Historic Trends

Wilbraham was known as the fourth precinct of Springfield in 1741 and was incorporated as a town in 1763. As a manufacturing town, Wilbraham was not prominent prior to 1865, al- though a grist mill and a number of saw mills were in operation as early as 1750. A woolen mill was started in 1845 and was followed by two others. There were also the old carding and fulling mills which produced cloth for domestic purposes, and a tannery owned and operated by Thomas and Henry Howard. The Collins Paper Com- pany was established in 1872 and the Cutler Mills, manu- facturing feed and grain were started in 1877. Wilbra- ham Academy (originally known as Wesleyan Academy) was started in 1825. It was co-educational but after its reorganization in 1911, it became a boy's school.

These Trustees are empowered by law to maintain one or more Agents or instructors in Agriculture, Home-making and Country life, who shall meet the residents of the County, individually and in groups, for the purpose of teaching and demonstrating better prac- tice in Agriculture and Home-making, the benefits to be derived from cooperative efforts, better methods of marketing farm products, and the organization of communities to build up country life. The statutes further allow the Trustees to receive on behalf of the County, money appropriated by any town or by the Federal Government . . . or by the General Court for any County . .. and may enter into any agreements . .. relative to Extension Work with adults and with boys and girls in Agriculture, Home-making and Country life. (G. L. Ch. 128)

In accordance with the above, the Hampden County Trustees dur- ing the past year maintained Agents who have been of service to all residents of the County. Their counsel and assistance has been available to all citizens of the County without charge.

Department responded to 161 alarms: 24 buildings, 70 grass and brush, 5 trucks, 4 automobiles, 4 chimneys, 2 oil burners, 8 dumps, 6 mutual aid (out of town), 1 lost person, 37 emergencies. 297 Per- mits Issued, 207 Inspections, 61 Extinguishers Recharged.

Late in 1954, the Fire Department suffered a great loss in the sudden death of one of our efficient Fire Dispatchers, Margaret C. Woods. We were fortunate in having Mary Chapman consent to take over the duties.

For their cooperation and assistance, I express my heartfelt grati- tude to the Fire Dispatchers, the Call Men, the Auxiliary, to the members of the Board of Selectmen, Fire Commissioners, the person- nel of the various Town Departments and others who may have helped during the past year.

RALPH E. TUPPER, SR., Fire Chief
