Arlington, March 13, 1934
Petitions for a recount of the votes cast on March 5, 1934 for Town Meeting Members were filed in accordance with law in the office of the Town Clerk.
Accordingly a recount was held March 13, 1934 at two o'clock in the afternoon in the Hearing Room, Rob- bins Memorial Town Hall.
The recount was conducted by the Registrars of Voters assisted by duly appointed clerks.
The candidates were duly notified by registered mail.
Some of the candidates appeared.
The meeting was called to order at two o'clock P. M. by Eben F. Dewing, Chairman of the Board.
The reading of the petitions was waived. The Clerk broke the seals and opened the boxes.

ANNUAL MEETING
Arlington, March 21, 1934.
Pursuant to the Warrant of the Selectmen served according to law upon the inhabitants of the Town by a Constable of said Town, notices having been sent by mail by the Town Clerk seven days before the day of meeting to the Town Meeting Members elected and qualified to act in Town Meetings, in Arlington, and posted at two places in each precinct, the Town Meeting Members met in the Robbins Memorial Town Hall in said Town on Wednesday, March 21, 1934 at eight o'clock in the evening. The War- rant calling the meeting was the notice sent by mail by the Town Clerk.
Lists of the duly qualified Town Meeting Members were used at the entrances of the meeting place and were in charge of Philip T. Robinson and James E. Sweeney. The lists contained the names of two hundred and seventy Town Meeting Members.
The Check Lists filed with the Town Clerk at the close of the meeting showed that two hundred and thirty members attended the meeting.
James C. Carr, stenographer, was sworn by the Town Clerk to the faithful performance of his duties.
The meeting was called to order at 8:05 P. M. by the Moderator, Judge John G. Brackett, who declared a quo- rum present.
The Town Meeting Members were sworn by the Moderator.
Copies of the Warrant having been supplied to the Town Meeting Members, the Town Clerk read only the Call and the Constable's Return of the Warrant, the

meeting voting on Leonard Collins' motion to dispense with the reading of the remainder of the warrant.
The following motion was made by Leonard Collins:
That when this meeting adjourns if all the business of the meeting as set forth in the Warrant is not disposed of on this date, the meeting adjourn to Wednesday eve- ning, March 28, 1934 at eight o'clock.
The amended motion of J. Howard Hayes to hold the Adjourned Meeting on April 4th instead of March 28th on account of Holy Week being put before the meeting was lost.

On motion of Harold M. Estabrook :
Voted: (Unanimously) That the report of the Finance Committee as presented in printed form be received.
The Moderator having ruled that the request of Thomas G. Hennessy for information relative to meetings of the Finance Committee was out of order.
On motion of Jacob Bitzer:
Voted: (Unanimously) that the work of the Brackett School Building Committee having been completed the Committee be discharged.
On motion of J. Howard Hayes :
Voted: (Unanimously) That the following report of the Committee to investigate and study the Public Li- brary accommodations at Arlington Heights be received as a report of progress.
The committee under vote of the Town passed May 26, 1930 to investigate and study the Public Library ac- commodations at the Heights presents a report of pro- gress.
It is hardly necessary to emphasize the fact that the inadequacy of the library accommodations at the Heights was never more of a handicap to the community than today.
Owing to the great increase in circulation of books, the practical difficulties arising from the present arrange-

ments are very great. With the increase in enforced leisure among adults, and the scarcity of money for car- fare among students, there is a crying need for improve- ment in Library facilities. There is also a great need for a reading room and for a meeting place for clubs and associations interested in civic and social progress.
The committee feel confident that the Town is aware of these facts and that as soon as financial conditions warrant it an appropriation will be made by the Town for the erection of the Branch Library at the Heights, the plans for which have been accepted by the committee.

Voted: (Unanimously) That the following report of the School Committee for the Construction of a Passage- way between the old and new High School Buildings be accepted and the Committee be discharged from its duties as Building Committee in this connection.
Report of Building Committee for Construction of Passageway between Old and New High Schools
On March 23, 1932, the following vote was passed at the Annual Town Meeting :
Voted: That the sum of $18,000. be, and hereby is, appropriated for the construction of a four-story con- necting passageway between the old and new high school buildings; said sum to be raised by general tax and ex- pended under the School Committee.
The reason for authorizing this construction was the excessive inconvenience and hardship caused by the

