VOTED that the Town authorize the Board of Selectmen to sign and execute a lease with the New York, New Haven and Hartford Railroad Company for the right to install, use and maintain a certain construction, consisting of a line of 6 foot concrete drain pipe, in a steel sleeve, on, across and under land and tracks of the Boston Division of the Railroad Company at about Engineering Station 1489 plus 60 of the monumented center line of the Railroad Company at Franklin, Massachusetts, substantially as shown in red on print hereto attached, made a part hereof, and entitled "N. Y., N. H. & H. R. R., Boston Division Tracks and Buildings, Franklin Jct., Mass. Proposed Installa- tion of 6' Concrete Drain Pipe Spruce Pond Drainage Project for Town of Franklin, Mass. PROCEEDINGS OF SPECIAL TOWN MEETING


JUNE 28, 1960


The meeting was called to order by the Moderator, Romeo Assetta, at 8:00 P.M. in Dean Junior College Gymnasium, a quorum being present and voting.


The Moderator then appointed the following Tellers and they were sworn by him to the faithful performance of their duties: Howard C. Abbott, Richard Costello, William Goodwin, Orlando D'Errico, Dr. James W. Howard and Woodrow Abbott.


The Warrant and Return of the Warrant was read by the Town Clerk.

Article 1. To see if the Town will vote to appropriate the sum of One Hundred Forty-five Thousand Dollars ($145,000) or any other sum for the purpose of constructing eight (8) additional classrooms to the existing Gerald Murdock Parmenter School and for originally equip- ping and furnishing said addition, above sum to include the cost of architect's fees and plans, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and by borrowing under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended, to be expended under the direction of the School Building Committee, or take any action relative thereto.


VOTED by secret ballot, yes 229, no 313, that this article be indefi- nitely postponed.


Article 2. To see if the Town will vote to appropriate the sum of Three Hundred and Eight Thousand Dollars ($308,000) or any other sum for the purpose of constructing seven (7) additional classrooms, a four-hundred (400) student cafeteria and kitchen to the existing Theron Metcalf School and for originally equipping and furnishing said addition, above sum to include the cost of architect's fees and plans, and determine whether the money shall be provided for by taxation, by appropriation from available funds in the treasury, and by borrowing under authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended, to be expended under the direction of the School Building Committee, or take any action relative thereto.


VOTED by secret ballot, yes 330, no 211, that this article be indefinitely postponed.


Article 3. To see if the Town will vote to dismiss the present School Building Committee and/or appoint the following seven (7) citizens: Joseph J. Turco, 81 Marvin Avenue, William A. Symmes, 146 Brook Street, Ernest A. Daniels, 247 Pond Street, Frederick Stob- bart, 454 East Central Street, Gertrude Glover, 51 Crescent Street, Bernard A. McAllister, Conlyn Avenue, and T. Francis McGuire, 11 Orchard Street, plus two members of the School Committee to be appointed by the Selectmen, or take any action relative thereto.


VOTED that this article be indefinitely postponed.


Article 4. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Eighty-six Hundred Dollars ($8,600) for purchasing and installing a two-way communications system for the Department of Public Works, Forty-three Hundred Dollars ($4,300) to be reimbursed on acceptance of application for

reimbursement by the Department of Civil Defense, said sum to be expended under the direction of the Board of Public Works.


VOTED that the Town appropriate from available funds the sum of Two Thousand Five Hundred Dollars ($2,500) for purchasing and installing a two-way communications system for the Department of Public Works, said sum to be expended under the direction of the Board of Public Works.


Article 5. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Twenty-five Hundred Thirty Dollars ($2,530) for the purpose of replacing four (4) old hydrants and installing the necessary gate valves and connections, including sixty (60) lin. ft. of six (6) inch water main from the water main in Main Street to the hydrant at the corner of Depot Street, said sum to be expended by the Board of Public Works, or take any action relative thereto.

VOTED that this article be indefinitely postponed.


Article 7. To see if the Town will vote to petition the Bureau of Standards to approve the following amendments as additions to the present building laws of the town of Franklin:


"Article 3-Section 2


B. Top of foundation wall of any building (that is the regulation distance from street) shall be at least six (6) inches higher than the sidewalk or crown of the road. In all the above cases grade must pitch toward the street. A building that is set back from the street more than one hundred twenty-five (125) feet may be set lower than the road if other conditions permit, provided provision was made at

street line to prevent water from running on the lot.


"Article 8-Section 12-before (a)


Grades of framing and boarding lumber to be used. All framing and boarding lumber (if western) shall be construction and standard grades or better. No utility or economy grades are to be used. If eastern lumber, number one and two common for framing and number three common or better for boarding. No soft pine lumber is to be used for framing. No green lumber is to be used for framing.


"Article 8-Section 14 (d)


Roof shingle exposure in relation to roof pitches. No roof with a pitch of less than four (4) inches shall be shingled with standard 12" x 36" strip, asphalt slate surface shingles. On any pitch of four (4) inches up to five (5) inches, these standard twelve (12) inch must be laid with not more than four (4) inches exposure to the weather. On a roof of three (3) inches up to four (4) inches, 15" x 36" strip asphalt slate surfaced shingles may be used. On all roofs less than three (3) inch pitch, double coverage cemented slate surfaced roofing or four or five ply built up asphalt roof must be used. Use fifteen (15) lb. asphalt felt under all roofing. No roofing shingles shall be laid with staples, only large head galvanized roofing nails are to be used. Plywood used for roof boarding must be at least one-half (1/2) inch thick.


"Article 8 Section 18 (c)


Required-A wire-lathed and plastered ceiling ten (10) by ten (10) feet over all coal, oil, and gas fired house and small building heaters." Or take any action relative thereto.
