If the operation of another vehicle should be affected, by a stopping or turning move- ment, the driver of such other vehicle shall be given a plainly visible signal.


Section 8. No Driving on Sidewalks. The driver of a vehicle shall not drive upon any sidewalk except at a permanent or tempora- ry driveway.


Article VII


Responsibility and Penalties.


Section 1. Owner Prima Facie Responsi- ble for Violations. If any vehicle is found upon any street or highway in violation of any provisions of these rules and orders and the identity of the driver cannot be de- termined, the owner or the person in whose name such vehicle is registered, shall be held prima facie responsible for such viola- tion.


Section 2. Penalty. Except as otherwise provided by statute or by any commission, department, or other body authorized by law to impose penalties for violations of rules, regulations and orders governing the use and operation of vehicles, any person convicted of violating any of the provisions of the foregoing rules and regulations shall be punished by a fine of not more than $20 for each offense committed during any period of one year unless otherwise herein provided.

REPORT OF THE BOARD OF FIRE ENGINEERS


The Board of Fire Engineers submits the following report for the year ending December 31, 1955.


The following men were appointed as Fire Engineers: Harold E. Wright, Richard N. Hall, Francis Mulligan, Carl Nylund and Edward N. Lamson.


The organization of the Board of Fire Engineers took place im- mediately after appointment by the Selectmen. Richard N. Hall was elected Chief Engineer and Edward N. Lamson, Clerk.


Early in August Chief Hall was forced to resign because of ill health. Immediately folliwng Chief Hall's resignation, Harold Wright, our former Chief, also resigned. This terminated fifteen years of service to the Town of Westford for both of these men. Westford has lost the services of two very capable men and owes a great deal of thanks to them, as they leave an excellent Fire Department, the development of which they both had much to do with.


Following these resignations the Selectmen appointed Hubert Ray- mond of Graniteville and Leo Larkin of Westford to the Board of Fire Engineers; both members of the Fire Department for many years. Mr. Larkin at this time was reappointed Forest Warden. The Engineers then reorganized with Edward N. Lamson elected Chief Engineer and Francis Mulligan elected clerk.


The Fire Department answered one hundred and thirty-three calls as follows: 9 buildings, 4 chimney fires, 3 oil burners, 4 car fires, 4 sheds, 6 electrical fires in houses, 2 lost children, 2 accidents, 51 brush and grass fires, 7 railroad road fires, 35 dump fires, 4 of which were to specifically burn the dump, 1 blood donor call and five mutual aid calls.


In February, March and December the Westford Fire Department was called to Lowell for general alarm fires. The Graniteville, Forge Village and Westford Departments answered these calls in order. These calls were compliments to the Westford Fire Department in as much as Lowell felt that the Westford Fire Department could handle any job that might be assigned. Also the Board of Fire Engineers were happy to return the services which the Lowell Fire Department has so often rendered Westford.


Early in the year the Nabnasset Fire Company was formed and put into commission. A fine group of men make up this company, headed by Carl Nylund, the Engineer from Nabnasset, Jack Geerds, the Captain and Anthony Memaszyk as Lieutenant. This company has been very active and earnest. A two-week course of instruction was arranged with Deputy Chief Walter J. Kane of the Lowell Fire Department as instruc-
