I submit herewith my report of an audit of the books and accounts of the town of Tewksbury for the period from May 26, 1957 to July 25, 1959, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. William Schwartz, Assistant Director of Accounts.

Sir:


In accordance with your instructions, I have made an audit of the books and accounts of the town of Tewksbury for the period from May 26, 1957, the date of the previous audit, to July 25, 1959, and submit the following report thereon:


The records of financial transactions of the several departments receiving or disbursing money for the town or committing bills for collection were examined and checked for the period covered by the audit.


The books and accounts of the town auditor were examined and checked in detail. The receipts, as recorded, were compared

with the treasurer's books and with the records in the several departments collecting money for the town or committing bills for collection. The recorded payments were checked with the treasury warrants and with the disbursements as shown by the treasurer's cash book. The appropriations, loan authorizations, and transfers, as entered on the ledger, were checked with the town clerk's records of town meeting votes and with the finance committee's authorizations of transfers from the reserve fund.


The general and appropriation ledger accounts were analyzed, the necessary adjusting entries were made, and a balance sheet, which is appended to this report, was prepared showing the finan- cial condition of the town on July 25, 1959.


The books and accounts in the town treasurer's office were examined and checked in detail. The receipts as recorded were analyzed and checked with the auditor's books and with the rec- ords of departmental payments to the treasurer, while the recorded payments were checked with the selectmen's warrants authorizing the disbursement of town funds. The cash balance on July 25, 1959 was proved by reconciliation of the bank balances with statements furnished by the banks of deposit, by verification of the deposits in transit, and by actual count of the cash in the office.


The savings bank books representing the investments of the trust and investment funds in the custody of the town treasurer were examined. The income was verified, the transfers to the town were checked, and the balances were listed and found to be as recorded on the treasurer's and the auditor's books.


The reported payments of maturing debt and interest were compared with the amounts falling due and with the cancelled securities and coupons on file. The unpaid bonds and coupons were listed and reconciled with a statement furnished by the bank in which such funds are deposited.


The tax titles and tax possessions held by the town were listed from the records of the treasurer and all transactions pertaining thereto were verified and compared with the records at the Registry of Deeds.


The records of payroll deductions for Federal and State taxes, the county retirement system, purchase of savings bonds, and the Massachusetts Hospital Service, Inc., were examined and checked with the treasurer's record of receipts. The payments to the proper agencies were verified, and the balances in the general treasury on July 25, 1959 were listed and proved with the auditor's ledger.


The assessors' warrants for the commitment of taxes, motor vehicle and trailer excise, and water liens were examined and compared with the detailed lists. The assessors' records of abate- ments granted were listed and checked with the amounts recorded on the town collector's books.


The books and accounts of the town collector were examined

and checked. The tax, excise, departmental, and water accounts outstanding at the time of the previous audit, as well as all subse- quent commitments, were audited and proved with the assessors' warrants. The recorded collections were checked with the pay- ments to the treasurer and with the auditor's records, the abate- ments were compared with the departmental records of abatements granted, and the outstanding accounts were listed and proved with the accounts in the auditor's office.


The outstanding accounts were further verified by mailing notices to a number of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the accounts, as listed, are correct.


The audit of the town collector's accounts showed a cash dis- crepancy amounting to $3,357.31 as of the audit date of July 25, 1959, which sum was paid over to the town treasurer on October 5, 1959.


Attention is once again called to the outstanding taxes and motor vehicle excise of previous years and it is urged that prompt settlement of these overdue accounts be obtained.


The financial records of the town clerk were examined and checked. The collections on account of dog and sporting licenses, as well as of miscellaneous licenses and recording fees, were verified and compared with the payments to the treasurer and to the Division of Fisheries and Game. The cash balance on July 25, 1959 was proved by reconciliation of the bank balance with a statement furnished by the bank of deposit and by actual count of the cash in the office.


The surety bonds furnished by the town officials for the faith- ful performance of their duties were examined and found to be in proper form.


The records of receipts of the selectmen, the sealer of weights and measures, and the building, wiring and plumbing inspectors, as well as of the police, school, and library departments, and of all other departments collecting money for the town or committing bills for collection, were examined and checked in detail. The payments to the treasurer were verified, and the cash balances were proved by actual count.


Appended to this report, in addition to the balance sheet, are tables showing reconciliations of the several cash accounts, sum- maries of the tax, excise, tax title, tax possession, and departmental accounts, as well as schedules showing the transactions and condi- tion of the trust and investment funds.

In 1959 registration of voters was carried on during office hours of the Town Clerk and by public registration as required by law.


Women married prior to January 1st must re-register under their marriage name. New residents are requested to notify the Board of Registrars of the date on which they become residents; any change of residence within the Town should also be brought to the attention of the Town Clerk's office.


The annual listing of all inhabitants 20 years of age and over was carried out under the supervision of the Registrars and the 1959 street list was compiled.


Voting lists were checked and corrected. As of December 31, 1959 there were 5423 Voters: Prec. 1-2296; Prec. 2-1614; Prec. 3-1513.

REPORT OF THE TREE WARDEN Walter R. Doucette


To the Honorable Board of Selectmen


Gentlemen:


In beginning my annual report, I would like to thank all departments for the cooperation they have given my department whenever assistance was requested of them through the year.


Dutch Elm disease is on the increase in our town. At this point it does not look as though any Elms will survive this dread disease. The amount of Dutch Elm removals this year is well over a hundred as compared to about seventy in 1958. The only consolation I can offer is that we are not asking for any additional funds to cope with this problem.


The second phase of the 13,000 K. V. power conversion will be completed this year. The areas affected by this change will be Summer, part of Pleasant, Helvetia, Chandler, Foster and all of Shawsheen Street. This change will greatly improve the power system. It will also reduce to a minimum the amount of outages. The change has caused the loss of many trees up through the wires and also in close proximity to the wires. But in this day and age no homeowner can be without power very long. The removal of the trees becomes imperative. However, I have requested of the Power Company that strategic trees removed be replaced, which they have been willing to do. These replacements are planted by this department. We in town no longer plant trees under the wires. Trees and wires can no longer flirt together and live in harmony with this new high voltage. As it has been in the past, the Town of Tewksbury was fed power from the direction of Lowell. Under this new system power enters Tewksbury from Billerica, Andover and Lowell, which lessens the length of time of any interruption in service. I would like to thank the people for cooperating and understanding in the areas where this conversion has been goin on.


I cannot recommend too strongly the need for more new trees by homeowners, on their own property. A considerable amount of planting has been done again this year by homeowners who paid for the trees, which we plant in front of their property. I will be glad to furnish information to anyone who is interested.


Trees are nature's most effective air conditioners and purifiers. With the ever increasing amount of automobiles now on the roads, trees are more necessary than ever. The money you spend for a tree will repay you ten-fold.
