In order to save the Town the expense of printing a six page list of the owners of dogs who have paid licenses in 1952 the Board of Select- men has requested me to omit printing the list this year. A list of those who have paid licenses in 1952 can be seen at my office. As a matter of record I wish to state that such a list has been printed in our Town Reports every year since 1860.


The attention of owners and keepers of dogs is called to the follow- ing extracts from Chapter 140 of the General Laws as amended:


Definition: "License period," the time between April first and the following March thirty-first, both dates inclusive.


SEC. 137. LICENSES and TAGS. A person who at the com- mencement of a license period is, or who during any license period be- comes, the owner or keeper of a dog three months old or over which is not duly licensed, and the owner or keeper of a dog when it becomes three months old during a license period, shall cause it to be registered, numbered, described and licensed until the end of such license period and the owner or keeper of a dog so registered, numbered, described and licensed during any license period, in order to own or keep such dog

after the beginning of the succeeding license period, shall, before the beginning thereof, cause it to be registred, numbered, described and licensed for such period. The registering, numbering, describing and licensing of a dog, if kept in any town shall be in the office of the clerk thereof.


The license shall be in a form prescribed by the director, upon a blank furnished,-by the county in which the town is located, and shall be subject to the condition expressed therein that the dog which is the subject of the license shall be controlled and restrained from killing, chasing or harassing livestock or fowls. The owner or keeper of a licens- ed dog shall cause it to wear around its neck or body a collar or harness of leather or other suitable material, to which shall be securely attach- ed a tag in a form prescribed by the director, and upon which shall appear the license number, the name of the town issuing such license and the year of issue. Such tags shall be furnished in the same manner as the license blanks, and if any such tag shall be lost the owner or keep- er of such dog shall forthwith secure a substitute tag from the town clerk-at a cost of ten cents which, if received by a town clerk, shall be retained by him unless otherwise provided by law.


SEC. 139. FEES for LICENSES. The fees for every license shall, except as otherwise provided, be two dollars for a male dog and five dollars for a female dog, unless a certificate of a registered veterina- rian who performed the operation that said female dog has been spayed and has thereby been deprived of the power of propagation has been filed with the town clerk, in which case the fee shall be two dollars. A certified copy of such certificate on file in the office of any town clerk within the Commonwealth may be accepted as evidence that the said operation has been performed.

Annual Town Meeting MARCH 8, 1952


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, Sat -. urday, March 8, 1952, a 1:00 P.M., the following business was trans- acted:


Ben W. Drew, Town Moderator, called the Meeting to order. Rev. Cletus E. Hirschy gave the invocation.


Albert A. Hildreth and Robert J. Spinner, using Check Lists, acted as Tellers at the doors of the Hall.


Voted to dispense with the reading of the Warrant.


The Canvass of the Votes Cast at the Town Election, March 3rd, made by the Board of Registrars of Voters, was read by the Town Clerk.


ARTICLE 1. Voted that the Report of the Committee on Stock- ing Ponds and Inland Waters, appointed under Article 42 of the 1951 Annual Town Meeting, be accepted as a Report of progress and that the Committee be continued for the ensuing year.


Voted to defer receiving the Report of the School Planning Com- mittee until later in the Meeting.


ARTICLE 2. Voted that the compensation of the Town Offi- cers be as follows and effective as of January 1, 1952:

20. Voted that the sum of $400.00 be raised and appropriated to defray the expense of Commemorating Memorial Day.


21. Voted that the sum of $1,010.00 be raised and appropriated to defray the expense of Publishing and Distributing the Town Reports.


22. Voted that the sum of $4,200.00 be raised and appropriated to defray the expense of various types of Insurance, including Fire, Compensation, Liability and Collision Insurance.


23. Voted that the sum of $25.00 be raised and appropriated for Interest on Revenue Loans.


24. Voted that the sum of $4,000.00 be raised and appropriated for the Care of Cemeteries.


25. Voted to take up this Item relative to Street Lights after Article 44 has been acted upon.


26. Voted that the sum of $5,000.00 be raised and appropriated, to be used as a Reserve Fund at the discretion of the Finance Commit- tee, as provided in General Laws, Chapter 40, Section 6; that the sum of $10.00 be raised and appropriated to be used by the Finance Com- mittee for payment of Membership in the Association of Town Finance Committees and that the further sum of $200.00 be raised and appro-

priated for the purpose of defraying the expense of the Finance Com- mittee.


