The direct line from the Lowell Control Center is still main- tained and paid for by the Massachusetts Committee.


During the year the Observation Post in the Tower of the Town Hall, established by the Army and placed under the supervision of the local American Legion Post, was discontinued.


The Salvage Committee, with Mr. Morris Hall, Chairman, has done excellent work during the year and have had four paper col- lections, two of tin and one of silk stockings. And also under the direction of Mrs. Dorothy Sargent LePage a collection of clothing. These collections were well organized and the Town people responded splendidly with the School Department and Scholars aiding very materially in this work. The Committee appreciates the assistance given by the Individuals and Corporations in donating the use of trucks for these collections. From money received from the sale of Waste Paper the Committee voted donations to the U.S.O., American National Red Cross, the Infantile Paralysis Fund, Merchants Sea- man's Book Library, Salvation Army, and locally to the Educational Aid Fund of the Alumni Association of Westford Academy and a sum sufficient to buy three Opaque Picture Projectors, one each for Cameron, Sargent and Frost Schools.


The Women's Groups in the different parts of the Town, and the Forge Village Men's Club have continued their outstanding work in Sewing, Knitting, the making of Surgical Dressings, etc., etc.


We are asking for the unexpended balance of the appropriation to be carried over to the year 1945 to take care of telephone expenses or any necessary emergency expense.

WESTFORD WAR PRICE AND RATIONING BOARD 332


REPORT FOR THE YEAR 1944


With the exception of a few changes in the members of the various panels, rationing during the past year has continued pretty much the same as in the two previous years of its existence.


As has been customary, the Board meets every Tuesday Evening at 7:30. We would suggest that anyone having any bothersome prob- lems which can be helped by any member of the various panels, to visit the board on one of these evenings. The panels are made up as follows:


GASOLINE PANEL-Victor B. Daly, John Fisher, Edmund L. Provost. FUEL OIL PANEL-James L. Knowlton, Oliver A. Reeves, William E. Wright.


FOOD PANEL-Moses L. Fecteau, Frederick O. Baker.


TIRES PANEL-Edward T. Hanley, Henry J. Stepinski, John J. Barretto.


PRICE CONTROL-Henry J. Stepinski, John J. Barretto.


CLERICAL FORCE-Mrs. Hilda I. Bosworth, Miss Blanche J. Wilk, assisted by Mrs. Freda S. Prescott, Miss Patricia Sullivan, Miss Gwendolyn M. Walker. During the summer vacation period, Miss Jennie M. Ferguson helped the Fuel Panel as she has in the past. This year Mrs. Edith Dean worked with Miss Ferguson and their help was very much appreciated.


The price control work, with Mrs. Eva A. Deforge as clerk, has worked out very successfully, we believe. During the early part of the year, this work was covered very efficiently, previous to Mrs. Deforge's appointment, by Mrs. Ethel F. Peverill. During the year, the town of Groton has been added to Mrs. Deforge's territory.

We regret that William E. Wright, due to illness, has had to take an extended vacation. Mr. Wright has given unsparingly of his time, and his help will be very much missed during this period.

REPORT OF CEMETERY COMMISSIONERS


The Westford Cemetery Commissioners submit the following report for the year ending 1944.


Cemetery Perpetual Care Bequests amounting to $27,100 are in "G" bonds. Four accounts, amounting to $300 are still in the bank awaiting a sufficient amount to put into a $500 bond. Interest on "G" bonds is 21/2% payable semi-annually and run for 12 years. Accumulated interest is in the bank.


We have taken in this year $637 in lot care and $357 for grave digging, which under the law has to be turned back into the Treasury and therefore cannot be used for labor, etc.


On account of the labor shortage we have endeavored to do the best we could. There are still quite a few who have failed to pay for their lot care and if they would come forward with same it would be of great assistance.


To economize on printing and paper during the war emergency we are omitting a list of cemetery lot care and cemetery perpetual care bequests. Anything concerning same will be found at the Town Hall.

To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the current financial year and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws; or act in relation thereto.


ART. 5. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways; or act in relation thereto.


ART. 6. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway maintenance; or act in relation thereto.


ART. 7. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town, and to employ counsel whenever in their judg- ment it is advisable so to do; or act in relation thereto.


ART. 8. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of paying the County of Middlesex, as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws; or act in relation thereto.


ART. 9. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dollars, or some other sum, for the care of the Whitney Playground; or act in relation thereto.


ART. 10. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400.) Dollars, or some other sum, for Band Concerts during the current year; or act in relation thereto.


ART. 11. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purposes of defraying the salaries and expenses of the Ration Board, the said sum to be expended under the direction of the Westford Ration Board; or act in relation thereto.

ART. 12. To see if the Town will vote to transfer a certain sum of money from the Machinery Fund to the Highway Equipment Account; or act in relation thereto.


ART. 13. To see if the Town will vote to authorize the Selectmen to install two additional lights on Prescott Street in Forge Village; or act in relation thereto.


