REPORT OF SUPERINTENDENT OF HIGHWAYS

Gentlemen:
The following is my report for the year ending December 31, 1945: Chapter 81 and General Highway Maintenance:
The usual highway maintenance was carried out this year, which included the use of gravel, tar, pea stone, gravel and patch on our various streets and those that come under our Chapter 81 contract.
Chapter 90 Maintenance:
The usual maintenance of Chapter 90 Highways was carried out again this year under the provisions of the contract.
In resurfacing Boston Road, Main Street, Graniteville Road, Groton Road and Prescott Street, an application of tar and pea stone were used. I previously used this treatment on our Chapter 81 rcads and streets and found it very satisfactory.

ART. 4. It is recommended that the Town Treasurer, with the approval of the Selectmen be authorized to borrow money from time to time in anticipation of revenue.
ART. 15. It is recommended that the gift in this Article be accepted and vote of appreciation extended to the donor.
ART. 23. It is recommended that a Committee be appointed to report at the next Annual Meeting relative to the construction of a new band stand in Westford Center.
ART. 24. The purchase of an oil burner at the Westford Fire House is not recommended for the savings resulting do not seem to warrant the expense.
ART. 27. It is recommended that the sum of $15,000.00 be transferred from Excess and Deficiency Account to Stabilization Fund under Article 39 for the purpose of constructing a new fire house in Graniteville. The Finance Committee believes that owing to poor material and the high cost of construction that the con- struction of the fire house should be postponed until 1947, and that a Committee should be appointed to have plans drawn taking into consideration the needs of the community.
ART. 29. It is recommended that this article be dismissed because the funds necessary for temporary repairs have been provided under Article 3-4.
ART. 32. The Finance Committee does not favor the reopening of the Nabnasset School at this time because of the additional expense involved and because it is the belief of the Committee that the educational program provided under the present system is better than could be provided by opening the school.
ART. 33. It is recommended that a Committee be appointed to work in conjunction with the School Committee to study the future problem of school buildings in the Town of Westford as a whole.
ART. 36. It is recommended that this article for celebrating the return of Members of the Armed Forces be post- poned until a more careful consideration of the problem has been made.
ART. 37. The Finance Board does not recommend this article because of our proximity to the Federal Rehabilita- tion Office in Lowell.
ART. 38. The Finance Board recommends this article in order that the tax rate may be maintained at approximately the present level.
If the above recommendations of the Finance Committee are adhered to the tax rate will approximate $33.50 per thousand dollars of valuation. For every appropriation increase of $1,000.00 the tax rate will. increase approxi- mately 28 cents.

REPORT OF THE TRUSTEES OF THE EMILY F. FLETCHER LECTURE FUND
To the Citizens of Westford
The bequest received by the Town in 1923 from Miss Emily F. Fletcher for lectures on natural history and travel has once again enabled the trustees to present a lecturer of outstanding importance. On December fifth Julian Bryan gave two lectures on South America at Abbot Hall. In the afternoon an audience of 200 children enjoyed his illustrated talk on family life in that country. Due to the efforts of Mr. Sweatt, Superintendent of Schools, bus transportation was provided to bring the children to the Hall and return them to their homes.
The subject of his evening lecture was Argentina. Due to the very cold weather and poor traveling conditions a much smaller audience was present than should have been, considering the char- acter of speaker and the subject under discussion.
Fee of Julien Bryan $300.
Receipts from the lectures $30.70.
Minor expenses, $27.50.
Returned to the fund $3.20.

