SPECIAL TOWN MEETING-NOVEMBER 22, 1954
At a legal meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held in the Town House, Mon- day, November 22, 1954, at 8:00 P. M., the following business was trans- acted :
Ben W. Drew, Town Moderator, called the meeting to order.
Voted to dispense with the reading of the Warrant in its entirety.
ARTICLE 1. Voted unanimously that the Town accept the follow- ing gifts made to it to assist the Town in defraying the cost of construct- ing, equipping and furnishing the new six-year Westford Academy High School Building now in process of construction:
From the Trustees of Westford Academy the sum of $8,500.00.
From Mr. and Mrs. Edward Mosley Abbot in memory of Mr. Abbot's father, Abiel Jacob Abbot, Westford Academy Class of 1864, Trus- tee of Westford Academy 1879-1921 and Treasurer of Westford Academy 1885-1921, five $1,000.00 Missouri Pacific Railroad Bonds maturing April 1, 1980, having a present value of $5,158.09.
From Harold E. Wright in memory of his father and mother, Perley Ellsworth Wright and Eva Frances Wright, the sum of $1,800.00.
From the family of George A. Drew in memory of George A. Drew, a graduate and Trustee of Westford Academy, the sum of $1,000.00.
From Mrs. Arthur W. Fletcher and children in memory of Arthur W. Fletcher, the sum of $1,000.00.

Said money gifts totalling $19,916.09; and that said sum of $19,916.09 be appropriated for the purpose of completing the construction, equipping and furnishing of said new High School Building, said sum to be in addition to and to be added to the sums appropriated under Article 2 of the Warrant for the Special Town Meeting held February 14, 1953 and under Article 1 of the Warrant for the Special Town Meeting held October 9, 1953.
ARTICLE 2. Voted unanimously that the sum of Thirty-Three Hun- dred ($3,300.00) Dollars be transferred from available funds to the ac- count entitled Welfare Department to be divided as follows:
Temporary Aid-$400.00.
Disability Allowance-$1,400.00. Aid to Dependent Children-$1,500.00.
ARTICLE 3. Voted unanimously that most sincere thanks be given to those who have contributed money, materials, valuable historical ar- ticles etc. for the new Westford Academy High School Building.
ARTICLE 4. Voted to dispense with the reading of the minutes of the meeting.
ARTICLE 5. Voted to dissolve the meeting.

REPORT OF SELECTMEN
To the citizens of Westford:
The Board of Selectmen organized in March with Edward F. Har- rington as Chairman, Elroy A. Field, Secretary, and James L. Healy as the third member.
Reports of all committees and departments under our jurisdiction appear in this Town Report.
Mr. Leo Larkin resigned as our Forest Fire Warden on July 1, and his resignation was received with regret. Mr. Larkin had served as Forest Warden for many years, and had always done an outstanding job. We appointed Mr. Harold E. Wright, Fire Chief, to succeed Mr. Larkin.
We appointed Mr. James L. Knowlton, our clerk, to act as Liaison Officer for the Town to process claims against the State for Hurricane damages.We received $2,379.46 from the State in 1954, and the balance, about $4,000.00 will be credited in 1955.
We wish to commend Mrs. Charlotte P. Greig for her excellent work in 1954. By her manipulation of 90-Day Treasury Notes, in connection with the School Bond Issue, she realized $5,877.83 in extra interest for the Town.

REPORT OF HIGHWAY DEPARTMENT
To the Honorable Board of Selectmen.
Gentlemen:
I herewith submit my report for the year 1954:
CHAPTER 81 AND GENERAL HIGHWAY MAINTENANCE
The usual Highway maintenance work was carried out this year which included the use of gravel, asphalt, screened sand, gravel pea stone, oil treated pea stone, rice stone, and bituminous concrete patch on our roads and streets that come under Chapter 81. Several roads were re- surfaced with an application of asphalt, gravel pea stone, and oil treated pea stone.
CHAPTER 90, MAINTENANCE
Chapter 90, Maintenance was carried out this year under the pro- visions of the contract. A section of Beaver Brook, Carlisle, and Concord roads were resurfaced with asphalt and oil treated pea stone. CHAPTER 90, CONSTRUCTION
Graniteville Road, Chapter 90, Construction was completed as far as the money allocated went. The work to be done on Beaver Brook Road consists of grading, constructing a bituminous treated gravel surface, tree removal, installing drainage, and removing the existing bridge, re- placing same with twin pipe arches. Under terms of this contract, this work will be completed before June 30, 1955.
In regard to the equipment, I recommend that the Town purchase a new tractor shovel. The one we now have is not practical, and this type is absolutely useless in gravel banks and for excavation in widening roads. The tractor shovel I recommend has a weight of 18,200 pounds, has a bucket capacity of 15/8 cubic yards, and has the four wheel drive. I would like to draw your attention to the fact that this model will load a truck in five minutes compared to a minimum of twenty minutes it now takes us with our present tractor, thus enabling us to speed road sanding considerably during the winter months when we are faced with the snow and ice problem. Our present tractor shovel is a light model with a small bucket and having only the two wheel drive. It has tipped over on two occasions while operating, endangering the lives of Town employees. To prevent the tractor from tipping forward when in oper- ation, we must keep a heavy slab of granite stone on the rear of same. Concluding, I must say this tractor was not designed for work off the highway and to get better performance we must have a heavier and stronger piece of machinery.
I wish to take this opportunity to thank the Selectmen, the former Superintendent, J. Austin Healy, the Town Accountant, the Town Treas- urer, and Mr. Fulton, the State Engineer, for their cooperation and assist- ance during the past year.
I also want to thank all the men who worked with me for their loyalty and cooperation throughout the year.

CIVIL DEFENSE DEPARTMENT REPORT
As Civil Defense Director and my assistant Howard S. Smart, who put in a good many hours in the tower at the Town Hall, which he did not receive any pay for his work, at this time I want to thank Mr. Smart for his cooperation in the Civil Defense Work. The money that was spent for the Civil Defense was for Equipment and repairs to the headquarters for the Civil Defense office in the Town hall.
