ANNUAL TOWN MEETING-FEBRUARY 16, 1942
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town Affairs, held at the Town House, Mon- day, February 16, 1942, at one o'clock P. M., the following business was transacted :
Roger H. Hildreth, Town Moderator, was sworn in by Charles L. Hildreth, Town Clerk, and called the meeting to order.
Voted to dispense with the reading of the warrant.
Article 1. Voted that the reports of the Finance Committee, other Committees, Boards and Officers be accepted as printed.
Article 2. Voted that the compensation of Townl Officers be as fol- lows: Selectmen, Chairman $150.00; other two members $125.00 each; Board of Public Welfare, Chairman $20.00; other two members $10.00 each; Town Treasurer $700.00; Town Clerk $100.00; Collector of Taxes .75 of 1% of the amount collected; Tree Warden $0.53 per hour; As- sessors $4.50 per day of eight hours; Registrars and Assistant Regis- trars of Voters $4.50 per day of eight hours, for listing as required by law.
Article 3. Voted that under this Article each item be considered separately.
1. Voted that the sum of $7400.00 be appropriated for General Government to be divided as follows: Selectmen $600.00; Li- cense Expenses $75.00; Town Treasurer $1050.00; Town Accountant $975.00; Assessors $1200.00; Tax Collector $1600.00; Town Counsel $200.00; Tax Title Expenses $300.00; Town Clerk $400.00; Election and Registration $1000.00.
2. Voted that the sum of $2500.00 be appropriated for the General Expenses of the Town Hall.
3. Voted to take up each item separately.
A. Voted not to appropriate $100.00 for Safety Signs.
B. Voted to appropriate $250.00 for Road Marking.
C. Voted to appropriate $5975.00 for General Expenses of the Police Department.

A motion to appropriate $4500.00 for the Fire Department was lost.
Voted to appropriate $4000.00 for the Fire Department.
Voted to appropriate $500.00 for Fire Hose.

5. Voted unanimously to take np Articles 27 and 28 before Ar- ticle 3, Item 5.
Article 27. Voted that the Selectmen be and hereby are author- ized to enter into a contract on behalf of the Town with the Westford Water Company on such terms and conditions as they deem advisable for three additional hydrants,, two on North Street and one on Groton Road for a period not to exceed five years.
Article 28. A motion that the Selectmen be and hereby are au- thorized to enter into a contract on behalf of the Town with the West- ford Water Company on such terms and conditions as they deem advisable for one hydrant on Hildreth Street for a period not to ex- ceed five years, was lost.
Article 3 .- Item 5. Voted that the sum of $3255.00 be appropriated for Fire Hydrants.
6. Voted that the sum of $125.00 be appropriated for the Sealer of Weights and Measures.
7. Voted that the sum of $75.00 be appropriated for the salary and expenses of the Fish and Game Warden.
8. Voted that the sum of $1000.00 be appropriated to defray the expenses of Fighting Forest Fires.
9. Voted that the sum of $100.00 be appropriated to defray the expenses of the Town Forest.
10. Voted that the sum of $250.00 be appropriated to defray the expenses of the Tree Warden.
11. A motion that the sum of $1738.17 be appropriated to defray the expenses of the Moth Department was lost. Voted that the sum of $900.00 be appropriated to defray the expenses of the Moth Department.
12. Voted that the sum of $3500.00 be appropriated to defray the expenses of the Health Department.

13. Voted that the sum of $150.00 be appropriated for the salary and expenses of the Cattle Inspector.
14. A. Voted that the sum of $3000.00 be appropriated for Snow and Ice Removal.
B. Voted that the sum of $1500.00 be appropriated for Town Roads.
C. Voted that the sum of $10,240.67 be appropriated for Roads under Chapter 81.
D. Voted that the sum of $3000.00 be appropriated for Main- tenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respectively, to be used in conjunction therewith.
15. Voted unanimously to take up Article 9 before Article 3, Item 15.
Article 9. Voted that the sum of $600.00 be raised and appropriated for the purpose of erecting a new shed at the Town Farm, the same to be erected under the supervision of the Board of Public Welfare.
Article 3-Item 15. A. Voted that the sum of $12,300.00 be ap- propriated for Temporary Aid and Infirmary, $300.00 of said appropriation to be expended for painting the In- firmary Building.
B. Voted that the sum of $3500.00 be appropriated for Aid to Dependent Children.
C. Voted that the sum of $16,500.00 be appropriated for Old Age Assistance.
Article 3-16. Voted that the sum of $4500.00 be appropriated for Soldiers' Benefits.
17. Voted that the sum of $75,000.00 be appropriated for the School Department, General Expenses.
18. Voted that the sum of $500.00 be appropriated for Vocational School Tuition.
19. Voted that the sum of $2400.00, together with the receipts from Dog Licenses in 1941, be appropriated for the expenses of the Public Library.
20. Voted that the sum of $350.00 be appropriated for the Care of the Common.

