SPECIAL TOWN MEETING-MARCH, 20, 1953
At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Friday, March 20, 1953, at 8:00 P.M., the following business was transacted.
Albert A. Hildreth and Robert J. Spinner, using Check Lists, acted as Tellers at the doors of the Hall. The attendance was 302.
Ben W. Drew, Town Moderator, called the Meeting to order and then declared a recess of twenty minutes during which motions were to be prepared.
The Moderator reconvened the Meeting at 8:25 P.M.
ARTICLE 1 Voted by voice vote not to rescind the vote passed on Parcel 2 of Article 1 at the Special Town Meeting held February 14, 1953. (This was the vote passed at that Meeting to purchase the Har- rington, Perrins, Fecteau, and Chace land as a site for a school build- ing.)

SPECIAL TOWN MEETING-JULY 28, 1953
At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Tues- day. July 28, 1953, at 8:00 P.M. the following business was transacted:
Ben W. Drew, Town Moderator, called the Meeting to order.
Charles L. Hildreth, Town Clerk, being absent on account of illness, Alice A. Hildreth, Assistant Town Clerk, served as Clerk.
Voted to dispense with the reading of the Warrant.
ARTICLE 1 Voted Yes, 34; No, 28; that the sum of $8,900.00 be raised and appropriated, or transferred from Available Funds, to be added to the amount appropriated under Article 3 of the Warrant for a Special Town Meeting held Monday, December 22, 1952, for the purpose of re- pairing the damage caused to the Town Infirmary by fire and to repair or replace the personal property situated at said Town Infirmary which was damaged or destroyed by said fire, all under the supervision of the Committee appointed under said Article 3. The vote was counted by Howard S. Smart and Edgar S. Peterson appointed as Tellers by the Moderator.
ARTICLE 2 Voted that the sum of $1,500.00 be raised and appro- priated, or transferred from Available Funds, to the account entitled Welfare Department, to be divided as follows: Aid to Dependent Chil- dren $1,000.00; Temporary Aid $500.00.
ARTICLE 3 Voted that the sum of $720.00 be raised and appro- priated, or transferred from Available Funds, to the account entitled Whitney Playground, for the purpose of repairing or rebuilding the back stop on said Playground.
ARTICLE 4 Voted unanimously that all actions taken by the Board of Selectmen in connection with the purchase on behalf of the Town of land for a new High School Site, as described in three deeds to the Inhabitants of Westford, one from Moses L. and Beatrice Fecteau, dated June 23, 1953 and recorded with Middlesex North District Registry of Deeds, Book 1227, Page 156, one from W. Arthur Perrins and William C. Harrington, dated June 25, 1953 recorded with said Registry, Book 1227, Page 160 and one from William G. and Helen S. Chace, dated June 29, 1953 and recorded with said Registry of Deeds, Book 1227, Page 252, and all as shown on plan recorded with said Registry of Deeds, Plan Book 83, Plan 9, be and hereby are declared to be in conformity with and within the scope of the authority contained in a vote of the Town taken

at a Special Meeting held February 14, 1953, and are ratified and con- firmed as the actions of said Inhabitants; and that the further actions of the Board of Selectmen on behalf of the Town in granting certain right to Elva J. Rollins and to Moses L. and Beatrice Fecteau and their respective heirs and assigns, and in accepting a deed from William G. and Helen S. Chace containing certain reservations with respect to rights and easements in and upon a strip of land fifty feet in width extending easterly from Depot Street and as more particularly set forth in deeds recorded with said Registry of Deeds, Book 1227, Pages 252, 370 and 372, be and the same hereby are ratified and confirmed as the actions of said Inhabitants.
ARTICLE 5 Voted unanimously that the sum of $1,268.25 be raised and appropriated for the purpose of paying for legal services rendered to and expenses incurred on behalf of the Town in connection with the purchase by the Town of land for a new High School Site.
ARTICLE 6 Voted unanimously that the Town accept a deed from the Abbot Worsted Company of a strip of land approximately 20 feet in width situated in that part of said Westford known as Nabnasset and running along the easterly side of Moore Street from Plain Road to Coolidge Avenue, said strip being given to the Town by said Abbot Worsted Company in order that said Moore Street as now existing may be widened to a 40-foot Street.
ARTICLE 7, Voted that the question of whether or not the Town should have a Planning Board or Zoning Laws, or both, be referred to a committee of fifteen members, seven to be appointed by the Board of Selectmen and eight to be electd at this Meeting; said committee to re- port its findings and recommendations to the Town at a Special Meeting to be held not later than December 1, 1953. The following named were elected to serve as the Committee; John J. Barretto, Dennis Maguire, Felix R. Perrault, Nelson A. Chisholm, Cecil J. Unwin, Arthur V. Boyce, William L. Wall and Fred W. Burnham.
ARTICLE 8 Voted that the Board of Selectmen be and hereby is authorized in the name and behalf of the Town to sell to Albert R. and Bertha Migneault, for such sum as said Board of Selectmen deem suf- ficient, approximately one-half acre of land owned by the Town adjoin- ing property of said Albert R. and Bertha Migneault and situated on the southerly side of Groton Road for the purpose of establishing the boundary line between premises of said Albert R. and Bertha Migneault and adjoining premises owned by the Town, and to execute, acknowledge and deliver in the name and behalf of the Town a good and sufficient deed thereof for said purpose.

