Article 2. VOTED that all the necessary town officers be appointed by the Board of Selectmen.


Article 4. VOTED that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1960, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, of the General Laws.


On motion duly made and seconded, it was voted that this meeting be adjourned to Tuesday, March 22, 1960, at 7:30 in Dean Junior College Gymnasium.

PROCEEDINGS OF THE ANNUAL ADJOURNED TOWN MEETING, MARCH 22, 1960


The meeting was called to order by the Moderator, Romeo Assetta, at 7:30 P.M. in Dean Junior College Gymnasium.


The Town Clerk stated that this meeting was duly called and held for the purpose of election of Town Officers on Tuesday, February 9, 1960 in the High School. The Warrant and return thereof was read by the Town Clerk. The polls opened at 6 A.M. and closed at 8 P.M. After the closing of the polls and before the adjournment of the meeting, a quorum being present and voting, the following votes were passed.


Article 2. VOTED that all other necessary Town Officers be ap- pointed by the Selectmen.


Article 4. VOTED that the Town authorize the Town Treasurer, with the approval of the Selectmen to borrow money, from time to time, in anticipation of the revenue of the financial year beginning January 1, 1959, and to issue a note or notes therefor payable within one year and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44 of the General Laws.

Following the above votes it was moved, seconded and voted that the meeting stand adjourned to Tuesday, March 22, 1960 at 7:30 P.M. in Dean Junior College Gymnasium.

Article 3. To hear a report of the Town Officers and Committees and act thereon.


VOTED that the report of the Town Officers and Committees as printed in the Town Report be accepted.


Article 5. To see what sum of money the Town will raise and appropriate for the following purposes, to wit:


1. For general government, including the Compensation and ex- penses of the Selectmen, Auditor, Moderator, Collector of Taxes, Treasurer, Assessors of Taxes, Town Clerk, Elections and Registration, Dog Officer, Planning Board, Advisory Board, Field Driver, Town Hall, Town Counsel, Building Inspector and other finance accounts.


2. For protection of Persons and Property, including the payment of Police, Bicycle Registration, Support of Fire Department, Sealers of Weights and Measures and for Prevention and Suppression of Forest Fires and Civil Defense.


3. For health and sanitation, including expenses of the Board of Health, Inspection of Animals, Inspection of Meats and Provisions and Inspection of School Children. Also, for the Construction and Main- tenance of Sewers and Sewer Beds.


4. For Highways and Bridges, including construction and repair of Roads, Bridges, Sidewalks, Street Lighting, Surface Treatment, Snow Removal and all other Highway Expenses, also for the Union Street and City Mills Cemeteries, Street Lines and Traffic Signals, Maintenance of the Playgrounds and Recreational Facilities of the Town, Care of the Common and the Swimming Pool, Extermination of Gypsy Moth, Elm Beetle Dutch Elm and Care of Shade Trees, and for the Maintenance and operation of the Water Department. Also for the administration of the Board of Public Works and Maintenance of the Public Works Building.


5. For Public Welfare, Welfare Administration and Welfare Assistance.

6. For Veterans' Center and Benefits, including Soldiers' Burials.


7. For Education, including all expenses of the School Committee.


8. For the Franklin Public Library


9. For the various Insurance Accounts, including Fire Insurance, Fleet Fire and Theft, Fleet Liability and Property Damage, Workmens' Compensation, and Group Life and Hospitalization.


10. For unclassified accounts, including Ambulance Maintenance, the Decoration of Soldiers' Graves, Printing and Distribution of the Town Reports, for the Town's share of cost of Maintenance of Norfolk County Retirement System, Foreclosure of Tax Liens, and also for Rent of Quarters for the Veterans of Foreign Wars and Disabled American Veterans.

Article 9. To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100) to purchase eyeglasses and spectacles for children under eighteen years of age and whose parents or guardians are financially unable to provide them, the same to be expended under the direction of the Selectmen, as provided for in an amendment to Section V, Chapter 40 of the General Laws, or do any- thing relating thereto. VOTED that the Town appropriate the sum of Eight Hundred and Thirty-nine Dollars and Eleven Cents ($839.11), the Dog License money received for the present year for the support of the Franklin Public Library.

To see if the Town will vote to raise and appropriate the sum of Two Thousand Eighty Dollars ($2,080.00) to pay Forty Dollars ($40.00) weekly for the use of the Town Dump; that the Town owned bulldozer be furnished for leveling off said dump, free of charge, with driver, at least once a year and not more than four times a year; that exterminator in sufficient quantity be supplied by the proper authorities to the owner to be applied by him for the extermi- nation of rats; and authorize the selectmen to execute a lease for one year with the option of renewal yearly for the following four years, or to do anything relating thereto. Article 15. To see if the Town will vote to transfer from sewer Available Surplus to Municipal Indebtedness the sum of Nine Hundred and Eight Dollars and Five Cents ($908.05) to cover payment on Sewer Loan debt maturing in 1960, or do anything relating thereto. (By Treasurer)

Article 16. To see if the Town will vote to raise and appropriate or appropriate from available funds the sum of One Thousand Dollars ($1,000) for the proper observance and celebration of the Christmas season by the decoration and illumination of public buildings and public streets and for purchase, installation and decoration of Christ- mas trees upon municipal lands, to be expended under the direction of the Selectmen, or do anything relating thereto. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Four Thousand Dollars ($4,000) for the repair and maintenance of Chapter 90 roads, said sum to be used in conjunction with any money which may be allotted by State or County, or both, for this purpose, the same to be expended under the direction of the Board of Public Works, or take any action relative thereto.