27. Voted unanimously that the sum of $74.65 be raised and ap- propriated for the purpose of paying Unpaid Bills of 1951 and previous years as follows :


Registration and election-American Legion Post No. 159, $15.00; Town Hall-J. I. Holcomb Mfg. Co., $18.90; Police Department-City of Lowell, $5.00; Fire Department-Lowell Electric Light Corp., $10.52, Lowell Electric Light Corp., $2.20, Scotty's Service, $16.83- Total $29.55; Welfare Department-Westford Water Co., $6.20.


ARTICLE 5. Voted that the sum of $10,125.00 be raised and appropriated to meet the Town's share of the cost of Chapter 81 High- ways and, that in addition, the sum of $22,275.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 6. Voted that the sum of $1,000.00 be raised and ap- propriated for Maintenance of Chapter 90 Roads, on condition that like amounts be contributed by either or both the State and County respec- tively, to be used in conjunction therewith and, that in addition, the sum of $2,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 7. Voted that the sum of $1,175.50 be raised and ap- propriated for the Highway Machinery Fund and that the sum of $5,- 000.00 be transferred from said Machinery Fund to the Highway Equipment Account.


ARTICLE 8. Voted that the sum of $2,000.00 be raised and ap- propriated for the purpose of reconstructing Beaver Brook Road contin- gent upon contributions by either or both the State and County to be used in conjuction therewith and, that in addition, the sum of $6,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's share of the cost of the work, the re-

imbursements from the State and County to be restored, upon their re- ceipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 9. Voted that the sum of $1,000.00 be raised and appropriated for the purpose of reconstructing Graniteville Road, con- tingent upon contributions by either or both the State and County to be used in conjunction therewith and, that in addition, the sum of $3,000.00 be transferred from Unappropriated Available Funds in the Treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to Unappropriated Available Funds in the Treasury.


ARTICLE 10. Voted that it is the sense of the Meeting that the number of Fire Engineers, appointed by the Selectmen, be increased from three to five and that one Fire Engineer be from the Nabnasset section and one from the Parker Village section.


ARTICLE 11. Voted that the sum of $575.00 be raised and ap- propriated for the purpose of purchasing approximately 500 Feet of New 11/2" Fire Hose, said purchase to be made under the supervision of the Board of Fire Engineers.


ARTICLE 12. Voted that the sum of $225.00 be raised and ap- propriated for the purpose of purchasing approximately 250 Feet of 11/2" Hose to be used by the Forest Fire Department, said purchase to be made under the supervision of the Forest Warden.


ARTICLE 13. Voted to dismiss this Article relative to two New Sirens to be installed at Graniteville and Forge Village.


ARTICLE 14. Voted unanimously not to raise and appropriate $1,000.00 for two Radios to be installed on two of the Fire Trucks.


ARTICLE 15. Voted not to raise and appropriate $225.00 for a Scott Air Pack.


ARTICLE 16. A Motion that the sum of $4,000.00 be trans- ferred from Unappropriated Available Funds in the Treasury for the purpose of purchasing a New Fire Truck, was lost.

under the supervision of the Board of Fire Engineers.


Recess of ten minutes.


ARTICLE 13. Voted to reconsider Article 13. The Vote being doubted the Moderator appointed Albert A. Hildreth and Robert J. Spinner as Tellers and on a Standing Vote it was declared to be 54 to 42 in favor of reconsideration. Voted that a Committee of five be appointed by the Moderator to investigate the Siren situation in Gran- iteville and Forge Village and report at a Special Town Meeting or at the next Annual Town Meeting.


ARTICLE 38. Voted to take up Article 38.


The Report of the School Planning Committee was read by the Chairman, Edward M. Abbot.


Voted that the Report of the School Planning Committee, ap- pointed under Article 1 of the Warrant for the Annual Town Meeting held March 10, 1951, be accepted as one of progress and that said Committee be continued in office and make further Report of its find- ings and recommendations at the next Annual Meeting or at a Special Meeting held prior thereto to be called for that purpose and that the Committee be thanked for their excellent Report.