necessity of descending staircases to ground level in the rear of the high school, walking across an unprotected walk and ascending other stairs, whenever students or teachers had to pass between the two buildings. In no case could this be done on the same level, and the extreme and not infrequent requirement was to pass from the fourth floor of the new building down and up to the sixth floor of the old school or vice versa.
Preliminary estimates of architect and contractors were that the cost would be between $25,000. and $30,000. After more detailed study, however, the conclusion was reached that $18,000. would be sufficient. This sum was accordingly appropriated.
The School Committee, acting as Building Committee, selected George E. Robinson (architect of the new high school building) as its architect. He gave the problem careful study and worked out an entirely satisfactory plan.
The passageway, built according to his plans and specifications, is erected on a deep and substantial foun- dation. It is of brick to correspond with the adjacent build- ings, and is entirely fireproof. The interior width is nine feet. Level corridors lead from old to new building at each floor. The old staircases are relocated for greater convenience. Proper lighting, heating, and safety provis- ions are incorporated, and the interior finish harmonizes with the adjoining corridors.
The passageway is not only of great convenience, but it also adds substantially to the welfare of the students and the efficiency of the school plant.
Bids for the original general contract were received from seven firms and by vote of the School Committee on July 1, 1932 the general contract was awarded to John W. Duff, Incorporated ,whose bid was $12,625. (This was later increased by $438. to provide for a better grade of

face brick.) The work was started at once and with the exception of a few minor details, was completed before the opening of the fall term on September 7.
Other expenses than those included in the general contract have amounted to $3,739.09, making the total expense $16,802.09; this leaves an unexpended balance of $1,197.91 to be returned to the Town Treasury.

Voted: (Unanimously) That the remaining articles in the warrant be now taken up separately in the order in which they appear in said warrant and that the recom- mendations of the Finance Committee under said Articles as presented in their printed report be considered as now before the meeting, to be voted upon without further motion, separately, under the respective articles as they appear in said report.
Article 4A taken up. (Transfers of salaries and wages).
The following substitute motion was offered by Mr. Giffin and amended by Mr. Moore.
That the town accept all transfers, gifts and contri- butions by town officers and employees, of portions of their respective compensation, salaries and wages, same to be 5% of said compensation, salaries and wages, and to be accepted from the period beginning January 1, 1934 and ending Aug. 31, 1934; and that the town hereby de- termines that all sums received from or in connection with any and all such transfers, gifts and contributions shall be used for aged citizens assistance; soldiers' relief, burials, and exemptions ; public welfare aid; and expended

under the direction of the Board of Selectmen, contribu- tions of 5% may not be accepted from salaries of less than twenty dollars per week or of total amount of com- pensation of less than twenty dollars per week in case of broken time received by any Town employee.
The Moderator declared the meeting adjourned at this hour, 8:28. until the business of the Special Meeting is completed.

Greeting :
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the legal voters of the Town of Arlington, to meet in the Town Hall in said Town on Wednesday, the 21st day of March, 1934 at 8:30 o'clock, P. M., at which time and place the following articles are to be acted upon and determined exclusively by town meeting members, in accordance with, and subject to the referenda provided for by, chapter 642 of the Acts of 1920.
Article 1. To hear and act upon the reports of the Finance and other committees heretofore appointed.

Article 2. To see if the Town will make an appro- priation or appropriations (a) to pay to the County of Middlesex or otherwise assessments for the Town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Act of 1932 bonds maturing in 1934, issued in compliance with chapter 10 of the Acts of 1932; (b) to so pay any other indebtedness incurred and outstanding under said chapter 10; (c) to so pay for the Town's share of interest on said bonds due in the year 1934; (d) to so pay for the care and treatment of tuber- cular patients under the provisions of chapter 385 of the Acts of 1928 as amended by chapter 60 of the Acts of 1931; (e) to so pay for the care, maintenance and repair of said hospital for the year 1933 including interest on temporary notes issued therefor in accordance with sec- tions 85 and 85A of chapter 111 of the General Laws; and (f) to so pay for all other expenses in connection with said hospital or said loan; determine how the money shall be raised and expended; or take any action in relation to said hospital, loan or any other thing herein mentioned.
Article 3. To see if the Town will make an appro- priation for the purchase of the tools, equipment and materials necessary to enable the Town to become eligible to institute and carry on certain public works and im- provements for which the Federal Government may pro- vide the money for the labor necessary in connection therewith under the Federal Civil Works Administration program, if and when extended; determine in what man- ner the money shall be raised and expended; or take any action relating thereto.