ART. 5. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 81 Highways, or act in relation thereto.
ART. 6. To see if the Town will vote to raise and appropriate, or transfer from unappropriated available funds in the treasury, a sum of money for Chapter 90 Highway maintenance; or act in relation thereto.
ART. 7. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the current year, with authority to settle and adjust claims or demands for or against the Town, and to employ counsel whenever in their judgment it is advisable so to do; or act in relation thereto.
ART. 8. To see if the Town will vote to raise and appropriate the sum of Nine Hundred Eighty-Nine and 56/100 ($989.56) Dollars, or some other sum, for the purpose of paying the County of Middlesex, as required by law, the Town's share of the Middlesex County Tuberculosis Hospital as assessed in accordance with the provisions of Chapter 111 of the General Laws; or act in relation thereto.
ART. 9. To see if the Town will vote to raise and appropriate the sum of Three Hundred ($300.) Dollars, or some other sum, for the care of the Whitney Playground; or act in relation thereto.
ART. 10. To see if the Town will vote to raise and appropriate the sum of Four Hundred ($400.) Dollars, or some other sum, for Band Concerts during the current year; or act in relation thereto.
ART. 11. To see if the Town will vote to transfer a certain sum of money from the Machinery Fund to the Highway Equipment Account; or act in relation thereto.
ART. 12. To see if the Town will vote to authorize the Selectmen to install two street lights on Abbot Street in Forge Village; or act in relation thereto.
ART. 13. To see if the Town will vote to raise and appropriate the sum of Seventy-Six and 13/100 ($76.13) Dollars, or some other sum, for the purpose of paying into the Contributory Retirement System the Town's portion of the amount which would have been paid into said Retirement System by former Westford teachers who are now in the military or naval service, all as provided in Section 9 of Chapter 708 of the Acts of 1941, as amended by Chapter 419 of the Acts of 1943 or act in relation thereto.

ART. 14. To see if the Town will vote to raise and appropriate the sum of Ten ($10.) Dollars and elect a Director, under the provisions of Sections 40 to 45 of Chapter 128 of the General Laws, as amended; or act in relation thereto.
ART. 15. To see if the Town will vote to accept a gift made to it during the year 1945 by the Solomon Hyams Fund, Inc .; or act in relation thereto.
ART. 16. To see if the Town will vote to raise and appropriate the sum of Four Thousand ($4,000.) Dollars, or some other sum, for the purpose of reconstructing Groton Road contingent upon the State and County contributing towards the cost of said recon- struction; or act in relation thereto.
ART. 17. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing a stone spreader for the Highway Department; the same to be purchased under the supervision of the Board of Selectmen; or act in relation thereto.
ART. 18. To see if the Town will vote to raise and appropriate the sum of Sixteen Hundred ($1600.) Dollars, or some other sum, for the purpose of purchasing a truck for the Highway Department; or act in relation thereto.
ART. 18A. In the event of an affirmative vote under Article 18, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient bill of sale title to the 1937 Ford truck now used by the Highway Department and apply the sum received therefor against the purchase price of the new truck; or act in relation thereto.
ART. 19. To see if the Town will vote to raise and appropriate the sum of Five Hundred Seventy-Five ($575.) Dollars, or some other sum, for the purpose of purchasing an automobile for the Police Department, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
ART. 20. In the event of an affirmative vote under Article 19, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient bill of sale title to the automobile now

used by the Police Department and apply the sum received therefor against the purchase price of the new car; or act in relation thereto.

ART. 21. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing a typewriter for use in the offices of the Board of Selectmen, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.

In the event of an affirmative vote under Article 21, to see if the Town will vote to authorize the Selectmen to transfer by a good and sufficient bill of sale title to the typewriter now used in the offices of the Selectmen, and apply the sum received therefor against the purchase price of the new typewriter; or act in relation thereto.
ART. 23. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of constructing a permanent band stand on the Common in Westford Center; or act in relation thereto.
ART. 24. To see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing and installing an oil burner in the Fire House at Westford Center, said purchase and installation to be made under the supervision of the Fire Department; or act in relation thereto.
ART. 25. To see if the Town will vote to purchase about 8639 square feet of land on the southwesterly side of Broadway and north- westerly side of Cross Street in Graniteville for the purpose of erecting thereon a new fire house; or act in relation thereto.
ART. 26. In the event of an affirmative vote under Article 25, to see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty ($750.) Dollars, or some other sum, for the purpose of purchasing about 8639 square feet of land on the southwesterly side of Broadway and northwesterly side of Cross. Street in Graniteville for the purpose of erecting thereon a new fire house; or act in relation thereto.
ART. 27. In the event of an affirmative vote under Article 25, to see if the Town will vote to raise and appropriate, or transfer from the account entitled Excess and Deficiency, the sum of Fifteen Thousand ($15,000.) Dollars, or some other sum, for the

