SUPPLEMENT TO THE WILBRAHAM ANNUAL TOWN REPORT - 1957 Report of the Planning Board
Statistics for the year of 1957 showed a marked drop in the construction of new homes. This naturally was also reflected in Wilbraham, but not to as great an extent. This fact indicates that Wilbraham is still a choice location for families coming into the Greater Springfield area.
Likewise while there was a slight drop in the number of new subdivisions, the Planning Board did conduct hearings in connection with ten subdivisions. These were not all new areas as some were extensions of existing plans. All were approved, although in a few instances, approval was granted only after recommended changes to correct possible drainage problems were incorporated in the plans.
Several special meetings were held to transact business that, because of lack of time or convenience, could not be accomplished during a regular meeting. These included meetings with the Board of Assessors concerning the new Town maps, a petition for re-zoning property adjacent to Stony Hill Road from Residence to Industrial, and a hearing with the Board of Appeals in connection with granting a permit for the establishment of an airport off Boston Road. The Board opposed the airport, as in its opinion, it does not conform with the Zoning By-laws and, in time, will constitute a nuisance to the Town as a whole.
It is anticipated that property development in 1958 will continue on about the 1957 level. However, profiting from the experience of surrounding towns we have already increased the bond requirements as a protective measure for the Town. By doing this, we feel that the Town will attract only the reliable developers, thus maintaining a high level of quality homes.

Selectmen's Report
For many years the Selectmen in their annual report have been calling to your attention the phenomenal growth which has been taking place in Wilbraham and which is responsible for our ever mounting tax rate, whether we like it or not. During the past year this growth has continued at the same astounding rate as in previous years. In our long history, it is safe to say that in no single year have so many concrete evidences of growth actually begun to take shape or at least reached the final plan- ning stage. We feel that it is a record and are willing to predict that it will be a long time before any future year will offer such an impressive list as the following:
New Regional Four Year High School
New Addition of 12 Elementary School Rooms
New Wilbraham United Church
New Saint Cecilia's Church New Suburban Memorial Hospital
New Post Office
New Group of Stores in Wilbraham Center New Commercial Airport
The Post Office, the stores in Wilbraham Center, and the air- port are being financed by private capital but the rest will be paid for either by voluntary contributions or through taxation. These demands reach our pocketbooks and are the price we have to pay for progress and the investment we are willing to make in the future of the Town we are proud to call home.
Of the eight projects listed above, only one will require fur- ther action by the Town and that is the new Post Office which is being built by the Brookmont Associates at the rear of Crane Park. It will be necessary for the townspeople to approve a relatively minor appropriation to provide for the extension of the culvert that now runs from Main Street to the rear of the Park, clearing brush, building a sidewalk, and a little grading. Such action will bring about a vast improvement in the appear- ance of this Park.
We would like also to call your attention to the tremendous increases in the expenditures in the various accounts over the past

five years. If you will turn to the page showing the "Compara- tive annual expenditures of Town appropriations" and compare these items of 1954 with the budget for 1958 as shown in Article 5, such comparison will give you some idea of the tremendous increase in cost of these various services over the past five years. Some of these increases will startle you but if you analyze the reason, and the necessity for such expenditures, you will soon realize that we as individuals have very little control over cer- tain expenses.
Not only has our volume increased as a result of our growth but, along with this, inflation has raised our unit costs. Meeting the expense of the regular operation of our Town is, of course, unavoidable. It is also obvious that the more money we bor- row to provide water and schools, the larger our interest obliga- tions. This debt service is likewise inescapable. Our school building program makes it necessary to provide more teachers, custodians, materials and equipment. As pointed out before, salaries, supplies and services have likewise increased in cost over the past five years.
This ever expanding problem reaches further down and has an influence on our welfare expenditures, our pension program, and our contingency accounts.
In spite of this ever increasing demand, it was very enlighten- ing to read a report published by the Massachusetts Department of Commerce, Division of Research, which was issued at the time the regional high school bonds were marketed.
"The Town of Wilbraham is in a healthy financial position with a low tax rate. The major part of the debt was incurred for new school construction. The Town's report is superior,

summarizing municipal developments of the year in a concise and readable fashion. The Town has done well in meeting the problems of an expanding population due to the influx of people from the cities in the metropolitan areas."
During the past year, we installed speed zone signs along Main Street and during the coming year we propose to install similar signs along Springfield Street from the Springfield line to the center of Town.
The street light problem was studied jointly by your Civic Survey Committee and your Board of Selectmen. For the money we were spending we felt that our present system was very inadequate and needed improvement especially along the main travelled ways. We therefore adopted a policy of increasing our budget each year for a ten year period which will eventually give us the required lighting that is now in evidence along Main Street in North Wilbraham and Wilbraham Center.
During the year we were confronted with many health prob- lems which have been brought about by the ever increasing pop- ulation. Your Selectmen, acting as the Board of Health, engaged Mr. John A. Brickett as part time sanitarian. Mr. Brickett is a graduate of the University of Massachusetts and is employed as Health Agent or sanitarian by the Town of Greenfield. His technical training and experience have been very helpful to your Board and with his assistance we drew up new health regulations which were adopted on January 28, 1958. We feel that these regulations have been needed for many years and will be very helpful in controlling the Town health problems in the future.
It was also brought to our attention that some thought should be given to our Bi-Centennial celebration which will be observed in the year 1963. It was suggested that the Selectmen appoint a preliminary Town History Committee to determine if a new history of the Town should be written. This Committee con- ducted an informal survey which indicated conclusively that a new history should published.
During 1957 we completed North Mountain Road using hot mix. This type of surface has proved to be well worth the addi- tional cost.
Our road project for the coming year under Chapter 90 will be to extend construction on Monson Road from Ridge Road to Glendale Road. We were unable to complete the first half of this project from Bowles Road to Ridge Road last year but the

appropriation has been carried over in order that it may be done this year and we hope to be able to complete both projects dur- ing 1958.
On behalf of the townspeople, we wish to express sincere appreciation to the Town employees and various boards for the efforts they have expended and the results they have achieved during the past year. We have enjoyed their cooperation and look forward to another year of progress for our Town.
