance of 32.92 feet to the southerly side line of Mystic Valley Boulevard, thence southeasterly on said southerly side line of Mystic Valley Boulevard, a distance of 91.73 feet to the easterly side line of Webster St., thence north- westerly and westerly on said easterly side line of Web- ster St. on a curve to the left with a radius of 21.22 feet, a distance of 40.92 feet to a point of tangency on said easterly side line of Webster St., thence southwesterly on said easterly side line of Webster St. a distance of 873.01

Article 52. To see if the Town will make an ap- propriation, under the provisions of law authorizing the assessment of betterments, for the original construction of public ways in the Town, the laying out of which is accepted at this meeting, including land damages and the cost of pavement and sidewalks laid at the time of said construction ; determine in what manner the money shall be raised ; or take any action relating thereto.


Article 53. To see if the Town will make an ap- propriation for the alteration of specific repairs upon and construction of, all or any portion of Broadway from Massachusetts Avenue to the Somerville line; de- termine in what manner the money shall be raised; or take any action relating thereto.


Article 54. To see if the Town will make an ap- propriation for the specific repairs upon and construc- tion of, all or any portion of Appleton Place from the southerly side line of Appleton Street to a point south- easterly approximately 360 feet; determine in what

Article 55. To see if the Town will make an ap- propriation or appropriations to pay debts and obliga- tions incurred prior to Jan. 1, 1925, relating to all or any of the following : For the use of the Water Division ; water used for public purposes; for the extension of the water mains; for the use of the Highway division; for the maintenance of the sewerage system; for the exten- sion of the sewerage system ; for the removal of snow and ice; for the collection and disposal of ashes, offal and rubbish; and for the engineering department; determine in what manner the money shall be raised; or take any action relating thereto.

To see if the Town will amend its Zon- ing By-Law by altering the zoning map therein referred to so as to include in a business district the present gen- eral residence district shown as Lot 218, as shown upon a plan marked "J. P. Squire Estate", plan laid out by H. S. Adams, Civil Engineer on file in the office of the Town Clerk, situated on the northerly side of Lake Street, near Massachusetts Avenue; or take any action relating thereto.

To see if the Town will amend its Zon- ing By-Law by altering the zoning map therein referred to so as to include in a business district all or any portion of a certain parcel of land containing 10,000 square feet, more or less, situated on the northerly side of Summer Street, owned by Patrick F. Toye and bounded by land of Thomas F. Kenney ; or take any action relating thereto.

CONSTABLE'S RETURN


Arlington, February 25, 1925.


Middlesex County :


By virtue of this Warrant I have notified and warned the legal voters of the Town of Arlington to meet at the times and places and for the purposes herein named by causing a printed attested copy of the same to be left at every dwelling house in the Town, and by posting an attested copy at the doors of the Town Hall seven days at least before said day of meeting and by posting at- tested copies in two or more conspicuous places in each voting precinct in the Town. A notice of the times, places and objects of the meetings was published in the local papers.

In pursuance of the foregoing warrant the legal voters of the Town of Arlington met in their respective voting places in said town on Monday, the second day of March in the year of Our Lord one thousand nine hun- dred and twenty-five at six o'clock in the forenoon.


The following places were designated as the voting places for the various precincts: Precincts 1 and 2, Crosby School Building, Winter Street; Precincts 3, 4, 5 and 6, Robbins Memorial Town Hall; Precinct 7, Locke School Building, Park Avenue, Heights.

ARLINGTON TOWN REPORT


The polls were declared open in each precinct at six o'clock in the morning and remained open until five o'clock in the afternoon, at which time, after due notice they were declared closed.


The ballots were counted by the election officers in each precinct, the tally sheets and total tally sheets pre- pared by the Town Clerk being used.


The ballots cast were, after being counted, enclosed in envelopes, sealed, signed by the election officers, en- cased in a wooden box which was locked and sealed and the same delivered to the Registrars of Voters in the Town Clerk's Office.


The Registrars and Town Clerk canvassed the re- turn as made by the election officers and the result was announced by the Town Clerk as follows :

Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town by a Constable of said town, and notices sent by mail by

the Town Clerk at least seven days before the day of meeting to the Town Meeting Members, elected and qualified to act in Town Meetings in Arlington, the Town Meeting Members so qualified met in the Robbins Memo- rial Town Hall in said Town on Thursday, March 26, 1925, at eight o'clock in the evening.


Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of James F. Higgins and Philip T. Robinson. The Lists contained the names of two hundred and sixty-one Town Meeting Members qualified to partici- pate and vote in Town Meetings in Arlington.


The Check Lists filed with the Town Clerk at the close of the meeting showed that one hundred and nine- ty-six members attended the meeting.


The meeting was called to order at five minutes after eight o'clock by the Moderator, John G. Brackett.


The Town Meeting Members were sworn by the Moderator.


Copies of the Warrant having been supplied to the Town Meeting Members the Clerk read only the Call and the Constable's Return of the. Warrant, the meeting voting on Charles B. Devereaux's motion to dispense with the reading of the remainder of the Warrant.

WHEREAS it soon becomes the task of the school committee to choose a name for the new school building to be erected on Lake Street, on the True site so-called, it is therefore

Voted: That the reports of the Selectmen and the various Town Officers, as presented in the Town Report, together with the additions of the Table of Sta- tistics of Assessors and Committees heretofore appointed be accepted.

No report was made by the Committee under vote passed April 16, 1923 to draw up regulations relating to land acquired by the Town in connection with unpaid taxes and assessments.


On account of the Committee having been dis- charged at a previous meeting, there was no report on Additional School Accommodations.


No report was made by the Committee under vote passed March 28, 1923 for the construction of the Fire Department Building.


On motion of Hollis M. Gott, Chairman of the Fin- ance Committee :


Voted: That the remaining articles in the War- rant be now taken up and the recommendations of the Finance Committee as contained in the printed report be considered as now before the meeting, one change to be made in the Outside Poor recommendation :

Voted: That the remaining articles in the War- rant be taken up in the following order :- 4-24 both inclusive, 58, 25-57 both inclusive, and that the same be considered as now before the meeting to be voted upon and in the order given.


Article 4 taken up. (Appropriation for Robbins Library)


Voted : That the Dog Tax and the sum of $13,000 be and hereby is appropriated for the Robbins Library and branches for the year 1925, the same to be expended under the direction of the Trustees of the Library.


Article 5 taken up. (Appropriation for Schools)


Voted: That the sum of $392,010. be and hereby is appropriated for the Public Schools for the year 1925, the same to be expended under the direction of the School Committee as follows :