purpose of erecting on said land a new fire house similar to the Forge Village Fire House; or act in relation thereto.
ART. 28. In the event of an affirmative vote under Article 27, to see if the Town will vote to authorize the Board of Selectmen in the name and behalf of the Town to convey by good and sufficient deed title to the land situated in Graniteville, with the building thereon, said building being now used as a fire house, for such sum as to the Board of Selectmen may seem advisable; or act in relation thereto.
ART. 29. In the event of a negative vote under Article 28, to see if the Town will vote to raise and appropriate the sum of Five Thousand ($5,000.) Dollars, or some other sum, for the purpose of making repairs to the present fire house building in Granite- ville, said repairs to be made under the supervision of the Board of Fire Engineers; or act in relation thereto.
ART. 30. To see if the Town will vote to purchase land adjoining the present town dump for the purpose of enlarging said dump; or act in relation thereto.
ART. 31. In the event of an affirmative vote under Article 30, to see if the Town will vote to raise and appropriate a sufficient sum of money for the purpose of purchasing land adjoining the present town dump for the purpose of enlarging said dump, said purchase to be made under the supervision of the Board of Selectmen; or act in relation thereto.
ART. 32. To see if the Town will vote to instruct the School Com- mittee to reopen for use for school purposes the Nabnassett School; or act in relation thereto.
ART. 33. To see if the Town will vote to appoint a committee to work in conjunction with the School Committee to study and investigate the advisability of and need for a new school building; said Committee to make a full report of its findings at the next annual town meeting; or act in relation thereto.
ART. 34. To see if the Town will vote to raise and appropriate the sum of Twelve Hundred ($1200.) Dollars, or some other sum, for the purpose of constructing a fence at the Westlawn Cemetery, said sum to be expended under the supervision of the Cemetery Commissioners; or act in relation thereto.

ART. 35. To see if the Town will vote to raise and appropriate a certain sum of money for the purpose of defraying the expenses of selling land acquired by the Town through foreclosure of tax titles; or act in relation thereto.
ART. 36. To see if the Town will vote to raise and appropriate a sum of money for the purpose of celebrating the return of men and women who served in or were affiliated or associated with the Armed Forces of the United States in World War II; or act in relation thereto.
ART. 37. To see if the Town will vote to accept the provisions of Chapter 723 of the Acts of 1945, providing for the establishment and maintenance of municipal departments and of districts for furnishing information, service and assistance to Veterans of World War II or other Veterans; or act in relation thereto.
ART. 38. To see if the Town will vote to authorize the Board of Assessors to use as free cash a sum of money not to exceed fifteen thousand ($15,000.) Dollars, said amount to be approved by the Commissioner of Corporations and Taxation of the Common- wealth, and said sum to be applied in determining the tax rate for the current year 1946; or act in relation thereto.
ART. 39. To see if the Town will vote to raise and appropriate, or transfer from the account entitled Excess and Deficiency, a certain sum of money for the purpose of creating a Stabilization Fund under the provisions of Chapter 124 of the Acts of 1945; or act in relation thereto.
And you are directed to serve this warrant by posting up true and attested copies thereof at the Town Hall and at each Post Office in said Westford, seven days at least before the time of holding said meeting.

I hereby submit my annual report as Chairman of the School Committee for the year 1945.
Two new members, Mr. William Kelly and Mr. H. Arnold Wilder were elected to the Board this year. They fill vacancies left by the expiration of the terms of Mr. Thomas Curley and Mr. Clifford Cour- chaine.