21. Voted that the sum of $250.00 be appropriated to defray the expenses of commemorating Memorial Day.
22. Voted that the sum of $625.00 be appropriated to defray the expenses of publishing and distributing the Town Reports.
23. Voted that the sum of $1300.00 be appropriated for Compen- sation Insurance.
24. Voted that the sum of $1350.00 be appropriated for Fire In- surance.
25. Voted that the sum of $9500.00 be appropriated for General Loans.
26. Voted that the sum of $444.12 be appropriated for Interest on General Loans.
27. Voted that the sum of $200.00 be appropriated for Interest on Revenue Loans.
28. Voted to take up Article 22 before Article 3, Item 28.
Article 22. Voted that under this Article each Item be consid- ered separately.
A. Voted to dismiss the Item relative to installing five lights on Tyngsboro Road.
B. Voted to authorize the Selectmen to install four lights on Tenney Road.
C. Voted not to install three liglits on Abbot Street.
D. Voted that the Selectmen be instructed to remove four lights from the number now in use in the Town.
Article 3-Item 28. Voted that the sum of $2500.00 be appropri- ated for Cemeteries.
29. Voted that tlie sum of $6945.00 be appropriated for Street Lights.
30. Voted unanimously to take up Articles 29 and 30 before Article 3, Item 30.

Article 29. Voted that the Town accept gifts made to it by the Solomon Hyams Fund, Inc., during the years 1939, 1940, and 1941, and that the Town Treasurer be and hereby is authorized to accept and receipt on behalf of the Town for such gift as the said Hyams Fund may make to the Town during the year 1942.
Article 30. Voted that the sum of $1229.05, together with accumu- lated interest thereon, received by the Town as gifts from the Solomon Hyams Fund, Inc., during the years 1938 to 1941, inclusive, be trans- ferred to and used by the Finance Committee as a Reserve Fund under the Provisions of General Laws, Chapter 40, Section 6.
30. Voted unanimously to take up Article 31 before Article 3, Item 30.
Article 31. Voted that the sum of $3000.00 be raised and appro- priated to be used as a Reserve Fund at the discretion of the Finance Committee as provided in General Laws, Chapter 40, Section 6.
Article 3-30. Voted to dismiss Item 30 which was relative to a Reserve Fund.
31. Voted that the sum of $980.81 be appropriated to pay Bills Outstanding as of December 31, 1941, to be divided as follows: Temporary Aid $644.02; Old Age Assistance $216.64; Health Department $36.00; Police Department $24.70; Fire Depart- ment $44.45; Soldiers' Benefits $15.00.
Article 4. Voted unanimously that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1942, and to issue a note or notes therefor, payable within one year, and to renew any note or notes which may be given for a period of less than one year in accordance with Chapter 44, section 17 of the General Laws.
Article 5. Voted that the Board of Selectmen be and hereby are authorized to act as the Agent of the Town in any suit or suits which
may arise during the current year, with authority to settle and adjust claims or demands for or against the Town, and to employ counsel whenever necessary in their judgment.
Article 6. Voted unanimously that Morris A. Hall be elected a member of the Whitney Playground Committee.