Voted that the sum of $500.00 be raised and appropriated for the purpose of defraying the expense of the School Planning Com- mittee appointed under Article 1 of the Warrant for the Annual Town Meeting held March 10, 1951.


ARTICLE 17. Voted to dismiss this Article relative to transfer- ring a Chevrolet Truck from the Forge Village Fire House to Nab- nasset.


ARTICLE 18. Voted that the Board of Fire Engineers be and hereby are authorized to transfer by good and sufficient Bill of Sale, Title to the Chevrolet Fire Truck, without the pump, now stationed at the Forge Village Fire House and apply the sum received therefrom against the purchase price of the New Fire Truck voted under Article 16.


ARTICLE 19. Voted that the sum of $500.00 be raised and ap- propriated for the purpose of making repairs to the interior of the Fire. House at Forge Village.

ARTICLE 20. Voted that the sum of $700.00 be raised and ap- propriated for the purpose of Civil Defense, said sum to be expended under the supervision of the Board of Selectmen.


ARTICLE 21. Voted that the sum of $1,225.00 be raised and appropriated for the purpose of making certain improvements in the Frost School, said sum to be expended under the supervision of the School Department.


ARTICLE 22. Voted that the sum of $1,000.00 be raised and appropriated for the purpose of defraying the expense of the Athletic Program in the Westford Schools.


ARTICLE 41. Voted to take up this Article.


Voted that the Town accept Hill Street as laid out by the Select- men as shown by the Report and Plan duly filed in the Office of the Town Clerk.


ARTICLE 46. Voted to take up this Article.


A Motion that, to reduce the Tax Rate, by transferring the sum of $10,000.00 from Unappropriated Available Funds in the Treasury, to be deducted by the Assessors from the amount required to be assessed by them, under the Provisions of Chapter 798 of the Acts of 1951, was lost by a Standing Vote of 35 No and 24 Yes. The count was taken by Dana Fletcher and Waldo S. Leedberg, appointed as Tellers by the Moderator.


ARTICLE 23. Voted that the sum of $200.00 be raised and ap- propriated for the purpose of painting and refinishing the lower Town Hall, including the sanding and refinishing of floors, said work to be done under the supervision of the Board of Selectmen.


ARTICLE 24. Voted that the sum of $600.00 be raised and ap- propriated for Band Concerts during the current year.


ARTICLE 26. Voted to take up this Article.


Voted that the sum of $500.00 be raised and appropriated for repairing such public sidewalks as the Selectmen shall determine, said sum to be expended under the supervision of the Board of Selectmen.

ARTICLE 25. Voted that the sum of $150.00 be raised and ap- propriated for the purpose of Hot-topping the walk or path thru the Town Common and the sidewalk bordering the Town Common, said work to be done under the supervision of the Highway Department.


ARTICLE 27. Voted that the sum of $800.00 be raised and ap- propriated for the Care of the Whitney Playground.


ARTICLE 28. Voted that the sum of $500.00 be raised and ap- propriated for the purpose of continuing the Survey and Maps of the Town, said sum to be expended under the supervision of the Board of Assessors.


ARTICLE 29. Voted that the sum of $1,874.16 be raised and appropriated for the purpose of paying to the Treasurer of the Middle- sex County Retirement System the amounts allocated to the Town of Westford by the County Commissioners in accordance with the Provi- sions of Chapter 32 of the General Laws, as amended.


ARTICLE 30. Voted that the Town accept a gift made to it by the Isabel F. Hyams Fund, Inc., formerly known as the Solomon Hyams Fund, Inc., and that the Town Clerk be authorized and di- rected to extend to said Corporation the appreciation of the Town for this gift.


ARTICLE 31. Voted that the Town accept a legacy given to it by Mary Atwood, late of Westford, deceased testate, by her will duly proved and allowed by the Probate Court of Middlesex County, sub- ject to the terms and conditions set forth in said will and that the Town Clerk be authorized and directed to extend to the Executrix of said Will the appreciation of the Town for this gift.