ART. 14. To see if the Town will vote to authorize the Selectmen to install one additional light on Beacon Street in Graniteville.


ART. 15. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of paying into the Contributory Retirement System the Town's portion of the amount which would have been paid into said Retirement System by former Westford teachers who are now in the military or naval service, all as provided in Section 9 of Chapter 708 of the Acts of 1941, as amended by Chapter 419 of the Acts of 1943; or act in relation thereto.


ART. 16. To see if the Town will vote to raise and appropriate the sum of Ten ($10) Dollars and elect a Director, under the provisions of Sections 40 to 45 of Chapter 128 of the General Laws, as amended; or act in relation thereto.


ART. 17. To see if the Town will vote to accept a gift made to it during the year 1944 by the Solomon Hyams Fund, Inc., and to accept the bequest of One Thousand ($1,000) Dollars given under the will of the late William J. Burbeck to the Town of Westford to be used for the purposes set forth in said will; or act in relation thereto.


ART. 18. To see if the Town will vote to authorize the Board of Assessors to use as free cash a sum of money not to exceed fifteen thousand ($15,000) dollars, said amount to be approved by the Commissioner of Corporations and Taxation of the Commonwealth, and said sum to be applied in determining the tax rate for the current year 1945; or act in relation thereto.


ART. 19. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purposes set forth in Section 1 of Chapter 75 of the Acts of 1943, the said sum to be expended under the direction of the Westford Committee on Public Safety; or act in relation thereto.

ART. 20. To see if the Town will vote to raise and appropriate a sufficient sum of money, or to transfer the sum of money appro- priated under Article 12 of the warrant for the annual town meeting held February 16, 1942 for the purpose of purchasing a power grader for the Highway Department, the same to be purchased under the supervision of the Board of Selectmen; or act in relation thereto.


ART. 21. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing an auto- mobile for the Board of Health, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


ART. 22. In the event of an affirmative vote under Article 21, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient bill of sale title to the automobile now used by the Board of Health, and apply the sum received therefor against the purchase price of the new car; or act in relation thereto.


ART. 23. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing an adding machine or typewriter, or both, for use in the offices of the Board of Selectmen and the Town Treasurer, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.


ART. 24. In the event of an affirmative vote under Article 23, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient bill of sale title to the adding machine, or the typewriter, or both, now used in the offices of the Selectmen and the Town Treasurer, and apply the sum received therefor against the purchase price of the office equipment to be purchased under Article 23; or act in relation thereto.


ART. 25. To see if the Town will vote to authorize the Selectmen to sell at private sale at such time or times and for such sum or sums as the Selectmen deem advisable for the best interests of the Town, the following personal property now in the Town Hall: One gas stove, one ice chest, one soapstone sink, two safes and one platform scales; or act in relation thereto.


ART. 26. To see if the Town will vote to accept Coolidge Avenue, as laid out by the Selectmen, as shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.

ART. 27. To see if the Town will vote to instruct the Moderator to appoint a Committee to study post war planning with special reference to a town beach and the development of town owned land; or act in relation thereto.


ART. 28. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of paying outstanding bills for medical and hospital services rendered to Walter Sechovich as a result of injuries received by him as a voluntary fireman in April 1944; or act in relation thereto.


ART. 29. To see if the Town will vote to raise and appropriate a sufficient sum of money to defray the expenses of taking the dicennial census of the State of Massachusetts; or act in relation thereto.


ART. 30. To see if the Town will vote to authorize the Selectmen to determine from time to time the hourly rate of pay to be paid employees of the Highway Department, including the granting of vacations with pay to said employees; or act in relation thereto.


ART. 31. To see if the Town will vote to raise and appropriate a sufficient sum of money to defray the expenses of the Westford Rehabilitation Committee; or act in relation thereto.


And you are directed to serve this Warrant by posting up true and attested copies thereof at the Town Hall and at each Post Office in said Westford, seven days at least before the time of holding said meeting.

I hereby submit my annual report as Chairman of the School Committee for the year 1944.


Mr. Stanley Smith and Mr. Robert Hunter were elected to fill the vacancies left by the expiration of the terms of Mr. Edward Bucking- ham and Mr. James Mulligan. Mr. Buckingham served on the School Committee for twelve years and deserves the thanks of the town for his long service. Mr. Mulligan served capably for six years.


At the first meeting of the new board, Mr. Frederick Gatenby was chosen chairman and Mrs. Dorothy Chandler as secretary.


I am glad to report that I believe that our school system is making progress toward better education for our children in a period when it would be natural to expect the reverse. There is evidence that the results of instruction are better. There is fine teacher and pupil morale. Relation between the teaching staff and the school Board are of high quality and in this the committee takes great pride.


We are respectfully asking for the sum of $84,500.00 with which to operate the public schools during 1945 and the sum of $500.00 for vocational tuition. The financial plans for operating the schools during 1945 are included in the school budget, copies of which may be obtained at the superintendent's office.
