Article 4. Voted unanimously that the Town Treasurer be autho- rized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the Revenue of the current financial year and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws.


Article 5. Voted that the Town authorize the Selectmen to act as its Agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town, and to employ Counsel whenever in their judgment it is advisable so to do.


Article 6. Voted that the sum of $1,403.78 be raised and appro- priated for the purpose of paying the County of Middlesex, as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the Provisions of Chapter 111 of the General Laws. -


Article 7. Voted that the sum of $300.00 be raised and appropriated for the Care of the Whitney Playground.


8. Voted that the Town transfer to the Account entitled Excess and Deficiency Account the unexpended balance of the sum appro-

priated at the Annual Meeting, February 16, 1942 for the purpose set forth in Chapter 81 of the General Laws, and also to transfer to said Account the unexpended balance of the appropriations of prior years for the purpose of carrying on Federal and State Projects, commonly called W.P.A. Projects.


Article 9. Voted not to dismiss this Article.

Article 13. Voted to dismiss this Article relative to Street Lights.


Article 14. Voted to authorize the Selectmen to install five addi- tional lights on Tyngsboro Road.

Article 3. 29. Voted to raise and appropriate the sum of $7,020.00 for Street Lights.


Article 15. Voted that the sum of $93.75 be raised and appropriated for the purpose of paying into the Contributory Retirement System the Town's portion of the amount which would have been paid into said Retirement System by former Westford teachers who are now in the military or naval services, all as provided in Section 9 of Chapter 708 of the Acts of 1941, as amended by Chapter 419 of the Acts of 1943.


Article 17. Voted that a Committee of five be appointed by the Moderator for the purpose of investigating the advisability of the enact- ment of new By-Laws, said Committee to report its finders and conclu- sions at the next Annual Town Meeting.

Article 18. Voted to dismiss this Article relative to changing the hours of voting and the time of holding the business meeting of the Town.


Article 19. Voted to dismiss this Article relative to a By-Law establishing a quorum etc.


Article 20. Voted that the sum of $10.00 be raised and appropriated for Demonstration Work in Agriculture and Home Economics, and that a Director be elected, under the Provisions of Chapter 128, Sections 40-45 of the General Laws, as amended, Mabel M. Nixon was elected by ballot.


Article 21. Voted that the Town accept a gift made to it during the year 1943 by the Solomon Hyams Fund, Inc.


Article 22. Moved that the Board of Assessors be authorized to use as Free Cash a sum of money not to exceed $15,000.00, such amount to be approved by the Commissioner of Corporations and Taxation of the Commonwealth and said sum to be applied in determining the tax rate for the current year 1944.


Voted to amend this motion by striking out the figure $15,000.00 and inserting in place thereof "Not over $10,000.00".

January 23, 1945


To the Citizens of Westford:


The Board organized for the year with Arthur M. Whitley, Chair- man, Arthur L. Healy, Secretary and Cyril A. Blaney, M. D., as the third member.


The reports of various committees and boards are herein printed, also the report of the Annual State Audit.


At a regular meeting held February 23, 1944, the Board appointed Mr. W. Arthur Perrins, Temporary Chairman of the Veterans Reha- bilitation Committee and also Youth Guidance Committee. The members of the committee are to consist of the present Chairman of all Local Organizations.


The Board appointed Mr. W. R. Taylor, Chairman of a Local His- torical Committee, upon the request of the Massachusetts Public Safety Committee.

REPORT OF HIGHWAY SUPERINTENDENT

Gentlemen:


The following is my report for the year ending Dec. 31, 1944


Chapter 81 and General Maintenance:


The usual highway maintenance was carried out this year, which included the use of gravel, tar, pea stone, and patch on our various roads and those that come under our Chapter 81 contract.


Chapter 90 Maintenance:


The usual maintenance of Chapter 90 Highways was carried out again this year under the provisions of the contract. All of our Chap- ter 90 roads are in good condition. We continued to use a new surface treatment that was recommended to us by the State last year on our Chapter 90 roads. This treatment consists of an application of tar and pea gravel which is mixed and leveled by a power grader, pea stone is applied as a binder and a thorough rolling completes the construction.
