NOTICE OF TOWN OFFICE HOURS


The Town Clerk, Treasurer and Tax Collector's office hours are 9 to 12 A.M. and 1 to 5 P.M. daily, Saturdays excepted.


The Selectmen, Assessors and Boards of Welfare and Health are in the office at the Town Hall on Mondays and Saturdays from 9 to12 A.M. and on the second and fourth Wednesday evenings from 7 to 9 P.M.


The Welfare Worker is in her office at the Town Hall on Mondays, Tuesdays and Fridays from 9 to 12 A.M. and from 1 to 5 P.M.


The School Committee meets on the first or second Tuesday of each month, as posted, at 7:30 P.M. at the Eastham Elementary School, on Schoolhouse Road.


The Building Inspector is in his office at the Town Hall on Saturdays from 9 to 12 A.M.


The Planning Board meets at the Town Hall the first and third Tuesday of each month, at 8 P.M.


The Town Nurse may be reached at the Elementary School, phone Orleans 1311W Monday through Friday mornings. At other times call Orleans 1311R.


The Annual Town Meetings are held on the third Monday in February at the Town Hall, at 7:00 P.M.


The Annual Town Elections are held on the third Tuesday in February, at the Town Hall, unless that day is a holiday, in which event the election will be held on the third Wednesday in February.

REPORT OF THE BOARD OF SELECTMEN


To the Residents and Taxpayers of the Town of Eastham :


The year 1963 has been a year of changes for the Town of Eastham. The most important of these was caused by the "Conflict of Interest" law. As in other small Towns, this law hit us hard. Mr. Nathan A. Nickerson, who has been our Road Surveyor for the past 37 years, had to resign. That left the town with 4 snow plows and 3 sanders which fit Mr. Nickerson's equipment. However, we were able to hire his equipment for the balance of the year.


Under Article 20 in the Annual Town Warrant, we are requesting the sum of $15,000.00 for the purchase of a one ton truck and a tractor. As in the past, the Road Sur- veyor will be elected this year. However, we are hoping that you will vote favorably on the three questions which will be on the ballot this year asking that the Selectmen act as Road Commissoners and Park Commissioners and have the authority to appoint the Tree Warden. In this event the Selectmen will appoint someone who will function as a Supervisor of Public Works. We feel that this would be beneficial as it will put several departments under one head beginning in 1965.


Under Article 25 we are asking for $20,000.00 for the purpose of purchasing 3.6 acres of land adjoining the present Cook's Brook Beach and parking lot. During the past years the Town has been able to secure much shore front property at very little cost, and in comparison the property in question seems expensive. However, looking to the future, we feel that it is necessary that we acquire this property while it is available.

There are three articles in the Warrant concerning the transfer of Roads and Beachland to the Cape Cod Na- tional Seashore. These articles were included upon petition of some of the townspeople, so we ask that you consider these articles carefully.


The Board wishes to express its' appreciation to all Town Officers and Department Heads for their co-operation. As this is my last year as a Selectmen I want to extend my personal thanks and say that it has been a pleasure working with you these many past years.

REPORT OF THE BOARD OF ASSESSORS


To the Residents and Taxpayers of the


Town of Eastham :


Your Assessors, this year, have inserted an Article in the Warrant asking for $15,500.00 for the purpose of having a professional assessment made of the land and buildings in Eastham.


It has been seven years since we have made a reval- uation of land. Since that time the cost of land and buildings has reached such an inflationary point that our present assessments are no longer functional.


It is possible that your Board of Assessors could ac- complish this equalization of valuations. However, after carefully examining all factors involved, we feel that a well equipped organization, with trained personnel, would be able to do the job accurately in far less time. Also, with a professional service doing the work, there would be no possibility of any accusations of favoritism being shown.


As the State laws now require that all property be assessed at its full and fair cash value, we feel that this revaluation is a must before the process of changing the current values takes place.


Many of you are, no doubt, aware of legislation passed in 1963 which grants an abatement of $4,000.00 valuation on Real Estate taxes to those persons who were seventy years of age or over on January 1, 1964, who are otherwise eligible. To be eligible, persons applying for this abatement must have been residents of the Commonwealth for not

less than ten years and have owned said property for the preceding five years and be domiciled therein, and have an income from all sources of less than $4,000.00, or if married, a joint income of less than $5,000.00.


Until such time as there is a revaluation of property, and all properties are assessed at 100%, this law will have a staggering effect on the tax rate. It is, therefor, imperative that this revaluation be accomplished during the year 1964.
