Report of Annual Town Meeting
MARCH 5, 1955
In accordance with the warrant as posted, the voters of the Town assembled in the Wilbraham Memorial School Auditorium, Wilbraham.
The polls were declared open at 8:30 a.m. by Moderator Frank Auchter and Warden Wesley Holdridge, who had been sworn in by Town Clerk Walter F. Berry. Ballot Clerks and Tellers sworn in by the Town Clerk were: Anna Tupper, Dorothy Reidy, Beulah Wahlberg, Theresa Boden, Helen Laurino, Wanda Gurski, Filomena Gilbert, Alexina Holdridge, Coralie Gray, Helen Panek, William Dempsey, Mae Irwin, Sophie Przybycien, Mildred Brooks. Special Police-William Tupper, Carl Heiden.
The meeting was called to order by Moderator Frank Auchter at approximately 10:07 a. m., with a quorum of registered voters present.

ARTICLE 2. Voted unanimously that the Town accept the reports of the Selectmen, Board of Public Welfare, School Committee, School Survey Committee, Town Collector, Town Treasurer, Water Department, Assessors, Town Clerk and other Town officials or committees, as printed in the Annual Town Report.
ARTICLE 3. Voted unanimously that the compensation for elected Town Officers for the ensuing year be fixed as follows: Town Clerk, $2,500.00 (with all fees to be paid directly to the Town) ; Town Treasurer, $1,200.00; Moder- ator, $50.00-Annual Town Meetings, $15.00-Special Town Meetings; Town Collector, $2,200.00; Tree Warden, $1.50 per hour, (to include use of car, when needed) ; Selectmen, two members, $500.00 each member; Chair-

man, $550.00; Assessors, $1.50 per hour, (to include use of car when needed) ; Constables, $1.50 per hour, (when called on duty by Selectmen, plus fees) ; Auditor, $200.00; School Committee, no salary; Cemetery Commissioners, no salary; Cemetery Commissioners (working time), $1.50 per hour; Water Commissioners, $150.00; Library Trustees, no salary; Planning Board members, no salary.
Poundkeeper, Field Drivers, Weighers of Grain, Sur- veyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) - fees only as fixed by General Law, and that any changes in compensation for all Town Officials or employees whose compensation is not fixed herein shall be submitted to and approved in advance of such change by the Financial Committee.
Finance Committee had recommended that the amounts be accepted as listed, and noted that there had been an in- crease from $1,900.00 to $2,200.00 on Town Collector's salary.
ARTICLE 4. Voted unanimously that the Town Treasurer be authorized, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 5. During discussion on the above Article, Mr. E. Ray Pease said that mosquito control, using airplane spraying, was a probability this year.
On the Civil Defense item it was explained that $4.000.00 would be spent for two-way radio equipment, $2,000.00 for a warning system, and $500.00 for operating expense. A reimbursement of $2,000.00 from the State is expected, if this two-way radio equipment is bought for use in Civil Defense.
Regarding the Police item, it was pointed out that the knowledge of the existence of the Police Force would be a protection in itself. Wilbraham Police would be working with the State Police; our men would patrol from 10 p.m. to daylight, with direct radio contact with State barracks. Cruiser for this work will cost about $2,300.00 with radio rented at $16.00 per month. The possibility of having examinations given prospective members of the Police was brought up, and Mr. Nelson said the men connected with Police were local men of high caliber, and that all men were investigated.
Mr. Joseph S. Cotton interrupted the meeting, during discussion on Article 5, to announce that a tape recorder was in use. The Moderator ruled that there was no objection to having the meeting recorded, but remarked that the towns- people should have been advised that the recorder was in

use. The recording is to be available to any who ask for it. Each speaker, subsequently, was asked to give his name before speaking. Mr. J. Loring Brooks commented, at this point, on his reason for having recording made.
ARTICLE 6. Voted unanimously that the sum of $7,500 be raised and appropriated to meet the town's share of the cost of Chapter 81 Highway Work, and that in addition the sum of $13,750. be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt, to unappropriated available funds in the treasury.
ARTICLE 7. Voted unanimously that the sum of $1,000 be raised and appropriated to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that, in addition the sum of $2,000 be transferred from unappropri- ated available funds in the treasury to meet the State and County's share of the cost of the work; the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury. (Par- tially planned for grading Highland Avenue, and cutting view obstructing bank.)
ARTICLE 8. Voted unanimously that the sum of $5,000 be raised and appropriated to meet the Town's share of the cost of Chapter 90 Highway Construction, and that, in addi- tion, the sum of $15,000 be transferred from unappropriated available funds in the treasury to meet the State and County's share of the cost of the work : the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury. (Prob- able program No. Mountain Road and Springfield St. extension.)
The Finance Committee recommended above action. It was explained that Chapter 90 highways are those roads connecting two towns. It was pointed out that funds appro- priated for a particular job cannot be transferred to any other work until such action is approved by Town vote.
ARTICLE 9. Voted unanimously that the Town accept as a public way the street now known as Wilbraview Drive, as shown on sub-division plans drawn by Engineers Durkee, White and Towne, dated April 1950, beginning at Spring- field Street and running northerly for a distance of 1090.63 ft., and that the sum of $1.276. be raised and appropriated for construction of said Wilbraview Drive, and that better- ment assessments be levied in accordance with the provi- sions of Chapter 80 of the General Laws.
Both the Planning Board and the Finance Committee