Article 7. Voted that the Town appropriate the sum of $300.00 for the Care of the Whitney Playground.
Article 8. Voted that the sum of $4200.00 be raised and appropri- ated for the purpose of carrying on Federal and State Projects, the cost of administration and the cost of materials and supplies for the sanie, and that the appropriation be used for a Luncheon Project and that the Project be put on a contributory basis and be made practi- cally self supporting.
Article 10. Voted that the Board of Selectmen be and hereby are authorized to sell the old Fire House Building at Forge Village and require the purchaser as a condition of the sale to remove the said building from land of the Abbot Worsted Company within such time as the Selectmen shall direct; and to execute and acknowledge on be- half of the Town such instruments as may be necessary to pass title to the said building.
Article 11. On a motion that the sum of $540.00 be raised and ap- propriated to reimburse Cyril A. Blaney for expenses incurred by him in the defense of the suit of Raymond vs. Cyril A. Blaney while acting as physician to the Board of Health in the Health Clinic, a standing vote resulted in a tie 64 Yes to 64 No; Roger K. Poole and Francis J. Brown acted as Tellers. The Moderator then appointed Roger K. Poole, Francis J. Brown, Alice V. Day, John J. Macleod and Leo J. Connell as Tellers and a written ballot was taken by Precincts, the check lists being used. The result of the vote was Yes 66, No 95, Blanks 5, Total Vote 166, and the motion was therefore lost.
Article 12. Voted that the sum of $4550.00 be raised and approp- priated, and the further sum of $1200.00 be transferred from the High- way Equipment Account for the purpose of purchasing a new power grader for the Highway Department, the same to be purchased under the supervision of the Board of Selectmen.
Article 13. Voted that the Selectmen be and hereby are author- ized to transfer by a good and sufficient bill of sale title to the Fordson grader now used in the Highway Department and apply the sum re- ceived therefor against the purchase price of said new power grader. .
Article 14. Voted that the sum of $4000.00 be transferred from the Machinery Fund to the Highway Equipment Account.
Article 15. Voted to dismiss this Article which was relative to the purchasing of an automobile truck for the Highway Department.

Article 16. Voted to dismiss this Article.
Article 17. Voted that the sum of $450.00 be raised and appropri- ated for the purpose of purchasing an automobile for the Police De- partment, said purchase to be made under the supervision of the Board of Selectmen.
Article 18. Voted that the Board of Selectmen be and hereby are authorized to transfer by a good and sufficient bill of sale title to the police car now used by the Police Department and apply the sum re- ceived therefor against the purchase price of the new police car.
Article 19. A motion to dismiss this Article was lost.
Voted that the sum of $8500.00 be raised and appro- priated for the purpose of purchasing a new fire truck and equipment, the same to be purchased under the supervision of the Engineers of the Fire Department.
Article 20. Voted 45 to 6 that the sum of $400.00 be raised and appropriated for Band Concerts during the current year.
Article 21. Voted that the sum of $27.50 be raised and appropri- ated for the purpose of paying a judgment rendered against the Town in a Court of Law.
Article 23. A motion that the sum of $1000.00 be raised and ap- propriated for the purposes set forth in Section 1 of Chapter 487 of the Acts of 1941, and including the expenses of the Tire Rationing Board, the said sum to be expended under the direction of the Westford Committee on Public Safety, was lost.
Voted that the sum of $300.00 be raised and appropriated for the purposes set forth in Section 1 of Chapter 487 of the Acts of 1941, and including the expenses of the Tire Rationing Board, the said sum to be expended under the direction of the Westford Committee on Public Safety.
Article 24. A motion that the name of Depot Street be changed to Tyngsboro Road, and the name of Depot Road be changed to Tyngs- boro Road, so that the road leading from Main Street in Westford to the Tyngsboro line will for its entire length be named Tyngsboro Road was lost by a vote of Yes 9, No 16.

Article 25. Voted that the Selectmen be and hereby are author- ized to enter into a contract on behalf of the Town with the Abbot Worsted Company on such terms and conditions as they deem advis- able for hydrant service at Brookside for a period not to exceed five years.
Article 26. Voted that the Selectmen be and hereby are author- ized to enter into a contract on behalf of the Town with the Westford Water Company on such terms and conditions as they deem advisable for hydrant service for a period not to exceed five years.
Article 32. Voted that in order to obtain a final dividend of $165.69 on claims numbered 11844 to 11849, inclusive, of the Town of Westford against the Traders National Bank of Lowell, Mass., the Receiver's Certificates evidence such claims against the said insolvent Traders National Bank of Lowell not having been sold or assigned to any per- son but having been lost or destroyed and now being the property of the Town, the Selectmen be and hereby are authorized on behalf of the Town to enter into an agreement providing in substance that the Town will, upon receipt of said sum of money from the Comptroller of the Currency, indemnify said Comptroller against any loss which might be sustained in the event the said Receiver's Certificates are surrendered by an assignee and ownership thereof established in any other person or firm other than the Town of Westford, and the said agreement to further provide that in the event the said documents are ever. located they will be immediately forwarded to the Comptroller of the Cur- rency, Division of însolvent National Banks, Washington, D. C.
Article 33. Voted that the Board of Assessors be and hereby are authorized to use as free cash a sum of money in such amount as the Commissioner of Corporations and Taxation of the Commonwealth shall approve, not however, in excess of $6000.00; the said sum of money to be applied in determining the tax rate for the year 1942.
Article 34. Voted to accept the minutes of the meeting.
Article 35. Voted to dissolve the meeting.
