ARTICLE 30. Voted by more than 2/3 vote that the Town amend the Zoning By-Laws as follows: Delete paragraph 5, Section 15 and substitute the following: "5. In all districts, the removal of sod, loam, clay, sand, gravel, or quarried stone, from the premises on which they are located, except when incidental to and in connection with construction of a building for which a permit has been issued or of a driveway, sidewalk or path serving such building or the traveled portion of a way lying within a subdivision shown on a plan approved by the Planning Board and duly recorded in the Hampden County Registry of Deeds, shall be deemed a non conforming use of land, and shall be permitted only if written permission of the Board of Appeals be obtained and under such conditions as the Board of Appeals may impose and make a part of the permit. ARTICLE 31. Voted unanimously that all appropriations made at this meeting, unless otherwise provided for, be raised by assess- ment against the polls, personal properties and real estate of the Town.
Voted by a majority that the moderator appoint a committee of seven to study possible procedure, program and method for revaluation of Real Estate of the Town of Wilbraham and report at the next special or regular Town Meeting. Said committee to include one member of Board of Selectmen, one member of the Board of Assessors, one member of the Finance Board and the Town Counsel. The other three members shall not hold any other town office.
Richard L. Danforth, Chairman of the Board of Selectmen, presented to Mr. Charles A. Peterson of 903 Stony Hill Road, the Gold Headed Cane that was given to the Town of Wilbra- ham by the Boston Post, to be presented to the oldest living resident. Mr. Peterson was born February 23, 1866 in Tidaholm, Sweden, became an American citizen in October, 1892, and has been a resident of Wilbraham since 1952.
Voted unanimously to adjourn the meeting at 4:55 p. m.

Report of Special Town Meeting JUNE 6, 1960
In accordance with the Warrant as posted, the voters of the Town assembled in the Wilbraham Memorial School Auditorium.
The meeting was called to order by the Moderator, Mr. Ernest W. Furnans, Jr. at 8:00 p. m. with 50 voters present.
ARTICLE 1. Voted unanimously that the Town accept as a public way the private way now known as Linwood Drive, as shown on subdivision plan of Honey Hill Development Corp., drawn by Durkee, White, Towne and Chapdelaine, Engineers, dated May 1958, as filed with the Planning Board, beginning at

the intersection of Brainard Road and running easterly and then southerly for a distance of 1621 feet more or less.
ARTICLE 2. Voted unanimously that the Town accept as a public way the private way now known as Oxford Drive, as shown on subdivision plan of Honey Hill Development Corp., drawn by Durkee, White, Towne and Chapdelaine, Engineers, dated May 1958, as filed with the Planning Board, beginning at the intersection of Linwood Drive and running easterly for a distance of 200 feet more or less.
ARTICLE 3. Voted by a majority that the Town accept as a public way the private way now known as Glenn Drive, as shown on subdivision plan of Honey Hill Development Corp., drawn by Durkee, White, Towne and Chapdelaine, Engineers, dated April 1958, filed with the Assessors' Office, beginning at the intersection of Brainard Road and running westerly to Lance Lane for a distance of 1400 feet more or less.
ARTICLE 4. Voted unanimously that the Town accept as a public way the private way now known as Highmoor Drive, as shown on subdivision plans of George E. and Joan Y. Morrison, drawn by Kenneth C. Sherman, Engineer, dated October 1955 and October 1957, as filed with the Planning Board, beginning at the intersection of Main Street and running easterly for a dis- tance of 2300 feet more or less, and that the sum of $1,200.00 be raised and appropriated for the construction, repair and recon- ditioning of said Highmoor Drive, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws.
ARTICLE 5. Voted unanimously that the Town accept as a public way the private way now known as Devonshire Drive, as shown on subdivision plan of Esquire Estates, drawn by Smith and Wallen, Engineers, dated June 1956, as filed with the Plan- ning Board, beginning at the intersection of Stony Hill Road and running westerly for a distance of 2240 feet more or less, and that the sum of $1,780.00 tendered to the Town by the bonding company be applied to the construction, repair of water mains and reconditioning of said Devonshire Drive.
ARTICLE 6. Voted unanimously that the Town accept as public ways the private ways now known as Stirling Drive and Craigwood Terrace, as shown on subdivision plan of Craig Con- struction Company, drawn by Smith and Wallen, Engineers,

dated December 1956, as filed with the Planning Board, Stirling Drive beginning at the intersection of Stony Hill Road and run- ning westerly for a distance of 696 feet more or less, and Craig- wood Terrace beginning at the intersection of Stirling Drive and running northerly for a distance of 338 feet more or less, and that the sum of $800.00 deposited with the Town to guarantee performance be credited to this project and to raise and appro- priate the balance of $330.88 in addition to meet the cost of construction, repair and reconditioning of said Stirling Drive and Craigwood Terrace, and that betterment assessments be levied in accordance with the provisions of Chapter 80 of the General Laws.
As the following article required a 2/3 vote, the Moderator, Mr. Ernest W. Furnans, Jr. had the following gentlemen sworn in as tellers: Arthur W. Reynolds, Bion T. Wheeler, Jr., Alex- ander W. Marco.
ARTICLE 7. Voted by more than two-thirds vote that the Town authorize the Selectmen to appoint a School Building Com- mittee and that the Town raise and appropriate the sum of $17,000.00 to cover the cost of preliminary plans and engineer- ing studies in connection with the proposed construction of addi- tional school facilities to be expended under the direction of said committee.

