Article 31. Voted that the sum of $170.00 be raised and appro- priated for the purpose of purchasing the premises voted to be pur- chased under Article 30 and that the further sum of $50.00 be raised and appropriated for the purpose of defraying the expenses of Exam- ination of Title and Recording Fee of the Deed to the Town. SPECIAL TOWN MEETING-NOVEMBER 12, 1946
At a legal Meeting of the inhabitants of the Town of Westford, qualified, by law to vote in Town affairs, held at the Town House Tuesday, November 12, 1946, at 8:00 P. M., the following business was transacted:
Ben W. Drew, Town Moderator, called the Meeting to order.
Voted to dispense with the reading of the Warrant.
Article 1. Voted not to authorize the Board of Selectmen to convey a parcel of land, containing eight and one half (81/2) acres, on the Southerly side of the road leading to South Chelmsford and bordering on Baptist Pond.
Article 2. Voted that the sum of $400.00 be transferred from the Account entitled "Excess and Deficiency" to be added to and used for the purposes for which a sum of money has already been appro- priated under Article 18 of the Warrant for the Annual Town Meet- ing held February 18, 1946.
Article 3. Voted that the sum of $2,700.00 be transferred from the Account entitled "Excess and Deficiency" to be added to and used for the purposes for which a sum of money has already been appropriated under Article 20 of the Warrant for the Annual Town Meeting held February 19, 1945-said Article having to do with the purchase of a Power Grader.
Article 2. Voted to reconsider Article 2. Amendments of the original Vote were accepted and it was voted "That the sum of $400 .- 00 be transferred from the Account entitled "Excess and Deficiency" to be added to and used for the purposes for which a sum of money has already been appropriated under Article 18 of the Warrant for the Annual Town Meeting held February 18, 1946. The $400.00 so transferred is to be added to the $2,000.00 already appropriated at said Annual Town Meeting for purchasing; a new Truck for the High- way Department."
Article 4. Voted that the sum of $105.47 be transferred from the Account entitled "Excess and Deficiency" to pay the balance due, by law, on Teacher Retirement Assessments, for teachers who served in the Armed Services.
Article 5. Voted that the sum of $3,050.88 be transferred from the Account entitled "Excess and Deficiency" to be used for the pur- pose of defraying the expenses of the School Department.
Article 6. Voted that the sum of $1,000.00 be transferred from the Account entitled "Excess and Deficiency" to be used for the pur- pose of defraying the expenses of the Department of Public Welfare.

Article 7. A Motion was made that the sum of $6,000.00 be transferred from the Account entitled "Excess and Deficiency" to be added to and used for the purposes for which a sum of money has already been appropriated under Article 27 of the Warrant for the Annual Town Meeting held February 18, 1946 - said Article having to do with the erection of a Fire House at Graniteville for which $15,000.00 has already been appropriated.
Voted that a written Ballot be taken.
The Moderator appointed eight Tellers to supervise the Balloting and to count the Votes, which was announced as YES 85, NO 117 - so the Motion was declared lost.
Article 8. Voted that the sum of $375.00 be transferred from the Account entitled "Excess and Deficiency" to be used for the purpose of defraying the expenses of Election and Registration.
Article 9. Voted that the Town accept, from the Abbot Worsted Company, the gift of a small triangular parcel of land situated on the Southeasterly side of Abbot Street and the Northeasterly side of Pleasant Street, in that part of said Westford called Forge Village, on the conditions set forth in said Deed, namely, that said land be used for the widening and straightening of said Abbot Street at its junction with said Pleasant Street.
Article 10. Voted to accept the minutes of the Meeting.
Article 11. Voted to dissolve the Meeting.

REPORT OF SELECTMEN
To the citizens of the Town of Westford:
A new member Mr. Edward F. Harrington was elected to the Board this year.
At the first meeting of the Board Mr. Arthur L. Healy was ap- pointed Chairman and Dr. Cyril A. Blaney, Secretary.
The Annual Audit was made in March and the report is printed herein.
At the very first meeting the Board wrote the Boston and Maine Railroad regarding the crossing at Forge Village and have been cor- responding since then trying to get some new arrangement regarding safety signals. We now feel through the cooperation of the Depart- ment of Public Utilities that the matter will soon be straightened out to benefit the citizens of the town.
From time to time the State Inspector has demanded new changes be made; such, as Robot lights have to be installed in the Town Hall requiring quite an additional expense, but which we feel is of great value to the public in case the lights go out.
It was also necessary to increase the Insurance Coverage for the protection of the Town.
We have had representatives here from Boston and Maine Rail- road and Eastern Mass. Railway to get better bus service. They have now arranged for service from Forge Village Center over Pleasant and Concord St. to Littleton line, and from North Chelmsford to Nab- nasset which is very convenient to the people in these sections.
The Town lines were perambulated with Acton, Groton and Lit- tleton which have to be done every five years.

REPORT OF SUPERINTENDENT OF HIGHWAYS
Board of Selectmen ::
Westford, Mass.
The following is my report for the year ending Dec. 31, 1946.
Chapter 81 and General Highway Maintenance:
The usual highway maintenance was carried out during the year. All oiled roads were patched when necessary with bituminous mate- rials during the spring and summer months, and this procedure was carried out into the late fall.
On account of the shortage of help the brush was cut only on bad corners and curves. New metal culverts, catch basins and cement guard rail posts were installed.
Pea stone was used in resurfacing various roads in Town.
Chapter 90 Maintenance:
The usual maintenance of Chapter 90 highways was carried out again this year under the provisions of the allotment. All our chap- ter 90 roads are in good condition.
Chapter 90 Construction:
On Groton road the Town had allotment for new construction.
The work was to begin at Mrs. Shugrue's residence extending in a Westerly direction toward North street. The State asked for bids on same and Mr. Greenough was awarded the contract as he was the lowest bidder. The State thought it advisable to wait until spring to start the job.