ARTICLE 9 Voted to accept the report of the Committee appointed under Article 36 of the Warrant for the Annual Town Meeting held March 7, 1953 relative to a site for a Swimming Beach and Town Park at Nabnasset Lake as a report of progress and that said Committee be continued with the addition of two new members, one from Precinct 2 and one from Precinct 4, said Committee to report at the next Special or Annual Town Meeting.
ARTICLE 10 Voted to dispense with the reading of the report of the Committee relative to a By-Law regulating earth removal, appointed under Article 41 of the Warrant for the Annual Town Meeting held March 7, 1953, and that said Committee be continued and report at the next Special or Annual Town Meeting.
ARTICLE 11 No action was necessary under this Article because of the vote taken under Article 10.
ARTICLE 12 Voted not to accept the provisions of Chapter 434 of the Acts of 1953 relative to continuing rent controls.
ARTICLE 13 Voted to dispense with the reading of the minutes of the Meeting.
ARTICLE 14 Voted to dissolve the Meeting.

At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Friday, October 9, 1953, at 8:00 P.M., the following business was transacted:
Ben W. Drew, Town Moderator, called the Meeting to order.
Charles L. Hildreth, Town Clerk, being absent on account of illness, Alice A. Hildreth, Assistant Town Clerk, served as Clerk.
ARTICLE 1 Voted unanimously by voice vote that the sum of $100,000.00 be raised and appropriated for the purpose of constructing and originally equipping and furnishing a new six-year High School Building, said sum to be in addition to and to be added to the sum of $770,000.00 appropriated for that purpose under Article 2 of the warrant for the Special Town Meeting held February 14, 1953, and that to meet said appropriation the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $100,000.00 under the authority of Chapter 645 of the Acts of 1948, as amended, and to issue bonds and notes therefor in accordance with the provisions of Chapter 44 of the General Laws and said Chapter 645 of the Acts of 1948, as amended, so that the whole loan shall be paid in not more than twenty years from the date of issue of the first bond or note.
ARTICLE 2, Voted to dispense with the reading of the minutes of the Meeting.

REPORT OF SELECTMEN
To the citizens of Westford:
The Board of Selectmen organized in March with Edward F. Har- rington as Chairman, Thomas W. Gower, Secretary, and Elroy A. Field as the third member.
Reports of all committees and Departments under our jurisdiction appear in this Town Report.
The State Division of Accounts audited our books in September, and their report is also shown.
We had the pleasure of signing Eight Hundred Thousand Dollars worth of Bonds, for the New High School Bond issue. We hope that the New High School will be a great success, and will give everything to the children of Westford that they justly deserve.
We did considerable research work on Insurance of all kinds car- ried by the Town, and feel that a Committee should be named to make a further study of our Insurance, and bring in proposals at future meetings.

REPORT OF HIGHWAY DEPARTMENT
To the Honorable Board of Selectmen.
Westford, Massachusetts
Gentlemen:
I herewith submit my report for the year 1953:
CHAPTER 81 AND GENERAL HIGHWAY MAINTENANCE
The usual Highway Maintenance work was carried out this year which included the use of gravel, asphalt, screened sand, gravel pea stone, oil treated pea stone, rice stone, and bituminous concrete patch on our roads and streets that come under Chapter 81. Several roads were resurfaced with an application of asphalt, gravel pea stone, and oil treated pea stone.
CHAPTER 90, MAINTENANCE
Chapter 90 Maintenance was carried out this year under the pro- visions of the contract. A section of Acton, Concord, and Graniteville Roads were resurfaced with asphalt and oil treated pea stone.
CHAPTER 90 CONSTRUCTION
Beaver Brook Road, Chapter 90, Construction was completed as far as the money allocated went. The stone wall from Cold Spring Road to the bottom of Graniteville Hill will be removed, stock fence will be erected and drainage installed under the 1953 contract for Graniteville Road Construction. Under terms of this contract, this work will be com- pleted before June 30, 1954.
In regard to the equipment, I recommend that the Town purchase a new truck and a front end sand spreader. This sand spreader would be mounted on the new truck during the winter months and be replaced with the regular dump body for general highway work for the rest of the year. The truck would be equipped with a plow frame so that it could be used for plowing snow. This sand spreader would enable us to sand all the main roads promptly. One man operates both truck and sand spreader.
I also recommend that the Town purchase two new snow plows to replace two old plows which are in very poor condition.
I wish to take this opportunity to thank the Selectmen, the former Superintendent, J. Austin Healy, the Town Accountant, the Town Treas- urer, and Mr. Fulton, the State Engineer, for their cooperation and as- sistance during the past year.
I also want to thank all the men who worked with me for their loyalty and cooperation throughout the year.

CIVIL DEFENSE DEPARTMENT REPORT
I was appointed Civil Defense Director by the Selectmen this year. My assistant is Howard S. Smart. The money that was spent for the Civil Defense was used to make headquarters for the Civil Defense and the Police Department in the legion room in the lower Town Hall.