To any of the Constables of the Town of Wilbraham in the County of Hampden:
GREETING:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of the Town of Wilbraham qualified to vote in elections of Town Officers, to meet in Wilbraham Memorial School in said Town on Sat- urday, the eighteenth day of March, A.D., 1961, at 8:30 o'clock in the forenoon, then and there to give in their votes on one ballot to the election of officers of said Town, for the following officers, to wit:
To choose a Moderator, a Town Clerk, a Town Treasurer, a Town Collector, a Tree Warden and an Auditor for the ensuing year; one Selectman for three years who shall be a mem- ber of the Board of Public Welfare and Board of Health; one Assessor for three years; one Water Commissioner for three years; one Cemetery Commissioner for three years; one Library Trustee for three years; two School Committee Members for three years; one Member of the Regional School Committee for three years; one Member of the Regional School Committee for one year; one Member of the Planning Board for five years. The polls shall open at 8:30 a. m. and shall close at 6:00 p. m.
And you are further hereby required to notify and warn the inhabitants of said Wilbraham, qualified to vote in Town Affairs, to meet in Minnechaug Regional High School in said Town on Saturday, the eleventh day of March, A.D., 1961 at 10:00 o'clock in the forenoon, then and there to act on the following articles; viz:
ARTICLE 1. To choose one Poundkeeper; two Measurers of Wood and Charcoal; two Surveyors of Lumber; three Field Drivers; two Weighers of Grain - all for the term of one year.
ARTICLE 2. To hear and act on reports of the Selectmen, Board of Public Welfare, Treasurer and other officers or com- mittees.

Recommend that compensation for elected Town Officers be fixed as follows: Town Clerk, $2,340.00 per year (all fees to revert to the Town Treasury) ; Town Treasurer, $2,340.00 per year; Moderator, $50.00 Annual Town Meetings, $15.00 Special Town Meetings; Town Col- lector, $3,640.00 per year (all fees to revert to the Town Treasury) ; Tree Warden $1.50 per hour (includes use of car) ; Selectmen, 2 mem- bers $600.00 per year, Chairman, $650.00; Assessors, $1.50 per hour (includes use of car when needed) ; Constables, $1.50 per hour when called on duty by Selectmen, Plus fees; Auditor, $200.00 per year; School Committee, no salary; Cemetery Commissioners, no salary, $1.50 per hour for time spent at work; Water Commissioners, $150.00 per year; Library Trustees, no salary; Planning Board Members, no salary; Pound- keeper, Field Drivers, Weighers of Grain, Surveyors of Lumber, Measurers of Wood and Charcoal (all Town Officers elected otherwise than by official ballot) fees only as fixed by General Laws.
ARTICLE 4. To see what disposition the Town will make of the Dog Tax of 1960.
ARTICLE 4. Recommend $1,041.95 be added to Library Appropriation.
ARTICLE 5. To raise such sums of money as may be deemed necessary for defraying the expenses of the Town for the ensu- ing year and appropriate the same and vote how the same shall be raised.

ARTICLE 6. To see if the Town will vote to raise and appro- priate, or otherwise provide the sum of $418,000.00 or any other sum for the purpose of constructing, equipping, and furnishing an addition of twelve classrooms, cafeteria, and auxiliary facili- ties at the Pines School, and that to meet said appropriation, the sum of $186,557.00 or any other sum be transferred from the Stabilization Fund, $22,443.90 or any other sum be transferred from the Stony Hill School Building Account, and that the Treasurer, with the approval of the Selectmen, be authorized to borrow the sum of $209,000.00 or any other sum, under author- ity of Chapter 645 of the Acts of 1948 as amended, and to issue bonds or notes of the Town therefor, payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than five years from the date of issue of the first bond or note, or take any other action rela- tive thereto.
ARTICLE 6. Recommend.
ARTICLE 7. To see if the Town will vote to authorize the School Building Committee, appointed by the Selectmen June 16, 1960, to be empowered, on behalf of the Town, to proceed with the construction of the addition to the Pines School, and to enter into any and all contracts or agreements necessary to construct, equip, and furnish such school building, or take any other action relative thereto.
ARTICLE 8. To see if the Town will vote to raise and appro- priate the sum of $9,000.00 to meet the Town's share of the cost

of Chapter 81 Highway Work, and that in addition the sum of $16,500.00 be transferred from unappropriated available funds in the treasury to meet the State's share of the cost of the work, the reimbursements from the State to be restored, upon their receipt to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 8. Recommend.
ARTICLE 9. To see if the Town will vote to raise and appro- priate the sum of $2,000.00 to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that in addition the sum of $4,000.00 be transferred from unappropriated avail- able funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, or take any other action relative thereto.
ARTICLE 9. Recommend.
ARTICLE 10. To see if the Town will vote to raise and appro- priate the sum of $6,500.00 to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition the sum of $19,500.00 be transferred from unappropriated avail- able funds in the treasury to meet the State and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated avail- able funds in the treasury, or take any other action relative thereto.
ARTICLE 10. Recommend.
ARTICLE 11. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $2,250.00 or any other sum to purchase a pickup truck for the use of the Highway Department, or take any other action relative thereto.
ARTICLE II. Recommend.
ARTICLE 12. To see if the Town will vote to appropriate and transfer from the Road Machinery Fund the sum of $600.00 or any other sum to purchase a two way radio for the use of the Highway Department, or take any other action relative thereto.