ARTICLE 32. Voted that the sum of $300.00 be raised and ap- propriated for the purpose of providing suitable quarters in the Nab- naseet Section of Westford for the Nabnasset American Legion Post No. 437 and the Auxiliary of said Post.


ARTICLE 33. Voted that the sum of $300.00 be raised and ap- propriated for the purpose of providing suitable quarters for the Vet- erans of Foreign Wars, Post No. 6539, Westford, for the year 1952.

ARTICLE 34. Voted that the sum of $100.00 be raised and ap- propriated for the purpose of purchasing and planting trees in such parts of the Town as the Tree Warden shall determine, said purchase and planting to be done under the supervision of the Tree Warden.


ARTICLE 35. Voted that the sum of $125.00 be raised and ap- propriated for the purpose of purchasing a New Royal Typewriter for use by the Town Clerk, said purchase to be made under the super- vision of the Town Clerk.


ARTICLE 36. Voted that the Town Clerk be and hereby is authorized to sell and transfer by a good and sufficient Bill of Sale, Title to the old typewriter now used by him as Town Clerk and apply the sum received therefrom against the purchase price of the New Typewriter.


ARTICLE 37. This Article relative to Fuel Oil was not acted upon as Chapter 25 of the Acts of 1951, Section 3 would make action under this Article illegal.


ARTICLE 39. Voted that a Committee of five persons' be ap- pointed by the Board of Selectmen to study the matter of regulating traffic and parking of vehicles on the public ways of the Town and report to the Town at the next Annual Town Meeting.


ARTICLE 40. Voted to dismiss this Article relative to stocking a Pond or other Inland Waters bordering on the Towns of Littleton and Westford.


ARTICLE 42. Voted that the Selectmen be authorized to install two Street Lights on West Street.


ARTICLE 43. Voted to dismiss this Article relative to installing three Street lights on Hartford Road.


ARTICLE 44. Voted that the Selectmen be authorized to install one Street Light on Chamberlin Road, north of Main Street, Pole No. 11-34.


ARTICLE 3. 25. Voted to take up this Article and Item.

Special Town Meeting SEPTEMBER 30, 1952


At a legal Meeting of the inhabitants of the Town of Westford, qualified by law to vote in Town affairs, held at the Town House, TUESDAY, SEPTEMBER 30, 1952 at 8:00 o'clock P. M., the follow- ing business was transacted:

Voted to dispense with the reading of the Warrant.


ARTICLE 1. Voted that the Town raise and appropriate or transfer from Available Funds, to the account entitled Forest Fires, the sum of $300.00 for the purpose of defraying the expenses of said Department.


ARTICLE 2. Voted that the Town raise and appropriate or transfer from Available Funds the sum of $4,800.00 to the account en- titled Welfare Department, for the purpose of defraying the expenses of said Department, to be divided as follows: Old Age Assistance $2,400.00; Aid to Dependent Children $400.00; Disability Allowance $2,000.00.


ARTICLE 3. Voted to dismiss this Article relative to raising and appropriating or transferring from Available Funds $2,500.00 to Chapter 81 Highways.


ARTICLE 4. Voted that the Town raise and appropriate or transfer from Available Funds the sum of $5,000.00 to the account en- titled Highway Purposes-Snow and Ice Removal.


ARTICLE 5. Voted that the sum of $1,800.00 be raised and appropriated or transferred from Available Funds to the account en- titled Highway Machinery Fund and that the sum of $1,800.00 be transferred from said Machinery Fund to the Highway Equipment Account.


ARTICLE 6. Voted that the Town accept a legacy of $5,000.00 given to it under the Will of William L. Wright, late of Brockton, upon the Trusts set forth in said Will.

Voted that the Board of Selectmen be and hereby are authorized, in the name and behalf of the Town, to enter into a contract with the Westford Water Company, for a period not to ex- ceed five years and on such terms and conditions as they deem advis- able, for two Hydrants to be located on Plain Road and that the sum of $22.50 be raised and appropriated or transferred from Available Funds for this purpose.


ARTICLE 8. Voted that a Committee of five be elected from the floor to interview the Officials of the Westford Water Company and to ascertain the terms under which they will sell their properties in Westford to the Town of Westford. This Committee to report its find- ings and recommendations at the next or Annual Town Meeting.