recommended this action. Cost to the Town will be 1/3 ; cost to abutters 2/3.
ARTICLE 10. No action on this was possible, as the deed had not been received. (See page #69 for vote taken March 12, 1955.) (page 40 - this report).
ARTICLE 11. Voted unanimously to surface a parking area at the Fire Station to service both the Fire Station and the Library, and that the sum of $1,000 be appropriated and added to the Miscellaneous Highways account for this work.
A quotation of $2,000. was received on this proposed work, but the Town Highway Department feels that satis- factory job can be done by them for $1,000. Use of this parking area will eliminate the necessity for parking on public road, when visiting the Library.
ARTICLE 12. Voted unanimously that the Town raise and appropriate the sum of $9,500. to be expended under the direction of the Board of Fire Commissioners for the pur- chase of a new fire truck to be garaged at the North Wil- braham Fire Station to meet additional current needs.
The Finance Committee recommended this action. Mr. Chapman, member of the Board of Fire Commissioners, gave statistics substantiating the need, and said there has been an increase of 106% in fire calls.
ARTICLE 13. Voted by a majority that the Town accept as printed in the Annual Town Report the report of the Civic Survey Council, and that this Council shall be con- tinued as a standing advisory committee to study and report from time to time on matters of long term community plan- ning with future appointments to the committee to be made annually by joint action of the Planning Board and the Board of Selectmen.
There was much discussion on the advisability and neces- sity of retaining this Council.
ARTICLE 14. Motion was made and seconded that the sum cf $9,000. be appropriated and transferred from unap- propriated available funds in the treasury to install, subject to the approval of the Department of Public Works, suitable traffic control lights at the intersection of Springfield Street and Stony Hill Road, and at the intersection of Springfield and Main Streets. The Finance Committee recommended that the $9,000 referred to in this Article be raised by taxes, rather than taken from available funds. The original motion was then withdrawn, and the motion was made and seconded that the sum of $9,000. be raised and appropriated to install, subject to the approval of the

Department of Public Works, suitable traffic control lights at the intersection of Springfield Street and Stony Hill Road, and at the intersection of Springfield and Main Streets. This vote was defeated.

ARTICLE 15. It was voted that action on this be with- held until action on Article 16 had been taken.
It was moved and seconded that the Fire Commissioners be instructed to study and report to the Selectmen on the Town's needs as to new equipment and a site for a new fire station in the vicinity of Springfield and Main Streets; and to appropriate and transfer from unappropriated available funds in the treasury the sum of $12,000 to provide the cost of purchasing land for such purpose, and to authorize the Selectmen in the name of and on behalf of the Town to acquire title to such land.
The Finance Committee recommended that no appropria- tion be made at this time, but that the Fire Commissioners study this matter and make a report at a future meeting.
The original motion was then withdrawn, and Mr. Brooks moved that the Town instruct Fire Commissioners to study and report the Town's needs as to equipment and location of a fire station site near Springfield and Main Streets; and to submit their report with recommendations to a future meeting of the Town. E. Anderson, Engineer, dated December, 1954, and filed in the office of the Wilbraham Planning Board. This first described parcel of land lying southeasterly of land owned by Gideon Dickinson. and along land of Town of Wilbraham known as Crane Park, fully described as follows: "beginning at the southeasterly corner of land owned by Gideon Dickinson and running thence along land of said Dickinson and the easterly line of a private way known as Burt Lane N5 degrees 54 feet, 20 inches W, 218.08 feet: thence along land of the Town of Wilbraham known as Crane Park S 73° 46' 30" E, 71.83'; thence continuing along said land of the Town of Wilbraham N 11° 32' 30" E, 137.33'; thence along land of Raymond F. Gurney and Lloyd M. Hoover S 85° 50' 40" E. 425.43'; thence along other land owned by J. Loring Brooks, Jr. S4° 09' 20" W, 339.15'; thence continuing along other land of said J. This description included a piece of land not shown on original map made in connection with proposed rezoning. There was much discussion on this point, but Mr. Keuhn, Chairman of the Planning Board, explained that the At- torney General gives authority to make minor changes on

zoning by-laws issues; and further, that both parcels of land were considered at a duly advertised public hearing, and no opposition to the change was expressed at that time. Using the map shown on screen, Mr. Keuhn showed location of land referred to in this Article.
At this point Mr. Cordner moved, and it was seconded, that "The vote on Article 16, as presented at this time, be taken by written ballot." A majority vote taken by voice was challenged, and the official tellers then counted votes as people passed them.

Due to the lateness of the hour, it was requested that Articles 33, 34, 35 (in that order) be considered, following action on Article 15. A majority vote favored this action.
ARTICLE 33. Voted unanimously that the Town receive at this time, and include in the records of this meeting, the current report of the School Survey Committee relative to constructing and equipping additional school rooms and facilities.
ARTICLE 34. Voted unanimously that the Selectmen be instructed to appoint a School Building Committee of five persons and appropriate and transfer from unappropriated available funds in the treasury the sum of $5,000. for archi- tect's services for the completion of plans and specifications for new school facilities to be expended under the direction of such committee.
The Finance Committee recommended this action.
ARTICLE 35. Voted unanimously that the Town appropri- ate the sum of $300,000. for the purpose of purchasing land, constructing and equipping a school building or buildings, and that to meet said appropriation there be transferred from unappropriated available funds in the treasury the sum of $160,000., and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $140,000. and to issue bonds or notes of the Town therefor, payable in accordance with the provisions of Chap- ter 44 of the General Laws so that the whole loan shall be paid in not more than five years from the date of issue of the
