A rising vote of thanks was given by the meeting to Mr. Wiley and to Mr. Nathan A. Nickerson who had acted as our Road Surveyor for thirty seven years for their past service.

Duties of this committee will be to determine the present and future needs of the Town in regard to all Public Buildings, except schools, and all public Parks and Landings. The committee shall be com- posed of five members, three of whom shall not be officers or employees of the Town. The Board of Selectmen shall appoint members of the committee annually. The findings and re- commendations of the committee shall be made to the

Board of Selectmen from time to time and an annual report shall be submitted by the committee to the Town.

Article 30. Voted: to accept the following by-law as authorized under Chapter 40, Section 21, sub-section 1 of the General Laws:


"No person except an officer of the law in performance of his duties, shall enter upon or remain upon the premises of another with the intention of peeking, spying, or looking into the window, door or other aperture of a house or structure in any manner or upon any person or persons therein. Any person found violating this law shall be subject to arrest and any person convicted of this offense shall be fined in an amount not exceeding twenty dollars ($20.00) for each offense." Article 31. Voted: to accept the following by-law as authorized under Chapter 40, Section 21, Sub-section 1, of the General Laws: It shall be unlawful for any person to consume alcoholic beverages on Public Highways or in Public parking places including vehicles thereon, within the Town of Eastham. Whoever violates the provisions of this by-law shall be fined in an amount not exceeding twenty dollars ($20.00) for each offense. Unanimous Voice Vote


Article 32. Voted: to transfer from unappropriated available funds in the Treasury, the sum of $20,000.00 for the purchase of the following lots from Florence Dorrie and Ernest and Helen Kirst, being shown as Lots 47, 48, 49 and 50 on Land Court Plan 10513-A, for a parking lot and bathing beach; said lots adjoin Town owned land at Cook's Brook Beach (so-called). Article 33. Voted : to raise and appropriate the sum of $800.00 for the purpose of installing flood lighting in the Town Hall parking lot, and that the Moderator appoint a committee of three to make said installation.

Voted; to add to Article 5, Section 1 of the Building By- laws and hereafter provide that all applications for building permits will be required to submit to the Building Inspector the following :


A. A suitable scaled plot plan showing actual dimen- sions of the lot to be built upon the size of buildings to be erected there and their location within the lot.

B. To show the proposed location of wells and sewerage disposal facilities.


C. To require sufficient permanent concrete bounds in order to clearly define the lot limits on the street or way.

Article 35. Voted : that the Town require any building or premises to be occupied, either partially or in its entirety, for whatever purpose shall require a certificate of occupancy to be issued by the building inspector stating that such building or buildings or premises is in compliance with the Town by-laws. Such certificates of occupancy shall be filed with the Town Clerk and kept a permanent part of the record. This requirement shall apply to any change, alter- ation or extension of existing use of land or buildings for which a building permit is henceforth issued. The certificate of occupancy shall be applied for at the same time as the building permit is requested. Such certificate shall be issued only upon the completion and compliance of the by-laws.

Voted : to add to Article 6 Section 1 of the building by-laws: "the value of the building shall be com- puted at the rate of $12.00 per square foot in area of the first floor and at the rate of $6.00 per square foot for each additional floor designed for living purposes. Voted : to amend Article 7, Section 1 of the building by-laws by adding the following: "work must commence within a 60 day period of the date of issuance of the building permit and the exterior of any building shall be completed withing a year of that date. "a fifty foot setback from all streets measured at a right angle with the line of the streets and a twenty-five foot distance from abutters' property lines"

SPECIAL TOWN MEETING WARRANT

To Harvey T. Moore, Constable of the Town of Eastham, in the County of Barnstable :


In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town qualified to vote in elections and Town affairs to meet at the Town Hall on Thursday, the Twenty-Fourth (24) day of June at 7:00 o'clock in the evening, then and there to act on the following articles in this Warrant.


Article 1 To see if the town will vote to transfer a sum of money from available funds in the treasury for re- novating one office and the heating system in the town hall and for the purchase of equipment for the existing town hall building.


Recommended $9,900.00


Article 2. To see if the town will vote to appropiate a sum of money for constructing an addition to the Town Hall and for originally furnishing and equipping said addition ; to determine whether the funds shall be provided by transfer from available funds in the treasury or by borrowing under the provisions of General Laws, Chapter 44, Section 7, Clause (3), or a combination thereof, and to authorize the select- men to execute contracts and do all things necessary to construct, furnish and equip said addition.


Recommended $57,000.00.


Article 3. To see if the Town will vote to transfer from available funds in the treasury the sum of $194.00 to pay unpaid bills of 1963.

Article 4. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purpose of converting the small Town Hall Auditorium, so-called, into town offices and build a vault for record storage and for the purchase of equipment for said offices and for installing a new heating system for said hall.

Article 5. To hear the reports of Committees and to do or act on anything which may legally come before the meeting.


You are directed to serve this Warrant by posting attest- ed copies thereof at the Post Office in North Eastham and at the Post Office in Eastham seven days at least before date of holding said meeting.

MINUTES SPECIAL TOWN MEETING


June 25, 1964


Pursuant to the conditions of the foregoing warrant, the voters assembled in the Eastham Auditorium, and, there being a quorum present, the meeting was called to order at 7:10 P.M. William Hokkenan and Wallace S. Woodworth were appointed to act as tellers and were duly sworn to their duties by the Town Clerk.


The call and service of the meeting were read by the Town Clerk and there being no objections, the reading of the Articles in the Warrant omitted.


Article 1. It was unanimously voted to suspend the rules in order that two plans could be discussed and debated in connection with the proposed addition of office space to the existing Town Hall.


Under this discussion Mr. Maurice A. Moore submitted his plan for utilizing the so-called small hall by dividing it into offices.
